No. You do not need a separate operation ID for every request. You do need a reliable way to recognize the same logical operation when a non-idempotent change might have committed, its response was lost, and the caller may retry. That identity can be an idempotency key, a transactionally enforced deduplication rule, or another durable lookup mechanism. Without one of those safeguards, retrying can repeat the effect.
Why a lost response leaves the outcome unknown
A server can commit a change to durable storage and then lose the connection before its confirmation reaches the caller. From the caller’s perspective, a timeout or broken connection does not reveal whether the failure happened before or after commit. Google Cloud Spanner describes this as the “unknown commit status” problem.

The distinction matters because repeating the request may execute its business logic again. A repeated read is usually a different risk from a repeated charge or shipment. The right response to an ambiguous failure depends on what the operation does and what protections exist at the point where that effect occurs.

An operation ID, often called an idempotency key, identifies one logical action across its attempts. The caller creates or obtains the identity once and reuses it when retrying that same action. If it generates a new ID for every attempt, the server may reasonably treat each one as a separate operation, defeating deduplication.

The server must persist enough information to recognize a repeated identity and decide what to do. Depending on the API, it may return the saved result, report that work is still pending, or resume or reconcile the original operation. AWS Well-Architected guidance describes storing the token and status, protecting updates with concurrency control, and passing the token to downstream services. The token alone does not create these guarantees; the server’s handling of it does.
Define the identity contract
A useful contract specifies the identity’s scope, what happens if the same key arrives concurrently, whether the server checks that a retry has the same parameters, how pending work is represented, and how long the server retains the record. These details determine whether the same key is safely recognized as the same action rather than accidentally reused for something else.
Stripe documents one particular contract: it stores the first request’s status code and response body for an idempotency key, and subsequent requests with that key receive the stored result, including a 500 response. It also compares parameters and rejects reuse of a key with different parameters. These are Stripe-specific semantics, not general rules for all APIs.

When a separate operation ID may be unnecessary
The operation is genuinely idempotent
An operation is idempotent when repeating it has the same intended effect as performing it once. Setting a resource to a specified state can meet that definition; creating another charge or sending another shipment generally does not. Stripe’s engineering article describes HTTP PUT and DELETE as idempotent methods, but a method name is not proof that every side effect in a particular handler is safe to repeat. Check the full behavior, including side effects outside the primary database update.
A transaction guards the business change and the duplicate check
If both the business update and the deduplication condition fit inside one atomic database transaction, a transaction guard can replace a separately supplied client operation ID. Spanner gives an example in which a transaction asserts that exactly one queue row was deleted while applying business updates. A retry that finds the row already gone fails the assertion.
That protection only works if the failed assertion aborts the transaction or the application explicitly rolls it back. If the business update can still commit after the guard fails, the guard has not prevented a duplicate. This approach also does not make an external API call atomic with the database transaction.

The system deliberately does not retry
An at-most-once policy can avoid repeating a call, but it may leave the caller without a confirmed result. AWS Durable Execution documentation distinguishes at-most-once and at-least-once behavior and explains that neither policy alone guarantees exactly-once execution across an entire workflow. Choose not to retry only when the risk of a duplicate effect outweighs the cost of an interrupted or unresolved operation.
A durable business lookup can identify the prior work
In some designs, the caller can look up the result using an existing domain identifier or business key instead of supplying a separate operation ID. For example, an application may have a durable record that uniquely identifies the intended action. This is a design option, not a universal lookup scheme: the identifier must actually distinguish the logical operation, and the lookup must reveal whether it is pending, complete, or absent.
When a stable identity is strongly indicated
Use a stable operation identity, or an equivalent durable deduplication mechanism, when all of these conditions apply:

- Widely Use Range - This NetumScan Handheld USB barcode scanner can be used in supermarkets, convenience stores, warehouse, library, bookstore, drugstore, retail shop for file management, inventory tracking and POS(point of sale), etc.
- The operation can produce a duplicate side effect if executed twice.
- The caller needs or is expected to retry after an ambiguous failure.
- The server cannot otherwise determine that the retry is the same logical action.
Payments, shipments, resource creation, and queue-driven side effects are common examples of operations where duplicate execution can matter. The important property is not the category of the request but the combination of its side effects and retry behavior.
For each operation, decide how the server handles simultaneous requests with the same identity, whether changed parameters are rejected, how pending and completed work are represented, and how long identity records remain available. AWS recommends storing request state and using suitable concurrency controls, such as transactions, locks, or optimistic concurrency where appropriate. Stripe’s parameter check illustrates why key reuse needs a defined request policy.

