When a Minecraft server resource pack does not work, troubleshoot in this order: verify that the configured URL serves the ZIP itself, recompute the SHA-1 from that exact download, check the client’s Server Resource Packs setting, clear a locked cached pack, inspect the ZIP’s root layout, and then confirm version compatibility. This sequence separates server delivery problems from client cache, archive, and asset problems without deleting worlds or unrelated settings.

What the server properties actually control
PaperMC’s server-properties reference, updated May 12, 2025, separates the pack’s location, verification, enforcement, and prompt text. Confusing these keys can make a valid ZIP appear broken.
| Property | Purpose | Operational implication |
|---|---|---|
resource-pack |
The URL to the server’s resource pack. | Players must be able to reach this URL and receive the ZIP file. |
resource-pack-sha1 |
The SHA-1 hash used to verify the downloaded file. | It should contain the digest of the exact ZIP served at the configured URL. |
require-resource-pack |
Controls whether accepting the pack is mandatory. | With true, a player who declines the required pack is disconnected, as documented by Mojang. |
resource-pack-prompt |
Controls the text shown in the pack prompt. | It changes the message, not the URL, hash, archive, or acceptance policy. |
Edit these entries in server.properties. After changing the URL or SHA-1, restart the server so the running instance uses the new values.

Step 1: prove that the resource-pack URL delivers a ZIP
Open server.properties and copy the complete value of resource-pack=. Test that exact address in a private browser window or with a download client. A normal browser tab can hide a failure by rendering an HTML error page or following a login flow.
- Confirm the response is successful and record the HTTP status.
- Record the final URL after redirects. An expiring or access-controlled redirect can work for you and fail for players.
- Check the content type and downloaded byte count.
- Open the downloaded file as an archive. It must be the pack ZIP, not an HTML landing page, provider error page, login form, or access-denied document.
If the server URL requires a session, presents a human-verification page, or expires quickly, Minecraft cannot reliably fetch it. Replace it with a stable, publicly reachable file URL that serves the archive directly. Do not compute a hash until this delivery test succeeds, because hashing the wrong download only produces another mismatch.

PaperMC describes resource-pack-sha1 as the verification hash and recommends setting it so players download the intended pack. The important detail is to hash the file downloaded from the configured URL, not a local export that may have changed.
- Download the URL’s response to a new file without opening and re-saving it in an editor or archive tool.
- Compute its SHA-1 digest. On Windows PowerShell, use
Get-FileHash .pack.zip -Algorithm SHA1. On macOS, useshasum -a 1 pack.zip; on Linux, usesha1sum pack.zip. - Copy the resulting 40-character hexadecimal digest into
resource-pack-sha1=. Use lowercase characters consistently. - Save
server.propertiesand restart the server.
Hash errors have two common causes: the property contains a digest from an older ZIP, or the URL returns a different file to the client than the one you hashed. Re-download after every pack replacement and update the property whenever the served bytes change.

Step 3: check the client’s acceptance setting and server enforcement
On the client’s multiplayer-server entry, set Server Resource Packs to Prompt while diagnosing, or Enabled if the player should accept automatically. A client configured to refuse packs can make a correctly configured server look as though it never sent one.
If require-resource-pack=true, Mojang’s Java 1.17 release notes state that players are prompted and disconnected if they decline the required pack. A disconnect therefore does not prove that the URL is bad: the player may have rejected the prompt, or the pack may have failed before application. For diagnosis on a test server, you can temporarily set require-resource-pack=false to allow joining while you inspect logs. Restore the intended policy afterward; changing this flag does not repair the pack itself.

A plugin or proxy can also alter the join flow or send a different pack. Test with the simplest server path available, without the suspected intermediary, if your setup includes one.
Step 4: clear a stale or locked cached pack
A correct URL and SHA-1 can still fail when the client cannot replace an existing cached file. Mojang issue MC-164316 records a “Pack application failed: Hash check failure” case in which the existing file could not be deleted because another process was using it.

