Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteUse a spreadsheet when your organization has a small number of contracts, stable inputs, few contributors, and one accountable owner who can review formulas and preserve approved versions. Choose dedicated Star Ratings workflow software when data arrives from several systems, multiple teams contribute, reporting repeats across contracts, approvals must be traceable, or a missed deadline has material consequences. Neither option is automatically “CMS compliant.” The right choice is the one that gives your team reliable control over required data, calculations, validation, ownership, deadlines, and evidence for the rating year you are reporting.
That distinction matters because Medicare Advantage and Part D Star Ratings are an annual, specification-driven process. Centers for Medicare & Medicaid Services (CMS) publishes performance data, technical notes, tables, reporting requirements, and validation guidance. A tool can organize the work, but it does not replace the official CMS methodology or your responsibility to submit accurate information.

A spreadsheet-centered process stores source extracts, mappings, calculations, review comments, and status information in files such as workbooks or shared sheets. It can be efficient when the process is compact and the people involved understand the formulas and data definitions. The owner must control file permissions, formula changes, version history, and the final approved copy.

A dedicated software process
Dedicated software puts the work into a managed workflow. Depending on the product, that may include structured data imports, validation rules, role-based access, issue assignment, approval stages, reminders, and an audit trail. Those capabilities are useful only if they match your actual CMS reporting process and are maintained when specifications change. The CMS does not endorse a particular software category or require a commercial product.
Start with the rating year and contract scope
Do not begin by assuming a permanent measure count or a timeless set of formulas. CMS updates its Part C and Part D performance data page with current tables and technical notes, and the applicable requirements can change from one year to the next. Confirm the rating year, contract type, and current source documents before designing either a workbook or a software configuration.
| Contract scope | Maximum measures cited by CMS for the 2027 Star Ratings | Where the figure comes from |
|---|---|---|
| Medicare Advantage with prescription drug coverage (MA-PD) | Up to 43 | CMS fact sheet dated October 8, 2026 |
| Medicare Advantage without prescription drug coverage (MA-only) | Up to 32 | CMS fact sheet dated October 8, 2026 |
| Standalone prescription drug plan (PDP) | Up to 13 | CMS fact sheet dated October 8, 2026 |
“Up to” is important: the applicable measure set depends on the contract and rating year. A design that assumes every contract has the same fields will create unnecessary exceptions and may hide missing data.
When a spreadsheet is the better fit
A spreadsheet can be the disciplined choice for a small, stable operation. It is most defensible when the following conditions are true.
Few contracts and limited handoffs
If one team manages only a few contracts and the same people handle intake, calculation, review, and submission, a shared workbook may be easier to understand than a new application. Fewer handoffs mean fewer places for an unapproved version to circulate.
Stable, well-understood inputs
Spreadsheets work best when source files arrive in predictable layouts, identifiers are consistent, and the owner knows which fields feed each measure. If every cycle requires extensive manual reshaping, the apparent simplicity of a workbook disappears.
A named owner can enforce controls
Assign one person responsibility for the master file, formula changes, source-data retention, and final approval. A second person should review important formulas and outputs before release. “Everyone can edit” is not an ownership model.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
The process has a low change rate
If CMS specifications, measure definitions, and internal mappings change frequently, a spreadsheet can still work, but the owner must document each change and preserve the prior approved version. A stable process with infrequent changes is easier to manage manually.

