Local vs. Cloud Smart-Home Control: What Still Works Without Internet?

Yes—many smart-home functions can keep working during an internet outage, but only when the controller, local network, radios and devices remain powered. Home Assistant says it runs on hardware in your home and can continue when the internet is down. Devices using local protocols such as Zigbee, Z-Wave, Matter, Thread and ESPHome can respond without reaching a vendor cloud.

The important distinction is between an internet outage, a failed router and a power cut. A cloud-only device may stop responding in the first case; a Wi-Fi device can become unreachable when the router fails; and almost everything stops when power is lost unless critical equipment is on backup power. This guide shows how to identify the command path, test your own setup and choose hardware with useful fallbacks.

Start with the outage you actually have

“The internet is down” describes only one failure mode. Your phone, hub and devices may still communicate over the home LAN even when the WAN connection to your internet provider is unavailable. That is very different from losing the router or electrical power.

What’s actually slowing this PC down?

Failure What remains available Typical smart-home result
Internet/WAN outage Router, Wi-Fi, Ethernet, local hub and powered radios Local commands and hub schedules can continue. Cloud commands, remote access, cloud voice services, outside data and updates fail.
Router or LAN failure A powered Zigbee, Z-Wave or Thread radio mesh may still exist, but IP devices and the controller’s network path can be broken Wi-Fi and Ethernet devices usually become unreachable. A radio device may still be joined to its mesh, yet the automation hub cannot necessarily reach it.
Power failure Only equipment connected to a functioning backup supply Routers, hubs, Wi-Fi bridges, speakers, cameras and most powered devices stop unless they have battery power or are on a UPS.

Always identify which of these happened before diagnosing a device. A local design protects against loss of the internet; it does not create electricity or repair a dead LAN.

How a smart-home command reaches a device

Reliability during an outage is determined by the complete path from your control to the actuator, not by a logo on the box. Examine five points:

  1. Control surface: Is the command coming from a wall switch, keypad, local app, hub dashboard, voice assistant or remote app?
  2. Transport: Does the command travel over Zigbee, Z-Wave, Thread, Wi-Fi, Ethernet or a vendor’s internet service?
  3. Automation location: Is the schedule stored in a hub in your home or executed by an external service?
  4. Device dependency: Can the device act on a command locally, or must its manufacturer’s server authenticate and relay every action?
  5. Power and network: Are the hub, router, access points, bridges and devices still powered and connected?

A local-first path might be a wall switch to a Zigbee lamp, through a local radio coordinator, with an automation stored on a home hub. A cloud-first path might be a phone app sending a request to a vendor server, which then sends it back to the lamp. Both can look identical in normal use; only the path explains what happens when the WAN disappears.

What can keep working offline

Home Assistant automations and dashboards

Home Assistant’s documentation states: “Yes. Home Assistant runs on your own hardware in your home, so it can keep working when the internet is down.” Automations and schedules stored on that hardware can continue if the hub, its local network and the relevant devices remain available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Home Assistant specifically identifies Zigbee, Z-Wave, Matter, Thread and ESPHome devices using local integrations as internet-independent. A local dashboard may still be reachable from a phone connected to the same Wi-Fi network. This does not preserve Home Assistant Cloud remote access; that service needs an internet connection when you are away from home.

Zigbee and Z-Wave devices

Zigbee and Z-Wave are local radio protocols normally terminated by a hub or USB coordinator in your home. Once the coordinator and hub are powered, commands and many automations can run without a vendor cloud. The exact result still depends on the device integration, firmware and whether the automation itself is stored locally.

A router outage can have a mixed effect. The radio mesh may continue to exist, but an IP-based hub dashboard or automation engine may lose its connection to the coordinator. Test the complete installation rather than assuming that “mesh” means every function survives every network failure.

Matter over Wi-Fi, Ethernet or Thread

Google describes Matter-enabled devices as working locally over the existing home wireless network without connecting to the cloud. Matter commands can travel directly over Wi-Fi, Ethernet or Thread. A compatible Matter hub or controller must be present for local control, and Google documents IPv6 as required for proper Matter operation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a Thread product, the Thread mesh also needs a Thread border router. That border router connects the Thread network to the home IP network and must remain powered. Matter therefore removes a cloud dependency for the command path, but it does not remove the need for a correctly configured LAN, IPv6 and the right controller hardware.

