A mobile cellular hotspot shares a device’s cellular internet connection with nearby devices, usually over Wi-Fi. It can be a feature on your phone or a separate portable hotspot; either way, cellular data gets to the hotspot, and the other devices connect to it.

How a mobile cellular hotspot works

The hotspot receives internet service over a cellular network, then shares that connection with nearby devices. Most commonly, it creates a Wi-Fi network that a laptop, tablet, or other device can join. The cellular connection is the route to the internet; Wi-Fi is the local link between the hotspot and its connected devices. The Indian Health Service describes a mobile hotspot or portable router as converting cellular radio signals to Wi-Fi and vice versa (IHS technology glossary).

Phone hotspot or separate device?

You can share a phone’s mobile connection or use a dedicated portable cellular hotspot. The first option uses a phone you already have; the second is a separate piece of equipment. Which will work for you depends on the device, cellular network, and plan. Neither option guarantees a particular speed, coverage, battery life, or number of connected devices.

Option What it means What to check
Phone hotspot or tethering Your phone shares its cellular connection with another device. Whether your phone and plan support the intended sharing method and use.
Dedicated portable hotspot A separate device provides Wi-Fi using its own cellular connection. Compatibility with your carrier and plan, plus the device’s specifications.

Android documents sharing a phone’s mobile connection over Wi-Fi, USB, or Bluetooth, depending on the setup. Its support page says some Android phones can share with up to 10 devices over Wi-Fi; that is a platform support statement, not a universal limit for all phones or hotspots (Google Android Help).

The FCC also uses “mobile hotspot” and “portable hotspot device” for dedicated equipment in its E-Rate program. Its definition is specific to that program’s rules, not a universal consumer definition of every hotspot (FCC 2024 order).

Does a hotspot use cellular data?

Yes. A cellular hotspot’s internet connection comes from cellular service. The data used by connected devices may count against the mobile plan’s allowance. Verizon, for example, says devices connected to its Mobile Hotspot use Wi-Fi to connect and their usage counts toward the mobile plan’s monthly allowance. Allowances, eligibility, fees, throttling, and roaming treatment depend on the carrier and plan, so check the current terms for yours (Verizon Mobile Hotspot FAQs).

Hotspot, tethering, and Wi-Fi: what is the difference?

  • Mobile cellular hotspot: A device or phone feature that shares a cellular internet connection with nearby devices.
  • Tethering: Sharing a mobile device’s connection with another device. Depending on the phone and setup, the connection can be shared over Wi-Fi, USB, or Bluetooth.
  • Wi-Fi hotspot: The term can also mean a place that offers Wi-Fi access, rather than a portable device.

“Hotspot” can also refer to connection sharing that does not use cellular service. For example, Windows can share a Wi-Fi, Ethernet, or cellular connection over Wi-Fi or Bluetooth. In that context, “mobile hotspot” does not necessarily mean the internet source is cellular (Microsoft Support).