Minimum spreadsheet controls
- Keep raw source data in a read-only area and perform transformations in a separate, clearly labeled area.
- Use a data dictionary that identifies each field, source system, applicable contract, measure, and reporting period.
- Protect formula cells and maintain a change log for formulas, mappings, and assumptions.
- Give every reporting cycle a version identifier and lock the approved copy.
- Record who prepared, reviewed, and approved each output, with dates.
- Reconcile totals back to the source extract and investigate exceptions before submission.
- Store the evidence needed to reproduce an output, including the source files and the applicable CMS technical notes.
Without these controls, a spreadsheet is not a workflow; it is an ungoverned collection of calculations.
When dedicated software becomes more compelling
Software earns its place when the process has coordination and control problems that a workbook cannot reliably solve.
Multiple contracts or repeated cycles
Copying a workbook for each contract or reporting period creates opportunities for a formula, mapping, or filter to diverge. A structured application can apply a common configuration while keeping contract-specific rules visible.
Many contributors and source systems
When membership, claims, pharmacy, clinical, survey, and operational teams provide inputs, the work needs clear ownership and handoff status. Software is more useful when it can assign an item to a person or team, show what is missing, and retain the resolution.
Formal review and approval
If compliance, quality, actuarial, and executive reviewers must sign off, an email trail around a workbook may not show which version was approved. A workflow with explicit review stages and immutable approval records reduces that ambiguity.
Material deadline risk
CMS reporting procedures define required information, technical details, and deadlines. A system that tracks due dates, dependencies, reminders, and overdue work can reduce the risk of discovering a missing input at the end of a reporting window.
Frequent specification changes
CMS data-validation guidance warns that specifications can change from year to year. Software is attractive when it can maintain effective dates, versioned configurations, and repeatable update procedures. It is not attractive if every change still requires hidden code or vendor intervention that your team cannot verify.
Compare the two approaches against the work
The following comparison translates CMS reporting and validation needs into practical evaluation questions. The descriptions are workflow guidance, not a CMS certification.

A controlled Star Ratings workflow in either tool
Regardless of the technology, organize the process in the sequence below.
- Identify the applicable rating year. Download the current CMS performance-data tables and technical notes for that year. Record the publication date and the contract types covered.
- Build a contract-and-measure inventory. List each contract, its MA-PD, MA-only, or PDP scope, the measures that apply, the data owner, and the reporting deadline.
- Define source-to-measure mappings. For every input, document the source system, field name, population logic, time period, transformation, and responsible owner.
- Load and validate source data. Check record counts, duplicate identifiers, date ranges, missing values, allowed codes, and cross-file reconciliations. Route exceptions to an owner rather than silently correcting them.
- Calculate internal results. Keep raw data, intermediate calculations, and final values distinct. Preserve the configuration or formula version used for each run.
- Conduct independent review. Have a reviewer test selected records, recalculate material measures, examine exceptions, and confirm that the current specifications were used.
- Approve and lock the package. Record the preparer, reviewer, approver, dates, source versions, and unresolved issues. Do not overwrite the approved package when a new cycle begins.
- Report and retain evidence. Track submission or reporting deadlines, retain supporting data and validation results, and make the evidence retrievable for the period covered.
A spreadsheet can implement this workflow with separate tabs, protected ranges, and a formal folder structure. Software can implement it with configured objects and statuses. The controls—not the file extension—are what make the process defensible.
Do not confuse internal calculations with official CMS stars
CMS does not assign stars by taking a simple average of the values your team places in a spreadsheet. The 2026 Medicare Part C & D Star Ratings Technical Notes describe clustering for most numeric measures. Clustering groups measure scores using CMS-defined cut points and methods rather than a basic arithmetic average of all scores.
Crashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minutePC Slower Than It Used to Be?
A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11CAHPS measures use a different approach based on relative distributions and significance testing. That means a workbook can be useful for monitoring a contract’s measure performance, modeling scenarios, or tracking data-quality issues, but an ordinary average does not reproduce the official CMS rating.
Keep two labels in your process: internal monitoring result and official CMS result. Store the applicable CMS methodology with the rating-year package, and avoid presenting an internally calculated scenario as a predicted or final CMS star assignment unless the method genuinely matches the published specifications.
Plan for the 2027 and later changes
CMS’s October 8, 2026 fact sheet describes the 2027 Star Ratings and identifies changes that affect version management. It reports the removal of 11 measures and the addition of a Part C Depression Screening and Follow-Up measure beginning with the 2029 Star Ratings. It also says CMS is retaining the historical reward factor for 2027 rather than implementing the proposed Excellent Health Outcomes for All reward.
These changes illustrate why a “copy last year’s workbook” approach is risky. Before each cycle, compare the current measure list, definitions, data elements, cut points or methodology notes, and reporting deadlines with the prior approved version. In software, require a documented configuration release; in a spreadsheet, create a new controlled version and record every changed formula, mapping, and assumption.

