For an Indian GST registration that has been cancelled, the final return is Form GSTR-10, filed online through the GST Portal. The commonly stated deadline is three months from the later of the cancellation date or the date of the cancellation order. That rule, and the categories exempt from GSTR-10, are set out in the Telangana Commercial Taxes Department’s November 2025 registration handbook; confirm the current central rules, notifications and your own registration category before relying on it.

This guide explains who normally files, how to calculate the due date, which earlier returns can block the form, what stock and invoice information to prepare, the exact portal sequence, payment and authentication, and what to do when the return is unavailable or overdue.

What GSTR-10 is and when it applies

GSTR-10 is the GST Final Return. It records the relevant goods and tax position after a GST registration is cancelled. Cancellation does not erase tax, interest, penalty or return obligations that arose before the effective cancellation date. Check your account for outstanding periods and liabilities before treating the registration as closed.

The procedure below concerns Indian GST and the government GST Portal. Portal labels and workflows can change, so use the fields displayed for your GSTIN at the time of filing.

Who must file GSTR-10?

Section 45 read with rule 81 generally requires a registered person whose registration has been cancelled to furnish GSTR-10. The November 2025 edition of the Telangana Commercial Taxes Department’s Handbook on Registration under GST lists the following categories as not required to file this final return:

  • Input Service Distributors.
  • Persons paying tax under section 10 (the composition scheme).
  • Non-resident taxable persons.
  • Persons required to deduct tax at source under section 51.
  • Persons required to collect tax at source under section 52.

The exemption list is quoted from that state tax department handbook. A notification, later amendment or a fact about your registration can change the result. If your GSTIN covered more than one registration category, or if the cancellation involved a special procedure, verify the position with the current law and the jurisdiction handling your registration.

Cancellation of registration is not the same as filing the final return

The Press Information Bureau’s GST registration-cancellation FAQ discusses a separate deadline: a cancellation application is generally filed within 30 days of the event warranting cancellation, with an exception described for the death of a sole proprietor. That 30-day period concerns the application for cancellation; it is not the GSTR-10 filing deadline. If the department cancelled your registration without an application, the three-month calculation for GSTR-10 still has to be checked separately.

How to calculate the GSTR-10 deadline

Use the later of these two dates:

Relevant date What to record Why it matters
Effective cancellation date The date from which the GST registration is cancelled, as shown in the order or portal record. It is one of the dates used in the three-month calculation.
Cancellation-order date The date on which the cancellation order was issued. If this is later than the effective date, it controls the stated deadline.
Filing deadline Three months from whichever of the two dates is later. This is the rule described in the November 2025 Telangana handbook.

Write both dates down before you begin. Do not assume that the date you stopped trading, the date you submitted REG-16, or the date you received an email is automatically the controlling date. If an order was amended, stayed, or reinstated, obtain the current order and check how it affects the calculation. The sources available for this guide do not establish a universal extension or a single late-filing remedy.

Check prerequisites before opening the return

GSTR-10 may not be enabled when required earlier returns for the relevant financial year are still unfiled. The GST Portal manual specifically names GSTR-3B, quarterly GSTR-4, GSTR-1 and CMP-08; the applicable form depends on your taxpayer type and filing frequency.

Use this pre-filing checklist

  • Locate the cancellation order and note both the effective cancellation date and order date.
  • Confirm that your registration category is not one of the listed exclusions.
  • Open the GST Portal return dashboard and identify every pending return for the affected financial year.
  • Check whether GSTR-3B, GSTR-1, quarterly GSTR-4 or CMP-08 is outstanding for your account, as applicable.
  • Review the electronic liability, cash and credit ledgers for unpaid tax, interest or penalty.
  • Collect stock and invoice records that support the goods sections in GSTR-10.
  • Keep the authorised signatory’s mobile number, email access and DSC or EVC credentials available.

The PIB FAQ describes automated cancellation processing conditions that include furnishing due returns and paying tax, interest or penalty that has not been stayed by a court, tribunal or appellate authority. It also says that where outward-supply details were furnished in GSTR-1 or IFF for a period, GSTR-3B for that period must be filed before the cancellation application is submitted. Those points help explain why earlier-return compliance matters, but they are not a complete list of every GSTR-10 prerequisite.

Prepare the records GSTR-10 asks for

GSTR-10 separates goods reported with invoices from goods reported without invoices. Assemble the records before you open the form so that the portal entries can be checked against your books.

Goods details with invoices

For invoiced goods, the manual instructs the filer to enter supplier and document information, including the relevant invoice or bill-of-entry details requested on screen. Use the supplier’s legal details and the document number and date exactly as they appear in your records. Keep copies of the invoices, import documents and supporting purchase register in case the entries need to be explained later.

Goods details without invoices

For goods without invoices, the portal asks for the goods description, unit, quantity, taxable value and tax information. Describe the goods precisely enough to distinguish different stock lines, select the unit used by the form, and reconcile the quantity and value to your closing records. Do not put an item in the no-invoice area merely because an invoice is difficult to locate; first determine whether the underlying document exists and which section the portal requires.

Stock and liability information from the cancellation process

CBIC registration rules describe stock and liability particulars used in the cancellation application, including inputs in stock, inputs contained in semi-finished or finished goods, and capital goods held in stock within the rule’s scope. These cancellation-application details do not necessarily transfer automatically into GSTR-10. Treat the form displayed for your GSTIN as authoritative and enter each field from current records rather than copying assumptions from the earlier application.

