The media gateway handles the media itself—such as converting between circuit-switched networks and packet networks—while the controller directs connection state and gateway resources.
What is a media gateway controller?
ITU-T Recommendation H.248.1 defines an MGC by its responsibility for “the parts of the call state that pertain to connection control for media channels in an MG.” In practical terms, it is the control function that directs how a media gateway’s media-channel connections are established or managed. It does not mean the gateway’s media-processing function.

The distinction is functional: the MGC controls; the media gateway (MG) handles media terminations and processing. RFC 2805 describes the relationship succinctly: “A Media Gateway Controller (MGC) function controls a MG.” These are role definitions, not requirements that the two functions always run on separate physical equipment.
What does an MGC do?
An MGC controls the gateway connection state and related resources that form part of a call. The gateway may terminate media from different network types—for example, circuit-switched bearer channels and packet-network RTP streams—and perform media conversion. The controller’s concern is the call-state and connection-control portion associated with those media channels.

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
RFC 2719 describes a distributed gateway architecture in which an MGC handles registration and management of media-gateway resources and may authorize resource use according to local policy. Those are responsibilities described for that architecture, not a universal checklist that applies identically to every implementation.
How is an MGC different from a media gateway?
| Role | Primary responsibility | What it handles |
|---|---|---|
| Media gateway controller (MGC) | Call-state and connection control for media channels | Directs gateway connections and related media-channel resources |
| Media gateway (MG) | Media termination and media functions | Handles media, including conversion between network types such as circuit-switched bearer channels and packet-network RTP streams |
The terms describe separate responsibilities, even when a particular system packages the functions together. A gateway connection can be understood as an association of resources hosted by the gateway; the MGC controls the relevant connection state rather than being another name for the gateway.

What is the relationship between an MGC and H.248/MEGACO?
H.248.1 is an ITU-T gateway-control protocol recommendation, and MEGACO is the related protocol name used in this standards context. It provides a way to control media gateways, but it is not the definition of an MGC itself. RFC 2805 provides architecture and requirements context for the controller–gateway relationship. Do not infer that every gateway system or product uses H.248/MEGACO.
Where does the MGC role appear in mobile networks?
3GPP TS 29.232 V18.1.0, Release 18, specifies the MGC–MGW interface protocol and covers MSC server and GMSC server controller roles. This is a concrete mobile-network interface context; the release and version matter because specifications can be revised.