1. Count the coordination points
List contracts, measures, contributors, source systems, review roles, and reporting periods. A process with many independent inputs and handoffs has a stronger case for workflow software than one owned by a single analyst.
2. Measure the cost of an invisible error
Consider the consequence of a stale formula, wrong contract filter, missing approval, or late input. If the team would need extensive investigation to determine which version was used, prioritize traceability and immutable history.
3. Test the change process
Take one known CMS specification change and document how you would update the workbook or application, test it, approve it, and preserve the prior version. The option that cannot describe this path clearly will become expensive during the next change.

4. Separate must-have controls from convenience
Require evidence of import validation, ownership, approvals, version history, deadline tracking, and access control before valuing dashboards or visual polish. A good-looking interface does not establish data lineage.
5. Estimate total effort, not just license cost
For a spreadsheet, include design, formula review, reconciliation, file administration, training, and the time spent investigating version conflicts. For software, include implementation, data mapping, integration work, user administration, upgrades, validation of new configurations, and ongoing support. The available CMS materials do not establish universal prices or validate particular vendors, so your team must build this estimate from its own workload.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Implementation guidance for a spreadsheet
- Create a read-only source-data folder and a separate working folder for each rating year and contract.
- Use consistent tab names for data dictionary, raw extracts, transformations, measure calculations, exceptions, review, approval, and final outputs.
- Assign unique identifiers to contracts, measures, reporting periods, and source files so joins do not depend on free-text names.
- Protect formulas and use validation lists for controlled values such as contract type, reporting period, and issue status.
- Recalculate key results independently for a sample of records and retain the reviewer’s evidence.
- Save the approved workbook as a locked, date-stamped artifact before beginning any correction or next-period work.
If contributors need simultaneous editing, define which ranges each person owns and designate one person to merge and approve changes. Shared access without edit boundaries is a frequent source of silent overwrites.
Implementation guidance for software
- Document the current process before configuring anything; otherwise, the application may automate undocumented inconsistencies.
- Map every CMS data element to its source, owner, validation rule, and effective date.
- Configure a non-production test cycle using known historical data and compare outputs with the approved prior process.
- Require a review of edge cases such as contract changes, missing records, duplicate members, late files, and revised specifications.
- Define release management: who can change a rule, who tests it, who approves it, and how the prior version is retained.
- Train users on exception handling and evidence retention, not just on navigation.
- Review access rights and integrations at least once per reporting cycle.
Software should reduce manual coordination, not hide it. If users cannot explain where a value came from or which rule produced it, the system has traded visible spreadsheet risk for opaque system risk.
Common failure modes and practical fixes
Using last year’s measure list unchanged
Symptom: The team assumes every prior measure still applies. Fix: Reconcile the current CMS tables and technical notes to the prior inventory before loading data.
Best Value
One workbook copied across contracts
Symptom: A contract-specific filter or mapping remains from the previous copy. Fix: Use controlled contract identifiers, a pre-run checklist, and an independent reconciliation of record counts.
Approving a result without its inputs
Symptom: The final number is saved, but the source extract and formula version are missing. Fix: Make source, configuration, validation, review, and approval artifacts one inseparable reporting package.
Treating an average as the CMS rating
Symptom: An internal dashboard displays an arithmetic average as a star prediction. Fix: Label it as internal monitoring and apply the published clustering or CAHPS methodology when interpreting official results.
Recommended Free Tools
Changing a rule without preserving the old one
Symptom: The team cannot reproduce a previously submitted value. Fix: Use effective-dated configurations or immutable workbook versions, with a change note tied to the applicable CMS document.
Relying on email for approval history
Symptom: Reviewers disagree about which attachment was approved. Fix: Store the approved artifact under a unique version identifier and record approval against that exact artifact.
Bottom-line decision
Choose a spreadsheet when the process is genuinely small, stable, and owned: few contracts, predictable inputs, limited contributors, and a named person who can enforce version, validation, and approval controls. Choose dedicated software when coordination is the bottleneck—multiple contracts and systems, recurring cycles, many reviewers, formal audit evidence, or significant deadline and change-management risk.
Whichever route you take, anchor every cycle to the correct CMS rating year and current technical notes, keep internal monitoring separate from official star assignment, and preserve enough evidence to explain who supplied each input, which rule was used, what was reviewed, and what was approved.