Correspondence address and professional certification

The GSTR-10 manual provides an address-for-future-correspondence field. It may be populated from REG-16 and can be edited. The form also includes fields for a certifying Chartered Accountant or Cost Accountant and an upload area for a certificate when applicable or required in the particular case. Do not upload a certificate simply because the field is visible; determine whether your facts and the portal instruction make it necessary.

Step-by-step: file GSTR-10 on the GST Portal

  1. Sign in. Go to gst.gov.in and log in with the credentials for the cancelled GSTIN. If access fails, use the portal’s account-recovery process before creating duplicate accounts or applications.
  2. Open the final-return service. Select Services > Returns > Final Return.
  3. Start GSTR-10. In the GSTR-10 tile, choose Prepare Online. If the tile is not available, move to the troubleshooting section below rather than submitting unrelated forms.
  4. Confirm the correspondence address. Review the address populated from REG-16, edit it if it is no longer correct, and save the change.
  5. Enter professional details where applicable. Complete the Chartered Accountant or Cost Accountant information and upload the certificate only when your case or the portal requires it.
  6. Complete goods with invoices. Add the supplier and invoice or bill-of-entry information requested for each applicable line. Check document numbers, dates, taxable values and tax amounts against your records.
  7. Complete goods without invoices. Enter the description, unit, quantity, taxable value and tax details for each applicable line. Save the section and review totals.
  8. Generate the draft summary. Use the option to generate and download the draft summary. Compare it with your stock register, purchase documents and liability calculation before moving forward.
  9. Proceed to filing. Select Proceed to File. When the status changes to Ready to File, inspect the amount-payable and amount-paid sections.
  10. Settle the displayed liability. Available electronic cash or credit ledger balances are shown at this stage. If the balance is insufficient, use the portal’s challan flow to add the required amount. Pay the amount actually shown for this return; do not substitute an amount copied from a different period.
  11. Choose the declaration and signatory. Select the declaration, choose the authorised signatory and verify the signatory details.
  12. Authenticate. File with a Digital Signature Certificate (DSC) or Electronic Verification Code (EVC), according to the options enabled for your account.
  13. Capture proof of filing. Wait for the success message, note the Application Reference Number (ARN), confirm that the return status is Filed, and download the filed return.

The sequence above follows the GST Portal manual’s described workflow. It is an instruction-based walkthrough, not a claim that every screen or label is unchanged; the portal can revise its interface.

Payment, ledgers and what successful filing changes

At the Ready to File stage, the portal displays available electronic cash and credit ledger balances and provides a challan route where the balance is insufficient. Review the set-off and payment figures before authentication. Successful filing generates an ARN, changes the return status to Filed, updates the relevant ledgers after successful set-off and makes the filed return available for download.

Save the PDF or download produced by the portal, the ARN, the cancellation order and your payment challan or ledger references together. Keep the invoices, bills of entry, stock calculations and correspondence that support the entries. The filed return is evidence of what was submitted; it does not by itself resolve a separate demand or an earlier unfiled period.

When GSTR-10 is unavailable or filing fails

The GSTR-10 tile is missing or disabled

  • Check that the GSTIN is actually cancelled in the portal and that you are signing in to the correct account.
  • Review the return dashboard for unfiled GSTR-3B, GSTR-1, quarterly GSTR-4 or CMP-08 periods in the selected financial year.
  • Confirm that your taxpayer category does not fall within the listed exclusions, such as an Input Service Distributor or a section 10 taxpayer.
  • Check the cancellation order for an amended, revoked or stayed status that could alter the available workflow.
  • Capture the on-screen error and raise it through the GST Portal help channel or with the jurisdictional officer if the account remains blocked after the relevant returns are filed.

The payment stage shows an amount you did not expect

Stop before filing and reconcile the amount with the goods entries, the portal liability and your ledgers. A mismatch can result from an incorrect quantity, taxable value, tax rate or credit adjustment. Correct the return data or obtain case-specific advice; do not force the filing by entering an unrelated challan amount.

DSC or EVC authentication does not complete

Confirm that the selected authorised signatory is valid for the GSTIN, the DSC utility and certificate are available if DSC is selected, and the registered mobile number can receive an EVC. If authentication still fails, retain the draft and error reference, then use the portal’s support route or ask a GST practitioner to diagnose the account rather than creating a second return.

If the three-month period has already passed

The official material reviewed for this guide does not establish one universal current late fee, penalty, waiver or relief amount for an overdue GSTR-10. Do not rely on an old article or a quoted figure without checking the current portal liability and applicable law.

  1. Confirm the later-of-two-dates calculation from the cancellation order and effective date.
  2. Check whether an amendment, revocation, stay or later notification changes the deadline.
  3. File all outstanding prerequisite returns that the portal identifies.
  4. Open GSTR-10 and review any liability shown by the portal.
  5. Seek advice from a qualified Indian GST practitioner or the jurisdictional tax office when stock, capital goods, litigation or substantial unpaid liability is involved.
  6. Keep proof of every attempt, payment, grievance and filing submission.

After you see “Filed”

Download the filed GSTR-10 and store it with the ARN, cancellation order, ledger extracts, challans and supporting goods records. Check the portal later for any notice, demand or communication. Continue to respond to pre-cancellation tax periods and assessments: the final return is a closing filing, not a waiver of liabilities that arose while the registration was active.

For complex stock calculations, missing historical returns or a portal error that cannot be resolved through the normal workflow, a qualified GST practitioner can help reconcile the records and prepare a fact-specific response. Verify the practitioner’s credentials and the scope of work before sharing portal access.