ESPHome and other verified local APIs

Devices using ESPHome or another documented local API can respond through a local hub or integration. “Works with” a platform is not proof by itself: confirm that the particular model uses a local API and that the automation engine does not hand the action to a cloud service.

Physical and device-level controls

A wall switch, keypad, manual lock cylinder, appliance button or local siren can remain useful even when apps and voice services fail. These controls depend on the product’s design and on power, but they provide the most direct fallback because they do not require an external account or internet route.

What usually fails or degrades

  • Cloud-only commands: If every action is relayed through a manufacturer’s server, an internet, account or service outage can stop control.
  • Remote access: A phone outside the home cannot reach a local dashboard without an internet path. Home Assistant Cloud remote access is therefore unavailable during a WAN outage.
  • Cloud voice assistants and routines: Voice processing and routines handled by an external service generally need internet access. A local light automation can continue while a spoken command fails.
  • Push notifications and camera viewing: Notifications or video relays that depend on an external service may not arrive or may be inaccessible from outside the home.
  • Outside-data automations: Weather, location, presence and similar triggers need their external data source. A time-based local schedule can run while a “rain expected” rule cannot refresh.
  • Setup and maintenance: Account sign-in, firmware downloads, app-store access and many integrations cannot be completed until connectivity returns.

Physical controls may continue during these failures, but behavior is product-specific. A smart lock can still accept a keypad code while its remote app is offline; another model may require its cloud for some settings. Check the manufacturer’s local-operation documentation for the exact model.

Local-first, cloud-first and hybrid designs

Architecture Where commands and automations run Internet-outage behavior Trade-offs
Local-first Home hub and local LAN or radio Core lights, sensors and schedules can continue while the WAN is down. Lower dependence on vendor servers and often lower latency; still requires local power, a working LAN for IP devices and compatible integrations.
Cloud-first Vendor servers and account services Commands, routines and app features may stop when the internet, account or cloud service is unavailable. Convenient remote access, sharing and vendor-managed features; greater exposure to outages and service changes.
Hybrid Local control for essentials, cloud for selected features Core local automations can survive while remote access, voice, notifications, backups or weather data are unavailable. Often the practical compromise, but every integration must be checked separately.

Matter is a local IP-based protocol, not a guarantee that an entire ecosystem is offline-capable. A Matter device still needs a Matter controller, and a Thread device needs a border router. Likewise, a Zigbee or Z-Wave label does not tell you where the automation is stored or whether the hub has a cloud dependency.

Matter, Thread, Zigbee and Z-Wave: what to verify

Matter

  • Confirm that your chosen hub or controller supports the device type.
  • Confirm that IPv6 is enabled and functioning on the LAN.
  • For Thread products, confirm that a powered Thread border router is present.
  • Check whether commissioning and ongoing control are local after setup; cloud-based extras may still be separate.

Thread

Thread is a low-power mesh network. Its devices communicate locally, but the controller needs a border router to bridge Thread to the IP network. If that router or the controller loses power, Thread devices may remain joined to the mesh yet become unusable from your automation system.

Zigbee and Z-Wave

Both are established local protocols commonly connected to a home hub or USB radio. Verify the coordinator model, local integration and where schedules execute. A battery sensor can remain asleep for long periods by design; that is not necessarily an outage.

  • Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft

Green does not automatically provide every radio. Pair it with a compatible Zigbee or Thread adapter when your devices need one. The hub, router and any radio bridge must remain powered for local automations to run.

Home Assistant Connect ZBT-2

Connect ZBT-2 is a USB adapter that can be dedicated to Zigbee or Thread for a local Home Assistant installation. The manufacturer lists a recommended MSRP of $49. This is a product specification, not an independent performance measurement. Choose the radio mode that matches your devices and keep the adapter connected to the running hub.

