When a pay-affecting number changes, preserve the old value, the approved replacement, who or what authorized it, when it takes effect, and how it changes the calculation. A changed paycheck does not by itself prove that someone’s wage rate changed: hours, overtime, deductions, or tax withholding can also alter the amount deposited.
What to record when pay changes
For covered, nonexempt workers, the U.S. Department of Labor (DOL) lists records that include the pay basis, regular hourly rate, hours worked, earnings, additions to or deductions from wages, total wages paid, payment date, and pay period. The law does not prescribe one form for keeping these records. DOL Fact Sheet #21 says, “The law requires this information to be accurate.” The fact sheet was revised in July 2008 and describes federal Fair Labor Standards Act (FLSA) recordkeeping rules; it is general information, not an official statement of position with the force of law. Read Fact Sheet #21.

A useful change log adds the prior value, the new value, its effective date, the reason or authorization, and the calculation that follows. That format is a practical way to make changes traceable, not a specific federal format required by the cited guidance.
A simple audit trail
- Input: Record the pay-affecting value, such as the hourly rate, hours, commission amount, or deduction.
- Change: Preserve the old and replacement values, who or what authorized the change, and its effective date.
- Calculation: Show how the input affects gross earnings, overtime where applicable, deductions, and withholding.
- Review: Compare the calculation with the pay statement for the relevant pay period.
How to tell why a paycheck changed
Compare each part separately rather than treating the net deposit as proof of a rate change. Check the pay basis and hours first, then gross earnings and applicable overtime, each deduction and withholding, the resulting net pay, and the effective date and pay period. The DOL’s required-record categories provide a practical basis for this comparison.

Federal income-tax withholding is one reason take-home pay can change while the underlying wage rate stays the same. The IRS uses information on Form W-4 to calculate withholding. If an employee submits a revised W-4, the employer generally must put it into effect no later than the first payroll period ending on or after 30 days from receipt. This timing rule concerns withholding, not a change to the employee’s wage rate. See IRS Tax Topic 753.
What federal wage rules do—and do not—settle
The FLSA establishes federal minimum-wage, overtime, and recordkeeping standards for workers it covers. The general federal minimum wage identified in the DOL’s Handy Reference Guide is $7.25 per hour, effective July 24, 2009; it is a dated federal figure, not a current rate for every state or locality. State or local minimum wages may be higher. The guide also describes the general overtime standard for covered, nonexempt workers: at least one and one-half times the regular rate for hours worked over 40 in a workweek, subject to coverage and exemptions. See the DOL’s Handy Reference Guide.

Those federal standards do not answer every dispute about promised wages or commissions above federal requirements. The FLSA does not generally provide a collection procedure for such promised compensation. State or local law, an employment agreement, and whether a worker is an employee or contractor can change the applicable answer. The federal materials cited here do not establish a universal requirement that every employer give advance notice of every pay change.
What to do if the amount appears wrong
- Save the records: Keep the pay statement and any available records showing the relevant hours, pay basis, deductions, and effective date.
- Identify the mismatch: Note which item differs—hours, rate, earnings, deduction, withholding, or pay period—and the amount at issue.
- Raise it promptly: Ask payroll or the employer to explain the calculation and correct any error. Keep the response and any revised calculation with the original records.
- Separate payroll and tax corrections: If the issue involves employment-tax reporting, the correction depends on the error type, what was paid or withheld, what was reported, and the tax year. Employers should follow the current IRS instructions for the form and year involved.
The IRS distinguishes among employment-tax correction situations and places special restrictions on correcting prior-year withholding. A correction should not be treated as interchangeable across tax years or error types. See IRS guidance on correcting employment taxes and the IRS information page for Form W-2c. IRS instructions can change, so the applicable current form instructions matter.
