Do not treat a blank score, “Not enough data available,” and a CMS data-integrity warning as the same thing. First identify the plan’s contract, measure, rating year, exact CMS file or display, access date, and value or message. Then use the technical notes and validation information for that same rating year. Only after those fields match should you decide whether two quality values actually conflict.
Medicare Advantage Star Ratings are annual and year-specific. CMS’s current performance-data page lists the 2027 Star Ratings tables (last modified October 8, 2026), and its 2027 fact sheet describes program changes. A number without its rating year and data vintage is incomplete evidence.

Start with the exact record, not the number
A Medicare Advantage quality result is meaningful only when its context is preserved. Before comparing displays or deciding that a plan has “missing” data, record these fields:
- Contract identifier, rather than only the plan’s marketing name.
- Measure name and the population or denominator used.
- Rating year and the date or publication vintage of the file.
- CMS page, downloadable table, or other source where you saw the result.
- Date you accessed it.
- Displayed numeric value, star value, blank, suppression, or explanatory message.
Plan names can change, and a single contract can have several plan benefit packages. The contract identifier and measure name are the anchors that let you determine whether two records describe the same object.

Why Medicare Advantage quality displays can differ
Different values do not automatically indicate an error. Common explanations include:
- Different rating years: A current Plan Finder display may be showing a newer rating year than a downloaded table.
- Different publication vintages: CMS can issue an updated or recalculated file after an earlier release.
- Changed specifications: Part C and Part D reporting requirements, exclusions, eligible populations, and display rules can change annually.
- Different data status: One source may contain a score while another reports insufficient observations or a data-integrity finding.
- Different objects: Similar plan names may belong to different contracts or benefit packages.
- Validation timing: Reporting data for a contract year are validated retrospectively in the following year, so a later validation result can appear after the performance period.
Compare the metadata before comparing the digits. A disagreement that disappears when the rating year or contract identifier is corrected is not a quality contradiction.
A practical verification workflow
- Capture both records. Save the page or table name, contract identifier, measure, rating year, date accessed, value, and message for each display. Do not rely on memory or a copied number without its label.
- Match the rating year. CMS publishes annual releases. The current performance-data page lists the 2027 release, but a source viewed today may still contain an earlier rating year. Put the year beside every value in your notes.
- Read the matching technical notes. Use the notes for the rating year you are analyzing. They explain measure definitions, reporting requirements, exclusions, thresholds, suppression rules, and the exact language CMS uses for unavailable or invalid results. Specifications may change from one year to the next.
- Classify the status. Determine whether the record reflects too few observations, a score that CMS found inaccurate or biased, data that were not reported when required, or an ordinary numeric result. Do not replace a status message with your own interpretation.
- Check validation and integrity information. CMS requires annual retrospective validation of Part C and Part D reporting-requirements data by an independent contractor. Because validation occurs after the contract year, the validation record can lag the rating year.
- Look for an updated release. If two CMS files have the same contract, measure, and rating year but different values, check whether one is a later or recalculated release. Keep both file names and dates in your documentation.
- Escalate unresolved conflicts. If the source documents do not explain the discrepancy, ask CMS or the plan for clarification. State exactly which releases disagree and do not select the higher or lower value simply because it seems more plausible.
How to interpret the messages
“Not enough data available”
This wording generally indicates that the observations or reporting conditions needed to calculate or display the measure were not met. It is a statement about data sufficiency, not a finding that the plan performed poorly. The threshold and display treatment are defined in the technical notes for the relevant rating year, so do not assume that an older definition still applies.

An empty field may be a display choice rather than proof that the plan failed to report. Confirm the file’s instructions and the measure’s reporting rules. Record the exact field value and any footnote instead of converting the blank into zero.

“CMS identified issues with this plan’s data”
This is a data-quality or integrity signal, not an insufficiency message. CMS’s 2024 technical notes state that when CMS identifies a measure score as based on inaccurate or biased data, it reduces that measure rating to one star and sets the score to “CMS identified issues with this plan’s data.” The examples include failure to follow reporting requirements, failure to pass data validation, and substantial differences between HEDIS summary-level and patient-level values.
That policy statement belongs to the 2024 technical notes. If you are discussing another rating year, consult that year’s notes before describing the consequence or quoting the wording as current policy.
A normal numeric score
A number is interpretable only with its measure definition, eligible population, rating year, and release vintage. A score from one specification cannot be compared directly with a score from a changed specification merely because the measure names look similar.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesWhy validation information may arrive later
CMS describes validation as annual and retrospective. An independent data-validation contractor, selected by the sponsoring organization under CMS specifications, reviews Part C and Part D reporting-requirements data. The contract year is validated in the following year, so a quality display can precede the final validation information.

