There is no single most reliable option. During cellular congestion, SMS may get through when voice calls do not, but both SMS and mobile data still need a functioning mobile network. For public warnings, Wireless Emergency Alerts (WEA) and NOAA Weather Radio use broadcast systems rather than person-to-person messaging. Amateur radio may offer another route when infrastructure is badly disrupted, but only with suitable equipment and prepared operators.
The right choice depends on whether you need to receive an official warning, contact someone, or communicate after infrastructure damage. The comparisons below are based on U.S. government guidance; they do not establish a universal reliability ranking.

How the options compare
| Method | Best-supported role | Main dependencies and limits | Communication |
|---|---|---|---|
| SMS | Short person-to-person messages during cellular congestion; the FCC says texts may go through when calls do not. | Requires an available mobile network. Delivery is not guaranteed. | Two-way messaging when service works. |
| Mobile data | Internet information and app-based messaging when data service is available. | Requires coverage, network capacity, a working cellular data path, and device power. The reviewed sources do not show that it is categorically more or less reliable than SMS in a disaster. | Often two-way, depending on the app or service. |
| Wireless Emergency Alerts (WEA) | Official public warnings sent to compatible phones in a cell-broadcast area. | Requires a compatible phone, a participating carrier, and nearby cell-broadcast coverage. It is not person-to-person messaging. | One-way warning. |
| NOAA Weather Radio | Official weather warnings and other hazard information over a separate radio broadcast. | Requires a compatible receiver, usable local signal, power, and an operating transmitter. | One-way broadcast. |
| Amateur radio | Potential communication option when wired and cellular infrastructure is severely disrupted. | Depends on suitable equipment, power, propagation, operating knowledge, and other operators being available. | Two-way or relayed communication, depending on setup. |
If calls fail, will texts or mobile data work?
Possibly, but neither is assured. The Federal Communications Commission advises that “For non-emergency calls, try texting. In many cases text messages will go through when your call may not.” That is practical guidance about congestion, not a delivery guarantee: SMS still relies on a functioning mobile network.

Mobile data also relies on the cellular network, including its data path. The sources available here do not establish that data is consistently more or less reliable than SMS during emergencies. If one service fails, the FCC advises trying another available communication service. A voice-call failure alone does not tell you whether texts or data will work; physical damage, loss of coverage, or network disruption can affect them too. See the FCC’s emergency communication tips.

Can you get an emergency alert when calls or texts are congested?
WEA is different from ordinary SMS. It is a one-way government-authorized warning broadcast through cell towers to compatible phones in the alert area; it is not a way to message family or emergency services. The National Weather Service answers the question of receiving WEA during call or text congestion directly: “Yes, WEA messages are not affected by network congestion.” Compatibility, carrier participation, and cell-broadcast coverage still matter. The NWS FAQ says WEA messages are no more than 90 characters; that is a message-length limit, not a measure of reliability. Read the NWS explanation of Wireless Emergency Alerts.
When is NOAA Weather Radio a useful backup?
NOAA Weather Radio All Hazards (NWR) broadcasts official weather warnings and other hazard information to dedicated receivers and compatible scanners. It can provide a separate route for warnings if phone service is unavailable, but only where a receiver can pick up a working local signal.

- 【Versatile Emergency Flashlight & Soft Reading Light】The noaa am fm radio includes a powerful flashlight that casts a focused beam up to 260 feet, perfect for dark trails, tents, or emergency navigation. Flip up the frosted reading lamp to enjoy a soft, warm glow that’s easy on the eyes. Both LED lights offer two brightness levels to match your needs—whether for safety or comfort.
NOAA says the network has more than 1,000 transmitters and covers all 50 states, adjacent coastal waters, Puerto Rico, the U.S. Virgin Islands, and U.S. Pacific Territories. Broad network coverage does not establish reception at every address: check local coverage and transmitter status, including outage or degraded-service notices, using NOAA’s Weather Radio information. If you choose this option, use a receiver compatible with the local broadcast and keep it powered and accessible. NWR is a broadcast, not a two-way channel.

Can amateur radio work when phones stop working?
It can be an independent communication option when wired and cellular systems and the internet are severely affected. FEMA’s 2024 National Preparedness Report describes amateur radio in that role. Independence from those systems does not make it automatic: useful communication depends on appropriate equipment and power, radio propagation, operating skill, and other capable operators or relays being available.

- NOAA Weather Scan & Alert - This emergency weather alert radio features S.A.M.E localized programming and alert you to over 60 kinds of weather hazards and emergencies. NOAA Weather Scan will automatically alert you of events.
- S.A.M.E Localized Programming - The Specific Area Message Encoding (S.A.M.E.) allows the user to enter a code that is specific to your country, state, county and in some cases partial county.
- Notification Settings - Program your radio to receive weather alerts from up to 25 different counties and be alerted only when those specific counties are threatened. Color-coded alert indicators show the alert type and its severity.
- Additional Features - SAME localized programming, continuous backlighting option which keeps the LCD on, 25 programmable counties, color-coded alert indicators, alert override automatically switches to warn of impending danger.
- Experience a comprehensive range of radios from Midland, designed to keep you connected and informed. Our radios offer an array of features, including reliable real-time weather alerts, and robust two-way communication capabilities.
Amateur radio is therefore a prepared option, not a plug-and-play replacement for a phone. The FEMA report supports its potential role but does not establish that a particular setup will work in every emergency. See the 2024 National Preparedness Report.

Use more than one method where practical, and separate the job of receiving warnings from the job of reaching another person. A compact plan can include:
Rank #4
- For contacting people: keep SMS as an option if calls are congested, while recognizing that texts still need mobile service. Agree in advance on a contact and a simple check-in plan.
- For official warnings: keep WEA enabled on a compatible phone and consider a NOAA Weather Radio receiver if local coverage supports it.
- For severe infrastructure disruption: consider amateur radio only if you can prepare the equipment and develop the skills and contacts needed to operate it.
- For device power: keep phones charged and consider backup power or a car charger. FCC guidance recommends charged batteries and car-charger adapters; power keeps a device usable but cannot restore a failed network.
During an urgent threat, follow local official instructions and contact emergency services when reachable. The best backup depends on your location, available coverage, device compatibility, power, and the type of disruption—not on a universal ranking of data, SMS, and radio.
