Microsoft Defender for Office 365 protects email and collaboration from threats such as phishing, malicious links, and malware. Microsoft Defender for Cloud Apps discovers and governs activity and data across connected SaaS applications. They address different parts of the security problem, and organizations may use both. Cloud Apps can monitor Microsoft 365 activity, but that does not make it a replacement for Office 365’s email threat protection.
How the two services differ
| Decision axis | Defender for Office 365 | Defender for Cloud Apps |
|---|---|---|
| Primary surface | Email and collaboration threat protection | SaaS app discovery, activity, and data governance across connected apps |
| Typical risks | Phishing, business email compromise, malicious links and attachments, and malware | Shadow IT, risky app activity, data exposure, compromised accounts, malicious OAuth apps, and risky sessions |
| Main capabilities | Anti-phishing, Safe Links, Safe Attachments, and real-time detections. Plan 2 adds investigation, threat hunting, response, automation, and attack simulation training. | Cloud discovery, activity and anomaly detection, app governance, information protection, and—where licensed—Conditional Access App Control |
| Microsoft 365 relationship | Protects email and collaboration workloads directly | Can ingest Microsoft 365 audit activity and apply governance or remediation controls; can also cover connected non-Microsoft SaaS apps |
| Key licensing check | Confirm whether the requirement is Plan 1 or Plan 2. Plan 1 inclusion with Office 365 E3 and Microsoft 365 E3 takes effect July 1, 2026. | Confirm full Defender for Cloud Apps entitlement versus the Office 365-only subset; Conditional Access App Control also requires Entra ID P1. |
What Defender for Office 365 protects
Defender for Office 365 is Microsoft’s service for advanced threats aimed at email and collaboration tools. Its protection levels range from built-in cloud mailbox protections to Plan 1 and Plan 2. Microsoft describes it as “a cloud-based email filtering service that helps protect your organization against advanced threats to email and collaboration tools.” (Microsoft Learn: Zero Trust with Microsoft Defender for Office 365)

Plan 1 and Plan 2
Plan 1 centers on preventive and detection capabilities. Plan 2 adds post-breach investigation, threat hunting, response, automation, and attack simulation training. If the organization needs those deeper response and investigation functions, verify Plan 2 entitlement rather than treating the plans as interchangeable.

Safe Links
Safe Links scans URLs and can check them again when a user clicks, including in email, Teams, and supported Office apps. Actual behavior depends on policy and supported-client limitations, so validate the relevant clients and settings before relying on click-time protection. (Microsoft Learn: Safe Links overview)

What Defender for Cloud Apps protects
Defender for Cloud Apps focuses on visibility and control across connected SaaS services: finding app use, assessing activity, identifying data exposure, detecting threats, and governing apps or sessions. That makes it relevant to risks such as unsanctioned apps, compromised accounts, and suspicious OAuth applications—not just threats arriving through email. (Microsoft Learn: Defender for Cloud Apps overview)
Microsoft distinguishes the full cross-SaaS service from Office 365 Cloud App Security, a narrower offering limited to the Office 365 app connector. Check which entitlement applies to the organization rather than assuming that an Office 365-related license provides the full cross-app scope. Microsoft 365 monitoring has setup requirements
Cloud Apps can monitor Microsoft 365 activity through its connector, but monitoring depends on auditing being enabled in Microsoft Purview and at least one assigned Microsoft 365 license to connect the service. Microsoft notes that logs from some connected services may take 24–72 hours to arrive after auditing is enabled. (Microsoft Learn: Protect Microsoft 365 with Defender for Cloud Apps)
Conditional Access App Control can apply session controls in connected applications, but Microsoft lists Microsoft Entra ID P1 as an additional requirement. Confirm licenses for the intended users and services before designing a rollout. (Microsoft Learn: Defender for Cloud Apps service description)

Which should you choose?
Choose Defender for Office 365 for email and collaboration threats
Start here when the immediate need is protection against advanced phishing, business email compromise, malicious URLs, or attachments targeting email and collaboration workflows. Choose the plan based on whether preventive and detection controls are sufficient or whether Plan 2’s investigation, hunting, response, automation, and simulation capabilities are required.
Choose Defender for Cloud Apps for SaaS visibility and governance
Choose Cloud Apps when the priority is discovering unsanctioned SaaS, understanding app use, governing cloud data, detecting risky activity, or controlling sessions in connected applications. Verify whether the organization has the full service entitlement or the narrower Office 365-only offering.
Consider both when risks cross from inbox to cloud apps
An attacker may use email to gain access and then exploit an account or SaaS data. Office 365 addresses the email and collaboration threat surface; Cloud Apps can extend visibility and governance to Microsoft 365 activity and other connected SaaS apps. The integration complements email protection; it does not turn Cloud Apps into the same email-filtering service.

Licensing and rollout checks
- Defender for Office 365 Plan 1: Microsoft states that Plan 1 is included with Office 365 E3 and Microsoft 365 E3 effective July 1, 2026. This inclusion does not provide Plan 2 capabilities. Verify the tenant’s current entitlement and applicable region or contract. (Microsoft Learn: Defender for Office 365 service description)
- Defender for Cloud Apps: Microsoft lists the service as available standalone and through several subscription suites. Check the specific plan, user scope, geography, and contract instead of inferring entitlement from a suite name. (Microsoft Learn: Defender for Cloud Apps service description)
- Microsoft 365 activity monitoring: Enable the required auditing and account for the possibility that some service logs take 24–72 hours to arrive.
- Session controls: Confirm the Entra ID P1 prerequisite for Conditional Access App Control, along with the Defender for Cloud Apps entitlement.
- Policy validation: Test the intended policies and supported clients in the tenant, particularly for Safe Links behavior and connected-app controls.
