If the parent is marked Recorded, the child now has Activity.Recorded == false and Activity.IsAllDataRequested == false. Microsoft classes this as a behavioral change and says the old behavior did not follow the OpenTelemetry specification (.NET 10 breaking-change note).

The Activity is still created. Only the inherited recorded signal is gone. Microsoft’s stated reason is: “The previous behavior did not follow the OpenTelemetry specification.” The compatibility page lists .NET 10 as the version that introduced the change and its metadata shows a last update of February 1, 2025 (source).

What the sampling values mean
The ActivitySamplingResult values tell the runtime how much Activity data a listener wants (enum reference):

None: the Activity need not be created.PropagationData: create it with the essentials for propagation (name, source, ID, baggage). The two flags answer different questions. IsAllDataRequested says a listener wants auxiliary data filled in. For W3C trace IDs, the recorded flag is encoded in the trace flags and tells downstream participants that the trace is sampled or recorded (distributed tracing walkthroughs). Choosing how much data to collect is not the same decision as choosing whether to signal “recorded” downstream.
ActivitySource.CreateActivity and StartActivity consult registered listeners. A None result means no Activity, and any other result allows one (runtime source).

Who is affected
Custom ActivityListener code
You are affected if your Sample or SampleUsingParentId callback returns PropagationData and something downstream relied on the child being Recorded just because its parent was. Examples are code that reads Activity.Recorded or ActivityTraceFlags, or outgoing headers that carry the trace flags.

How to respond
- Find every listener callback that returns
ActivitySamplingResult.PropagationData. - Check whether any code or downstream service expected the child to keep the parent’s recorded state.
- Decide whether that signal is still wanted.
PropagationDatais the low-data choice.AllDataAndRecordedexplicitly asks for data and marks the trace recorded. - To keep the old signal deliberately, use Microsoft’s documented workaround: set
Activity.ActivityTraceFlagstoRecordedafterActivitySource.CreateActivityorActivitySource.StartActivity. - Test the result against your sampler and your downstream tracing policy.
