A reliable mobile recharge service must track payment and airtime fulfillment as separate outcomes. Create a durable transaction before sending it to a provider, use a stable reference to prevent duplicate submissions, and treat a timeout as an unknown result—not proof that the top-up failed. Resolve pending transactions through a callback, status query, or reconciliation before considering a new recharge.
What a reliable recharge transaction must represent
A customer payment does not prove that an operator credited the recipient. Conversely, a provider accepting a recharge request does not necessarily mean fulfillment is complete. Model the transaction so it can show both facts without collapsing them into one success flag.

Keep a stable internal order ID and a provider-facing reference, along with the requested recipient, operator or product, currency, amount, and a record of state changes. A timeline or event log helps customer support explain what happened and gives operations a basis for reconciliation.

How to design the end-to-end workflow
- Load and validate the product. Discover the current operator or biller and available payment item, then validate the phone number, country and routing, offer or amount limits, and any required customer details. Prefix-based operator guesses can be unreliable where number portability or local routing rules apply. Use a portability lookup only if the selected provider supports it and its behavior is documented.
- Create and persist the transaction. Assign an internal order ID and unique provider reference. Save the requested details and initial state before making an external call. Store monetary amounts with an explicit currency and precision; encoding rules can differ by market and provider.
- Handle payment as its own process. Record authorization, capture or debit, refund, and reversal separately where the payment rail exposes those steps. Define sequencing and compensation—such as what happens when payment succeeds but fulfillment fails—according to the payment method and provider contract.
- Submit fulfillment with the existing identity. Use the provider’s documented idempotency key or unique reference. Keep the same logical transaction identity when retrying a request that is safe to replay under that contract; do not create a fresh recharge merely because the first HTTP response was lost.
- Resolve pending work asynchronously. If the provider accepts the request without a terminal outcome, retain a pending or processing state. Consume a signed callback if offered, or query status using the original reference. Make callback handling idempotent and prevent a late or duplicate event from moving a transaction backward from a valid terminal state.
- Reconcile discrepancies. Compare internal transaction records with provider statuses, references, reversals, and settlement records available under the contract. Route unresolved mismatches to operations review instead of silently treating them as success.
- Communicate the state accurately. Give the customer a receipt or reference and a support route for unresolved outcomes. Distinguish acceptance from completion, and base customer-facing time expectations on the provider’s actual service commitments.
What to do when a top-up request times out
A timeout after submission is ambiguous: the provider might have processed the request even though your system did not receive its response. Mark the result unknown or pending according to your state model, retain the original reference, and query or reconcile that transaction before submitting anything new.
Whether it is safe to repeat a request depends on the provider’s documented replay behavior. Google’s Carrier API states, “All method calls within this API must have idempotent behavior,” and identifies requestId as its idempotency key. Its guidance says a successfully processed request should return its successful response rather than be processed again, and that certain nonterminal errors should be reevaluated on a later call. Those are Google API rules; they should not be assumed to apply to a different recharge provider.
How to prevent duplicate recharges and handle callbacks
Use a durable transaction identity across your application, payment records, provider submission, callbacks, and status queries. Enforce uniqueness for internal order IDs and provider references, and make event processing safe to repeat. A duplicate callback should not trigger another recharge, another debit, or a conflicting state transition.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Callbacks can arrive late, more than once, or out of order. Authenticate them using the provider’s documented mechanism, associate each event with the original reference, and apply a transition only when it is valid from the current state. Preserve received events in the history so an operator can investigate rejected or conflicting updates.
Idempotency reduces duplicate risk only within the semantics the provider guarantees. Reloadly, for example, documents a required unique customIdentifier that cannot be reused after use; its asynchronous endpoint returns a transaction ID that can be queried for status. Check the current contract before relying on those behaviors in production.
Should the recharge API return success before the phone is credited?
It can return a successful HTTP response to mean that the service accepted and recorded the request, but it must not present that acceptance as proof of airtime delivery. Return a clear pending or processing result when fulfillment is not yet confirmed, along with a reference the client can use to check status.

Choose response semantics that distinguish request acceptance from terminal recharge success. If your API has only one success state, clients and support staff may tell customers that airtime arrived when the provider has only acknowledged the request. Likewise, report payment success only when the payment rail confirms it; do not infer it from a recharge provider’s acceptance.
How to check whether a pending top-up completed
Prefer a documented status query using the original provider reference, or a callback tied to that reference. Keep the transaction pending until you receive a valid terminal status or resolve it through the provider’s reconciliation process. Define polling cadence and escalation thresholds from the provider’s actual contract rather than copying sample timings from documentation.
Interswitch’s documented flow proceeds through category discovery, biller discovery, payment-item lookup, recharge submission, and transaction-status query. Its example submission uses a unique requestReference; its example query returns Completed. These illustrate that provider’s integration, not a universal sequence or status model. The same documentation expresses NGN amounts in kobo, including 100000 for ₦1,000, so the amount and currency representation must be verified for each provider and market.
How to choose between a direct operator connection and an aggregator
Neither approach is inherently more reliable from the available evidence. Compare the capabilities and obligations in the actual contracts for the countries and operators you need:
- Operator and country coverage, catalog freshness, and recipient validation.
- Idempotency guarantees and documented behavior after an ambiguous timeout.
- Callback authentication, status-query access, terminal states, and reversal semantics.
- Reconciliation and settlement records, plus support escalation procedures.
- Authentication and security controls, sandbox-to-production differences, and availability commitments.
- Latency commitments and total commercial cost.
GSMA’s Mobile Money API is a harmonized specification intended to help third parties integrate with providers that implement it, and its use cases include bill payments. It does not establish that every airtime provider supports that specification.