- Exit Minecraft completely, including the launcher if it keeps the game process alive.
- Close file browsers, antivirus quarantine windows, archive programs, or synchronization tools that might hold the pack file open.
- Open the client’s
server-resource-packscache and remove only the affected cached pack files. - Relaunch Minecraft and join the server so the pack is downloaded again.
Do not delete worlds, screenshots, saves, or unrelated configuration. If the same hash error returns immediately, repeat the URL and SHA-1 checks: a cache cleanup cannot correct a digest that does not match the served ZIP.
Step 5: validate the ZIP’s internal layout
Minecraft expects the pack metadata file and the assets/ directory at the archive’s top level. A frequent packaging mistake is adding an extra folder around the entire pack, producing a structure such as MyPack/pack.mcmeta and MyPack/assets/ instead of placing those entries at the ZIP root.
- Open the downloaded ZIP, not merely the project folder used to create it.
- At the first level, confirm the pack metadata file and
assets/directory are visible. - Confirm the download is actually a ZIP. If the first file opens as readable HTML, return to the URL-delivery step.
- Repackage the archive with the required entries at the root, upload the replacement, recompute SHA-1, and restart the server.
A pack can appear to download and even show an application message while still failing to replace textures if its paths are nested incorrectly. The client log is useful here: entries mentioning missing assets or files that could not be loaded point to archive contents rather than transport.
Step 6: check Minecraft version compatibility and unsupported features
Use a pack built for the client’s Minecraft release. Mojang’s Java 1.21.9 documentation explains that a minor resource-pack version increment is backwards-compatible within the same major version. That rule does not make every feature portable: Mojang also states that replacing core shaders is unsupported.

- If the entire pack fails to download, stay focused on URL, HTTP response, SHA-1, and cache issues.
- If the pack applies but only selected textures or models are missing, compare the pack’s declared version with the client release.
- Check namespaces, directory paths, and lowercase filenames. A path or case mismatch can affect only particular assets.
- Read the client log for “missing” or “could not load” entries and use those names to locate the incorrect file.
- Remove unsupported core-shader replacements when testing. A pack may work after its supported assets are isolated from that feature.
Do not assume that a minor version change guarantees compatibility across major versions. Test the pack with the exact client versions your players use, especially when models, fonts, sounds, or shaders are involved.

Fixes matched to each common symptom
No prompt at all
First inspect resource-pack= for an empty value, a typo, or a value that a plugin or proxy replaces. Then verify the client’s Server Resource Packs setting is Prompt or Enabled. If both are correct, test the join path without the intermediary that may be suppressing or rewriting the pack request. The prompt text itself is controlled by resource-pack-prompt; changing that text will not make a missing URL work.
Prompt followed by “failed to download resource pack”
Download the exact URL outside Minecraft and inspect its HTTP status, final redirect, content type, and byte count. The most useful distinction is whether the response is the ZIP or an HTML page from a login gate, expired link, or provider error. Fix delivery first; a new SHA-1 cannot repair an HTML response.
Download completes but the hash check fails
Recompute SHA-1 from a fresh copy of the URL response and replace the 40-character value in resource-pack-sha1. Restart the server, then clear the affected server-resource-packs cache if the client log indicates a deletion or file-lock failure. This handles both a genuinely wrong digest and the stale-file condition documented in MC-164316.

Pack applies but textures remain unchanged
Inspect the archive root before changing server properties. Confirm the metadata file and assets/ are not one directory too deep, then compare namespace, path, and filename case with the client log’s missing-asset entries. If only some assets fail, check the pack version and remove unsupported core-shader replacements rather than treating the issue as a download failure.
Player is disconnected during join
Read the server policy first. With require-resource-pack=true, declining the prompt causes a disconnect by design. If the player accepted, investigate the same URL, hash, cache, ZIP, and compatibility layers in order. Temporarily setting the requirement to false is a diagnostic measure only; it should not be presented as the permanent fix when the server depends on the pack.
A repeatable administrator checklist
- Keep a copy of the exact ZIP currently published at the URL.
- After every replacement, download the public URL again and compute a new SHA-1.
- Store the lowercase 40-character digest in
server.propertiesand restart the server. - Test with a client set to Prompt before enforcing acceptance.
- Inspect the archive root for the metadata file and
assets/. - Test the pack on the Minecraft release your players actually use.
- When troubleshooting a hash or file error, close Minecraft before removing only the affected cache entries.
- Keep
require-resource-packaligned with your policy and restore it after any diagnostic change.
This order prevents a common waste of time: editing pack files when the URL serves an error page, or clearing a cache when the SHA-1 belongs to a different ZIP. Once delivery, verification, acceptance, archive structure, and compatibility have each passed independently, the resource pack should load through the same path players use on the server.
