A customer says a manager at Micro Center’s Tustin, California, store required photo ID and a signed no-export declaration before completing a purchase of a PowerSpec workstation containing a GeForce RTX 5090. The October 2, 2026, account does not establish that the procedure applies at every Micro Center location or to every RTX 5090 sale.
What the customer says happened
Tom’s Hardware reported on October 2, 2026, that a customer identified by the Reddit username Krothic was asked to complete an “Advanced Computing Product Purchaser Declaration” and present government-issued photo ID while buying a PowerSpec AI90 at the Tustin store. The reported system included an AMD Ryzen 9 9950X, GeForce RTX 5090 Founders Edition, 64 GB of DDR5-6000 memory, and a 2 TB SSD. The account is the basis for the reported transaction; the available evidence does not confirm a broader company policy.

What the declaration reportedly asked for
According to Tom’s Hardware’s account of the form, it requested the buyer’s legal name, home or business address, photo ID, phone number, and email address. It also asked for the actual end user if that person differed from the purchaser, where the product would be installed, and its intended use.
The reported declaration included the statement: “Micro Center will not sell this product to a purchaser who intends to export, reexport, resell, transfer, or otherwise cause it to leave the United States, regardless of destination.” It also displayed “NO EXPORT – NO EXCEPTIONS.” Those are the terms reportedly shown to this customer, not evidence that all stores use the same declaration.

Is this a Micro Center-wide requirement?
The reporting documents one customer’s account at the Tustin, California, store. It does not establish that all Micro Center locations require photo ID or a signed form for an RTX 5090, nor does it establish that the same process is used for every sale or product configuration. The evidence described here does not include a company-wide Micro Center policy statement.
Does federal export law require this specific form?
The Bureau of Industry and Security’s May 13, 2025, policy statement says that “the following types of activities may be subject to an export authorization under the Export Administration Regulations (EAR), 15 C.F.R. parts 730 – 774.” The statement discusses conditional controls involving advanced computing integrated circuits and commodities containing them, including certain activities connected with AI model training for or on behalf of parties headquartered in China or Macau.

BIS’s related May 13, 2025, industry guidance addresses diversion risks and potential license requirements in specified circumstances. That material provides context for export controls; it does not say that Micro Center must use this declaration, confirm the precise wording reported in Tustin, or establish that every retail sale of this consumer GPU receives the same legal treatment. The applicable rules depend on factors such as item classification, destination, parties, and activity.
What is known about the legal effect on this buyer?
The customer’s account and the cited BIS materials do not establish whether the declaration is enforceable against this buyer or what consequences a breach could carry. The declaration is presented in the reporting as a retailer’s purchase condition; it should not be treated as proof that the federal government requires every buyer to sign it. Anyone facing a specific legal question about an export or a signed agreement should seek qualified legal advice based on the actual transaction and current rules.