Commissioning sequence

  1. Connect the hub and complete its initial internet-assisted setup.
  2. Add the required local radio adapter and select Zigbee or Thread as appropriate.
  3. Pair devices using the local integration, recording each device model and firmware.
  4. Create a simple local automation, such as a wall switch turning on a lamp, and confirm it works from the local dashboard.
  5. Add physical fallbacks for critical loads before depending on the automation.
  6. Only then enable optional cloud services such as remote access, voice control or weather data.

Buying and deployment checklist

  1. Look for evidence of local control. Prefer explicit local-operation documentation, Matter certification, Zigbee or Z-Wave support, or a published local API.
  2. Identify the automation host. Find the device that stores schedules and rules. A phone app is not necessarily that host; the rules may be on a vendor server.
  3. Map every dependency. Write down the hub, router, access point, radio coordinator, border router and any cloud account used by each critical device.
  4. Keep a physical fallback. Use wall switches, keypads, manual locks, appliance controls or local sirens for lighting, entry and safety functions.
  5. Plan backup power. Put the router, controller, radio bridges and other critical network equipment on a UPS if outage operation matters.
  6. Check external triggers. Mark weather, presence, location, notifications, voice and remote camera viewing as internet-dependent unless documentation proves otherwise.
  7. Use compatibility evidence. Home Assistant’s “Works with Home Assistant” directory is intended to highlight devices tested for local control, but verify the exact model and integration behavior.
  8. Test before installation is finished. A product that works locally in a demonstration may still rely on cloud services for setup, firmware, notifications or advanced scenes.

How to test your own home safely

Test an internet-only outage

  1. Leave the router, hub, access points and devices powered.
  2. Disconnect the router’s WAN cable or disable the internet connection without turning off the LAN.
  3. Connect a phone to the home Wi-Fi, not cellular data.
  4. Operate a local light, sensor and automation from the local dashboard or physical control.
  5. Try a cloud voice command, remote-access session and notification-triggering event separately.
  6. Restore the WAN and check whether queued notifications, time synchronization and cloud integrations recover.

Test router failure

Do this only when you have a safe manual way to control locks, lighting and appliances. Power off the router or access point while leaving radio devices and the hub powered. Record which Zigbee, Z-Wave or Thread automations still execute and which IP-based devices disappear. Restore the network before relying on an automated lock or alarm.

Test power resilience

Identify the equipment connected to backup power and its runtime. A UPS that powers the router but not a Wi-Fi bridge or controller will not preserve the full command path. Never deliberately remove power from safety equipment unless the manufacturer provides a safe test procedure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Troubleshooting by symptom

Physical switch works, app does not

The device itself has power, but the app path may require the LAN, internet or cloud account. Try the local dashboard from home Wi-Fi. If that fails during a WAN outage, inspect the router, controller and integration rather than the lamp first.

One device works but an automation does not

The device path may be local while the trigger is not. Check whether the rule uses weather, presence, location, a cloud webhook or a voice routine. Replace the trigger temporarily with a local button or time schedule to isolate the dependency.

Matter device disappeared after a network change

Check IPv6, the Matter controller and, for Thread, the border router. A powered device can still be healthy while the controller has lost its local network route.

Radio devices remain joined but are not controllable

Confirm that the hub and coordinator are powered and that the hub can communicate with the LAN. A Zigbee, Z-Wave or Thread mesh is only one part of the path; the automation engine still needs its controller connection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Everything stopped during a blackout

That is expected unless the relevant controller, network equipment and device are on backup power. Add power protection before changing protocols, and retain manual controls for critical functions.

Choosing the right balance

Choose local-first control when lights, access, heating or safety-related routines must keep operating during a WAN outage and you are willing to maintain a hub and local network. Choose cloud-first convenience when remote access and account-based sharing matter more than independence from an external service, while accepting that app and voice behavior can stop. A hybrid design is usually the most flexible: keep essential actions local, then add cloud services for functions that genuinely benefit from them.

Make the decision per device and per automation, not per ecosystem label. Record the control path, automation location, outage type tolerated, fallback control and power requirement for each critical function. That inventory turns “will it work offline?” from a vague product promise into a testable answer.