CMS publishes contract-level limited-data-set files after validation and other reviews. Access is subject to data-use requirements and fees, and CMS warns that it cannot guarantee a release timeframe. A missing validation file therefore does not by itself prove that no review occurred; document what is available and the date you checked.
The 2027 appeals example: keep consequences measure-specific
CMS’s 2027 fact sheet describes a specific use of Part C Reporting Requirements data: checking the completeness of Independent Review Entity (IRE) data for the “Plan Makes Timely Decisions about Appeals” and “Reviewing Appeals Decisions” measures. Where data-integrity issues were identified, CMS applied scaled reductions.
This example shows why completeness and integrity can affect a measure-level rating, but it should not be generalized to every Star Ratings measure. A rule written for IRE data in two appeals measures does not establish the treatment of a medication-adherence, preventive-care, or other measure.
Compare conflicting values on the same axes
| Comparison field | What to verify | Why it matters |
|---|---|---|
| Rating year and publication vintage | Year of the rating and date or version of each file | Annual releases and later recalculations can change what is displayed. |
| Contract identifier | Exact CMS contract ID in both records | Similar plan names may refer to different contracts. |
| Measure definition | Measure name, specification, exclusions, and eligible population | Year-to-year specification changes can make similarly named values non-equivalent. |
| Value type | Numeric score, star value, blank, suppression, or message | A status message is not a numeric performance result. |
| Data status | Insufficient observations versus an integrity or reporting finding | The causes and possible consequences differ. |
| Release history | Whether CMS published an updated or recalculated table | A later official release may supersede an earlier value. |
| Validation stage | Whether retrospective validation was complete for that contract year | Validation information can lag the performance year. |
Only after every applicable field aligns should you describe the records as conflicting values for the same measure.

What to do when the conflict remains
Ask CMS a precise question
Provide the contract ID, measure, rating year, file or page names, publication dates, the two values or messages, and the date accessed. Ask which release is authoritative and whether a recalculation, suppression rule, or validation finding explains the difference.
Ask the plan for its corresponding record
Request the plan’s contract identifier, measure-year result, and any CMS notice concerning data reporting or validation. Treat the plan’s explanation as additional context, not a replacement for the CMS file.
Report uncertainty accurately
If no source resolves the discrepancy, say which records disagree and what remains unknown. For example: “The 2027 table and an earlier display show different statuses for the same contract and measure; the available documents do not establish whether the difference reflects a recalculation or a display update.” Do not average the values, choose the more favorable one, or label the plan “bad” solely because a value is absent.

Worked interpretations
Two displays, one plan name
You find a four-star value in one place and “Not enough data available” in another. First compare contract IDs and rating years. If one is a 2026 record and the other is 2027, they are not contradictory. If both are 2027 but one uses an older file, check for an updated release and the technical notes before drawing a conclusion.
Best Value
A missing score followed by a one-star result
A later one-star result accompanied by “CMS identified issues with this plan’s data” should not be described as the same condition as insufficient data. The 2024 technical notes associate that message with inaccurate or biased data findings and a one-star reduction; the applicable year’s notes control the current interpretation.
An appeals measure changes after validation
If an IRE appeals measure changes after a retrospective review, check whether the 2027 completeness and integrity rules apply. The fact sheet’s scaled reductions are limited to the specified appeals measures and should not be extended to unrelated Star Ratings measures.
Common mistakes to avoid
- Quoting a star value without naming its rating year.
- Combining a current consumer display with a table from another year.
- Calling “not enough data” evidence of poor clinical performance.
- Calling an integrity warning a routine suppression.
- Applying 2024 technical-note language to a later year without checking that year’s notes.
- Assuming validation was complete during the performance year.
- Generalizing the 2027 IRE appeals policy to every measure.
- Using a plan name without the contract identifier.
- Hiding an unresolved discrepancy by reporting only one of the values.
A documentation checklist
Use this checklist whenever you publish, compare, or rely on incomplete Medicare Advantage quality data:
- Contract ID captured.
- Measure and eligible population identified.
- Rating year written beside every value.
- File or page name and access date recorded.
- Exact numeric value or message copied.
- Matching technical notes reviewed.
- Insufficient-data and integrity statuses kept separate.
- Validation timing checked.
- Updated or recalculated releases considered.
- Measure-specific rules, such as the 2027 IRE appeals provisions, kept within their stated scope.
- Unresolved uncertainty disclosed and referred to CMS or the plan.
The reliable way to handle incomplete or inconsistent data is disciplined identification and classification: establish the contract, measure, year, release, and status before interpreting quality. That approach prevents a missing observation from becoming an unsupported judgment about a plan and keeps a genuine integrity finding visible when it matters.
