Mobility as a Service (MaaS) brings multiple transport modes and travel information together as a coordinated service, often through one digital platform for planning, booking and payment. What a traveler can actually do depends on the modes, operators, data and ticketing arrangements available in that place.
What is Mobility as a Service?
The UK Department for Transport defines MaaS as “the integration of various modes of transport along with information and payment functions into a single mobility service.” The wording appears in its 2023 code of practice, which cites the department’s 2019 urban mobility strategy.

The defining idea is integration: a service connects more than one way of getting around with useful journey information and, in more complete versions, booking and payment. MaaS is therefore more than an app that displays a route. But the label does not guarantee that every mode, ticket or transaction is included.

A platform combines information from participating transport providers so a traveler can consider connected options for a trip. Depending on local arrangements, those options might combine public transport such as buses and rail with taxis, shared bicycles or hired cycles. Information may include routes, timetables, fares, availability, booking options and disruption updates.

Where operators and the platform support it, the traveler can reserve or pay for some legs in the same service. Japan’s Ministry of Land, Infrastructure, Transport and Tourism describes MaaS as matching individual travel needs by combining mobility services and bringing search, reservation and payment together. It also notes possible connections to services at destinations, such as tourism and healthcare (ministry overview).
Integration comes in degrees
- Information integration: one place shows journey options across multiple modes, but the traveler may need to book or pay elsewhere.
- Booking integration: the service can reserve at least some transport options, while payment or other legs may remain separate.
- Payment integration: the traveler can pay for supported services through the platform, though coverage may still exclude operators or parts of the trip.
These are practical distinctions rather than a guarantee of a uniform industry-wide tier system. The Department for Transport says timely, accurate data and arrangements for sharing it are necessary; missing data, standards or ticketing interfaces can leave services out or make the trip fragmented.

What can a MaaS app let you do?
At its most useful, a MaaS service helps a traveler compare connected ways to reach a destination and handle supported parts of the journey without switching between as many separate tools. Depending on local coverage, it may provide:
- Route and timetable information for participating modes.
- Fare, availability and disruption details.
- Bookings for supported transport services.
- Payment for some or all supported legs.
- Information about emissions or active-travel choices.
These functions vary by place and provider. A route appearing in an app does not necessarily mean it can be booked or paid for there. The UK code of practice documents examples such as in-app booking for some services and journey emissions information, but those examples should not be taken as a guarantee of current availability or coverage.

Potential benefits—and what MaaS does not guarantee
The UK Department for Transport says MaaS could streamline journey planning and payment, let people tailor trips to their needs, support more cost-efficient journeys and improve connections to jobs, healthcare and communities. Access to public transport and shared mobility, along with live updates and information about emissions or active travel, could also help people consider more sustainable choices.
Those are potential benefits, not automatic outcomes. A platform cannot offer a practical alternative if the needed operator or mode is absent, the information is unreliable, or booking and payment remain disconnected. MaaS by itself does not guarantee complete geographic coverage, accessibility, lower fares or reduced emissions.

What should travelers check before relying on MaaS?
Evaluate the service based on what it actually covers, not just its MaaS label. The Department for Transport’s code highlights data, accessibility, accountability and user control as important considerations.
- Modes and operators: Which transport options and providers are included in the area where you need to travel?
- Transaction coverage: Does the service provide information only, or can you book and pay for each leg you plan to use?
- Data quality: Are timetables, fares, availability and disruption notices accurate and timely?
- Accessibility: Does it show suitable routes and transfers, including step-free options where relevant? Is assistance available for people who cannot easily use online services?
- Responsibility and support: Who handles problems, refunds or missed connections when a trip involves more than one operator?
- Choice and privacy: Can you understand or control how journey options are ranked, and how will your location and journey data be handled?
Algorithms can reproduce historic or social inequalities if their design and inputs are not handled carefully. Location and journey data also need appropriate protection, especially when records could reveal sensitive information or are described as anonymous.

Examples of MaaS initiatives
National programs illustrate the range of activity, but their figures describe particular initiatives rather than worldwide adoption.
- Japan: The Ministry of Land, Infrastructure, Transport and Tourism says it has supported initiatives in more than 70 regions since fiscal year 2019. For fiscal year 2026, it says it selected and supported nine projects focused on service enhancement, mobility data and links with destination content. These are figures for the ministry’s programs, not a count of every MaaS service in Japan (ministry overview).
- Italy: The official MaaS for Italy handbook describes a national experimentation involving 13 cities and territories. It said the program was planned to conclude in mid-2026; that planned date has passed, so the handbook alone does not establish its current status.
Why MaaS depends on local cooperation
A digital platform can coordinate travel only when transport operators and other partners make the necessary information and services available. Accurate, timely data supports useful route choices; workable agreements and ticketing connections determine whether a traveler can book or pay through the platform. Differences in local networks and arrangements are why the same MaaS concept can offer very different experiences from one place to another.
