What “included” means in Microsoft Planner
Microsoft now presents Planner as one unified app, while its licensing separates basic plans from premium plans. If your organization has an eligible Microsoft 365 subscription, Microsoft says you can use Planner without buying another Planner license. That statement is narrower than saying Planner is included with every Microsoft 365 plan, every consumer subscription, or every Microsoft product.

Eligibility depends on the specific subscription, account type, tenant, and region. The current Microsoft documentation does not provide one permanent list covering every consumer, business, education, and government SKU. A plan description or your tenant administrator is therefore the authority for a specific account.
Think of the included service as basic Planner. It lets a team create and manage tasks and plans, organize work, and use the standard views. A separate premium entitlement unlocks project-management and agile-planning capabilities that are not part of basic access.

What basic Planner includes
Basic Planner is sufficient for task lists, lightweight team planning, and straightforward status tracking. Microsoft’s basic-versus-premium comparison identifies these core capabilities:
- Create and manage tasks within plans.
- Grid view for a conventional task-list layout.
- Board view for columns and visual workflow tracking.
- Schedule view for arranging work on a calendar.
- Charts view for a visual summary of task status.
- Files, checklists, labels, and task organization tools.
- Basic templates for starting common types of plans.
These features are the practical value of an eligible Microsoft 365 subscription: a team can assign work, add due dates and supporting information, and follow progress without purchasing a separate premium Planner product.
Which capabilities require a premium Planner license?
Premium licensing is aimed at formal project planning, resource coordination, and agile delivery. Microsoft classifies the following capabilities as premium-only or premium-level functionality:
- Timeline (Gantt) view: visualizes tasks across a time span and makes sequencing easier to inspect.
- People view: focuses on work assigned to each person so a manager can examine workload distribution.
- Task dependencies: links predecessor and successor tasks so the order of work is explicit.
- Milestones: marks significant dates or deliverables separately from ordinary tasks.
- Custom fields: adds project-specific data fields beyond the standard task properties.
- Critical path: identifies the chain of work that controls the planned finish date.
- Backlogs and sprints: supports agile planning rather than only a general task board.
Having basic Planner does not silently turn on these features. The exact entitlement follows the license assigned to the user and can change when Microsoft updates its plans, so verify the current comparison for the account you are buying or administering.

The table describes feature tiers, not a promise that every premium feature is available in every tenant. Government-cloud restrictions are discussed below.
Can a basic user join a premium plan?
Yes, a user with basic Planner access can collaborate on a plan created by someone with a premium license, but collaboration is not the same as receiving the premium entitlement. Microsoft describes limited editing access for basic users and says they cannot access every advanced capability in a premium plan.
For example, a project team might include several people who only need to view tasks, update ordinary task details, or contribute checklist items. A smaller group of licensed users may handle dependencies, timeline planning, custom fields, or sprint management. Assigning a person to the plan does not by itself grant that person every premium view or control.

How to determine whether your account is eligible
Because Microsoft does not publish one exhaustive list that remains valid for every market and account type, use a license-specific check:
- Identify the subscription name and tenant type. Record whether the account is consumer, business, education, or government, and note the exact Microsoft 365 SKU shown to the administrator or purchaser.
- Read the current plan description. Look for Planner inclusion or a statement that Planner is part of the subscription. Do not infer eligibility from the fact that another Microsoft product or service is present.
- Sign in with the intended work or school account. Open Planner and verify that you can create or access a basic plan. Successful access confirms the basic experience for that account, not premium rights.
- Match required features to the comparison. If your work needs Timeline, People view, dependencies, milestones, custom fields, critical path, or backlogs and sprints, confirm that the user has the premium entitlement rather than assuming the basic subscription covers it.
- Ask the tenant administrator when the result is unclear. Administrators can confirm the assigned service plan, tenant region, and whether trials or purchases are permitted.
These checks matter when a plan is shared across departments. One user’s license can explain why that person sees an advanced view while another collaborator sees only basic task editing.
Premium licensing and current US prices
If basic Planner does not meet your needs, Microsoft sells premium options separately. The following prices are the amounts displayed on Microsoft’s US Planner pricing page in 2026, with annual billing; they exclude tax and can change. They should not be treated as prices for other countries.

Microsoft renamed Project Plan 1 to Planner Plan 1 in April 2024. Project Plan 3 and Project Plan 5 were renamed Planner and Project Plan 3 and Planner and Project Plan 5, respectively, on September 18, 2024. Older procurement documents may therefore use names that no longer match the current catalog.

A premium price is an additional license cost, not evidence that basic Planner is missing from an otherwise eligible Microsoft 365 subscription. Conversely, buying a Microsoft 365 subscription does not automatically include every premium Planner capability.
Trials and self-service purchase
Microsoft says eligible users may start a 30-day trial of Planner’s premium features when their organization’s administrator has enabled trials. The trial is conditional: an administrator can disable it, and availability can depend on the user’s license type.
Self-service purchase is also dependent on the license and the country where the tenant is hosted or billed. If the trial option is absent, ask the administrator whether trials are blocked, whether the account qualifies, and whether procurement must go through the organization. Do not assume that an unavailable trial means Planner itself is unavailable; it may only indicate that premium evaluation or self-service purchasing is restricted.

Government-cloud availability is different
Microsoft states that premium Planner capabilities are currently unavailable to GCC, GCC High, and DoD tenants. Its dedicated US Government support material presents a capability matrix, and some entries are marked as still to be determined. Government customers should therefore consult the current matrix for their tenant rather than extrapolating from commercial Microsoft 365 plans.

This distinction is important for compliance-driven organizations. A commercial subscription name that includes a premium Planner entitlement does not guarantee that the same feature set is exposed in a government cloud. Confirm the tenant environment and the individual capability before committing to a project workflow.
Common misunderstandings and their fixes
“Planner is part of Microsoft 365, so every plan must include it.”
“Part of Microsoft 365” means eligible subscriptions can use Planner without an additional license. It is not a promise covering every SKU, product, region, or government environment. Check the exact subscription.
“If I can open a premium plan, I have premium Planner.”
Opening or collaborating on a plan does not grant every advanced control. Basic users may have limited editing access and cannot use all premium capabilities. Verify the license assigned to the user who needs to configure the project.

“A paid Planner tier is required for ordinary task boards.”
Basic Planner already includes task management plus Grid, Board, Schedule, and Charts views for eligible Microsoft 365 users. Pay for premium only when your workflow needs the advanced capabilities listed in the comparison.
“The feature list is identical in every geography.”
Prices, purchasing routes, and government-cloud capabilities vary. US prices are displayed in US dollars and exclude tax; GCC, GCC High, and DoD tenants have stated premium restrictions.
Which licensing level fits your team?
Choose included basic Planner when:
- Your work is a shared task list or simple departmental plan.
- Grid, Board, Schedule, and Charts views cover your reporting needs.
- Members mainly create, assign, update, and discuss ordinary tasks.
- You do not need dependencies, workload analysis, milestones, custom fields, or agile sprints.
Budget for premium Planner when:
- The delivery date depends on linked tasks and a critical path.
- Managers need a People view to examine workload by individual.
- Projects require formal milestones or custom metadata fields.
- The team plans work in backlogs and sprints.
- Specific users must edit advanced project structures rather than only collaborate on tasks.
For a precise answer, combine the exact subscription name, tenant region, and features your users must operate. That three-part check is more reliable than treating “Microsoft 365” as a single all-inclusive package.
