Signal is the stronger choice if private conversation is your top priority. It says every message and call is end-to-end encrypted by default and describes keeping only limited technical information needed to run the service. Messenger has moved beyond its old optional Secret Conversations model: Meta began rolling out end-to-end encryption by default for personal chats and calls in 2023. But coverage can depend on the conversation and feature, so check the encrypted-chat indicator instead of assuming every Messenger thread is protected.
How do Signal and Messenger encryption compare?
End-to-end encryption is designed to keep message and call content readable only at the conversation’s endpoints. It does not, by itself, settle questions about account identity, metadata, device security, or what happens if a participant reports or copies content.

Signal: encryption is always on
Signal says every message and call is end-to-end encrypted without requiring users to switch on a special mode. Its support page puts it this way: “Privacy isn’t an optional mode — it’s just the way that Signal works. Every message, every call, every time.” Signal Support

Meta announced in December 2023 that it was beginning a gradual rollout of end-to-end encryption by default for personal chats and calls. The announcement said the rollout would take months and that Meta could see messages users reported. Meta’s announcement For that reason, older claims that Messenger encryption is only available through optional Secret Conversations are out of date, but it is still unwise to assume every thread or feature is covered.

Meta’s technical paper described the rollout’s scope at the time, including one-to-one chats and optional group availability, and cautioned that the implementation could evolve. That historical description is not confirmation of the exact coverage of every Messenger conversation today. Which service exposes less to its provider?
Signal is the stronger recommendation on the available provider disclosures. Signal says it cannot decrypt message content, that message history is stored on users’ devices, and that it retains limited technical information needed to operate the service. Its privacy policy also says it does not sell, rent, or monetize personal data. These are Signal’s own statements, not a like-for-like independent measurement of both services. Signal is not identity-free: its terms require a phone number to register. Signal’s terms The available disclosures do not establish a current, independently measured inventory comparing all metadata collected by Signal and Messenger. Meta’s engineering account discusses design issues such as device endpoints, encrypted server storage, and logging, which illustrates why encryption of content is only one part of the privacy picture. What end-to-end encryption does not protect
- An unlocked or compromised device: Messages can be exposed at an endpoint even when transmission is encrypted.
- What the other participant does: A recipient can copy, photograph, or report content. Meta says it can see messages that users report. Meta’s announcement
- Every account or metadata question: Encryption protects content between endpoints; it does not mean a service has no account identifiers or technical data.
For a private conversation, use Signal if you want the clearest always-on encryption posture. If you use Messenger, verify that the particular chat is marked end-to-end encrypted and remember that the label does not secure either participant’s device.
