The right answer depends on your funding plan, specialist hiring needs and where your customers and partners are. In 2025, London startups raised 74.7% of UK venture capital, while Greater Manchester offers a sizeable digital and technology ecosystem and a government-cited regional cost advantage that founders should verify against their own budgets.
Manchester vs London: the practical differences
| Decision factor | London | Manchester and Greater Manchester | What to assess |
|---|---|---|---|
| Venture capital | London startups raised 74.7% of UK venture capital in 2025, according to a UK government evidence pack using Dealroom data. This is ecosystem concentration, not a prediction that a particular company will secure funding. Source | Regional investment and support channels exist, but the sources cited here do not give a comparable Manchester-only share of UK venture capital. Source | Your stage, target investor list, desired meeting frequency and whether remote fundraising suits the team. |
| Operating costs | Used as the baseline in a government regional estimate comparing Greater Manchester with London and the South East. Source | The government profile cites typical savings of 30–40% against London and the South East. It is a broad regional estimate, not a like-for-like startup budget comparison. Source | Build a budget from actual salaries, workspace, travel, recruitment and customer-acquisition needs. |
| Technology ecosystem | The UK’s largest concentration of technology value, with activity in areas including AI, cyber and quantum technology. Source | The government describes more than 10,000 digital and technology businesses and an ecosystem valued at £5 billion. Its separate North West profile reports 51,000 digital roles across 5,000 digital and tech businesses; these counts have different scopes and should not be combined. Technology profile Regional profile | Check candidate availability by role, salary expectations, university links and access to specialist facilities. |
| Sector clusters | Major activity across several technology sectors; the sources do not quantify the customer or partner advantage for a particular startup. | The government technology profile describes around 250 AI companies in Manchester and a North West cyber corridor with around 300 cybersecurity companies. A 2025 Manchester AI report adds cluster-level investment and employment context. Government profile AI report | Decide whether the relevant cluster brings customers, hires, collaborators or infrastructure—not just a large headline count. |
| Customers and partnerships | Do not assume that city-wide scale means your target buyers are nearby; the sources reviewed do not quantify proximity for individual sectors. | Greater Manchester’s regional profile notes financial-services employers and local support organisations. Source | Map where decision-makers, procurement teams, clinical or research partners, and regulated counterparties are located. |
| Workspace | Shared offices and serviced workspace are described in national government guidance as flexible alternatives to taking a private office lease. Source | The same national guidance covers flexible workspace options, but does not establish local prices or availability. What the funding and ecosystem figures tell you
London has the clearest documented fundraising advantage
A UK government evidence pack prepared with Dealroom reports that UK startups raised $23.7 billion in venture capital in 2025, up 33% from 2024, and that London startups accounted for 74.7% of the UK total. The figures are based on a defined VC measure: specified equity rounds, excluding debt, non-equity funding, lending and grants. The pack describes startups as companies designed to grow quickly, founded since 1990 and generally VC-investable. These figures indicate where recorded venture funding is concentrated; they do not capture every source of business finance or guarantee that London-based companies will raise money. Manchester has scale, but the published counts use different scopes
The Department for Business and Trade’s technology profile describes Manchester as having more than 10,000 digital and technology businesses and a £5 billion technology ecosystem. A separate North West regional profile gives Greater Manchester figures of 51,000 digital roles across 5,000 digital and tech businesses. Because these are different profiles with different scopes or definitions, treat them as separate indicators rather than a single, reconciled count. The profiles also identify local AI and cyber activity. Technology sector profile North West investment profile

Turing Innovation Catalyst Manchester’s 2025 report says Greater Manchester AI companies raised $583 million in venture capital during 2021–2023, 28% of the $2.03 billion raised by all startups and scaleups in that period. It also reports a $4.2 billion valuation for Greater Manchester AI companies—more than five times the 2020 level—and employment of 13,500 people. Those historical cluster figures can help founders assess local sector depth; they are not a forecast of investment available to a new entrant. Turing Innovation Catalyst Manchester reports

Is Manchester cheaper than London for a startup?
Greater Manchester’s regional government profile cites typical operating-cost savings of 30–40% compared with London and the South East. The profile does not disclose a matched basket of startup costs, so the estimate should not be treated as a guaranteed runway increase or as a Manchester city-centre versus London-district comparison. North West investment profile

- Salary offers for each role you need to fill, including specialist and senior hires.
- Workspace, deposits, fit-out and the cost of any lab, studio or secure facilities.
- Recruitment time and expense, including the possibility of hiring remotely.
- Travel for investor meetings, customer sales, partnerships and team coordination.
- Customer acquisition costs and the value of being close to buyers or procurement teams.
A lower rent or salary assumption is useful only if the team can recruit and reach customers effectively from that location. Compare the same headcount, workspace needs and travel schedule in both cities.

Workspace and a distributed footprint
UK government guidance distinguishes incubators—which can provide physical space, shared facilities and business support—from shared offices, which let early-stage businesses rent the desks they need with less commitment than a private-office lease. The guidance lists providers including Bizspace, Huckletree, IWG, Landmark and Workspace (London), but does not establish local availability, pricing or suitability for a particular business. Check providers directly and compare the full occupancy cost and contract terms. Find business premises

A hybrid or distributed setup can work when it follows the company’s real meeting pattern: where founders and employees need to collaborate, where customers are, and how often the team must meet investors or partners in person. Flexible workspace is one option, not evidence that any single legal or operating structure is best.
Best Value
Choose based on your company’s constraints
Lean toward London when
- Your fundraising plan depends on frequent in-person access to venture investors.
- Your target customers, partners or procurement decision-makers are concentrated in London.
- The larger local talent market is decisive for roles you cannot fill remotely.
The strongest quantified case is investor concentration: London startups raised 74.7% of UK venture capital in 2025. That does not mean every startup should locate there; it means founders who rely on a high-frequency fundraising process should weigh proximity accordingly. UK government startup and VC evidence
Lean toward Manchester when
- A lower operating-cost base would materially extend runway, after testing actual hiring, workspace and travel costs.
- You can recruit your specialist roles locally or remotely.
- Your business benefits from Greater Manchester’s digital, AI, cyber or financial-services ecosystem.
For an AI company, the 2025 Turing Innovation Catalyst report provides specific historical evidence of local investment and employment; other sectors should verify their own customer, talent and partner fit rather than infer it from the city-wide technology totals. Consider both cities if the work is genuinely split
A Manchester operating base with regular London visits, or another distributed arrangement, may suit a company whose team, customers and investors are spread across both cities. Decide where each activity needs to happen and price the travel and workspace accordingly. The evidence supports flexible workspace as an option, but does not identify a universally best hybrid footprint.
Quick Recap
A decision checklist before you commit
- Map your funding process: list likely investors, stages, expected meeting cadence and whether remote conversations are sufficient.
- Map customers and partners: identify where budget owners, procurement teams and strategic collaborators are actually based.
- Cost the team: compare offers and recruitment feasibility role by role, including remote hiring.
- Build a comparable budget: use the same headcount and operating assumptions for both cities; include workspace, fit-out, travel and customer acquisition.
- Test cluster relevance: confirm that local companies, networks or facilities connect to a real hiring, sales, research or product need.
- Verify support terms: confirm current programme availability and eligibility directly before relying on grants, loans or other support.
- Choose workspace last: select a flexible or private setup only after you know how the team needs to work and what facilities it requires.