How the safeguards compare
| Approach | Useful when | Main limitation |
|---|---|---|
| Stable idempotency key or operation ID | A mutation that can have duplicate effects must support safe retries. | Requires durable identity state, concurrency handling, a parameter policy, retention, and appropriate downstream handling. |
| Naturally idempotent request | Repeating the complete operation genuinely leaves the same intended state. | The HTTP method alone does not establish that every handler side effect is idempotent. |
| Atomic transaction guard | The business change and duplicate check can be enforced in the same transaction. | Does not cover external calls outside that transaction; guard failures must abort or roll back the work. |
| At-most-once with no retry | A duplicate external effect is more costly than an interrupted or uncertain result. | Can leave the outcome unresolved and does not provide end-to-end exactly-once execution. |
| Durable workflow, outbox, or reconciliation | Work crosses services or requires asynchronous recovery. | Each boundary still needs explicit identity and duplicate-handling semantics. |
Compare approaches by the risk of a repeated effect, the boundary where atomicity is available, whether retries are required, how identity reaches downstream work, and how long the system can reconcile an uncertain result.

Why one idempotency key does not make a workflow exactly once
A database transaction generally cannot atomically commit local writes and an external service’s action. Spanner warns against making external API calls inside a transaction block because transaction retries or aborts can repeat the call. Its guidance discusses queue and lease patterns and points to transactional outbox or application-managed idempotency for work that crosses systems.
Carry the logical identity into downstream work where possible, and have each service enforce its own duplicate-handling contract. AWS recommends propagating the received token to downstream services. For asynchronous work, message consumers also need to tolerate redelivery by recording or otherwise enforcing the logical message identity. If an external provider supports its own idempotency key, keep that key stable across retries and workflow replay.
These controls can provide reliable behavior at particular boundaries; they do not, by themselves, prove that every effect in a multi-service workflow happened exactly once. Design for recovery too: track durable progress and provide a way to investigate or reconcile work whose outcome remains uncertain.

Set retry and retention rules as part of the API
Do not treat a timeout as proof of failure
Before retrying a mutation after a lost response, establish what makes the retry safe: natural idempotency, transactionally enforced deduplication, a provider’s documented idempotency behavior, or a deliberate no-retry policy. Follow the specific provider’s retry guidance. AWS EC2, for example, documents API-specific retry recommendations and client-token support for selected operations; behavior varies by API.
Keep identity records for the real retry window
Retention must cover the retries the system actually permits, including delayed queue redelivery, workflow replay, and any human reconciliation process that may resubmit work. If the record expires before a delayed retry, the server may no longer recognize the request as a duplicate.
Stripe says its idempotency keys may be removed automatically after they are at least 24 hours old. Once a key has been pruned, reusing it can start a new request. That is a Stripe-specific retention behavior, not a recommended universal window; verify the provider’s current contract before relying on it.
Quick Recap
A practical decision path
- Identify the effect. List what the request can change or trigger, including side effects beyond the primary database write.
- Ask what happens on repetition. If the same request can create a second effect, it is not safe to retry blindly.
- Find the atomic boundary. Determine whether the business change and a deduplication check can be committed or rolled back together.
- Choose a stable identity if needed. Reuse one identity for every attempt of the same logical operation, and define scope, parameter matching, concurrent-request behavior, pending states, and retention.
- Trace the identity downstream. For queues or other services, establish how each consumer detects duplicate work and how external effects are retried or reconciled.
- Document the recovery path. Specify what the caller should do when the result remains unknown, including whether to query operation status, wait, retry with the same identity, or escalate for reconciliation.
