Neither local nor cloud RAG is automatically more private, cheaper, or faster. Local RAG can keep document processing, retrieval, and language-model inference on infrastructure your organization controls, while cloud RAG can reduce infrastructure management and still use private networking. The right choice depends on the full data path, total operating cost, and end-to-end results for your workload—not the deployment label alone.
What “local RAG” and “cloud RAG” actually mean
Retrieval-augmented generation (RAG) combines document ingestion and search with a language model: the system retrieves relevant passages and supplies them as context for an answer. A local deployment can place the document-processing pipeline, embeddings, vector search, and language model on infrastructure controlled by the organization. MongoDB’s local RAG tutorial demonstrates a local deployment with a locally loaded embedding model, vector search index, and local language model. Microsoft similarly describes its Foundry Local retrieval data plane, including customer data and the language model, as hosted on customer infrastructure in its RAG documentation.

“Local” is not a synonym for “nothing ever leaves the building.” A hybrid system may keep documents and search local but send selected prompts or retrieved passages to a remote model. Conversely, a cloud deployment need not expose every component publicly. Google’s reference architecture places application and data-processing components in the cloud, while its private-connectivity guidance covers network patterns for security and compliance needs. Evaluate the actual architecture and configuration.
Compare privacy by tracing every data stage
Start with a data-flow diagram. Identify where each item is processed, stored, transmitted, and logged: source files, extracted text, embeddings, prompts, retrieved passages, generated answers, and operational logs. Then check who can access each component and how long its data is retained.

What local deployment changes
Keeping the data plane on customer infrastructure can help meet requirements for controlled connectivity or data boundaries. It also puts security and operations on the organization: endpoint protection, access controls, software updates, backups, monitoring, and retention policies all need owners. Local hosting is a control option, not a complete privacy policy.
What to verify in cloud deployments
For a cloud architecture, review the selected region and data-residency options, network paths, identity and least-privilege policies, encryption scope, logs, retention, and controls against data exfiltration. Google’s secure RAG guidance describes VPC Service Controls and service accounts limited to the permissions required for their work. Private connectivity can limit network exposure, but it does not replace access-policy and service-configuration reviews.

Encryption coverage can vary by product design. MongoDB documents a specific distinction: in its described architecture, customer-managed encryption covers database data but not search indexes when database and search processes share nodes. Dedicated Search Nodes can enable encryption of both database data and search indexes with the same customer-managed keys, according to its deployment-options documentation. Treat this as MongoDB-specific behavior, not a rule for all cloud search services.
Compare total cost, not just model charges
Set a period and workload before comparing costs—for example, expected document volume, update frequency, query volume, concurrency, availability target, and staffing. Include both direct charges and the work needed to keep the system running.

| Cost area | Local RAG | Cloud RAG |
|---|---|---|
| Infrastructure | Hardware purchase, electricity, replacement or refresh cycles | Compute, model inference capacity or tokens, vector storage and search |
| Data pipeline | Storage and compute for ingestion and embedding | Ingestion and embedding services, storage, and network transfer |
| Operations | Administration, monitoring, backups, tuning, upgrades, and recovery | Managed-service overhead, monitoring, and configuration; some infrastructure work may be reduced |
| Cost uncertainty | Capacity planning and refresh needs as the workload grows | Usage variation, service limits, and charges that depend on selected services and consumption |
Open-source software may avoid a direct license fee, but it does not remove infrastructure or labor costs. Cloud services can shift some operational work to managed components, but usage, storage, transfer, and service choices still matter. AWS’s RAG options guidance discusses trade-offs among vector database choices and managed Bedrock Knowledge Bases; it does not establish a like-for-like price winner between local and cloud deployments. A fair estimate should use the same quality, workload, availability, and staffing assumptions for both options.
Measure performance across the whole answer path
Vector-search latency alone does not describe how quickly a user receives a useful answer. Measure ingestion time and embedding throughput as well as retrieval latency, generation time, throughput under concurrency, tail latency, and answer quality using representative prompts and documents.

Local inference avoids a remote model call only when the relevant processing and inference truly remain local. Its performance is bounded by the available compute and chosen model. Cloud results depend on region, network distance, service selection, capacity, and configuration. MongoDB notes that vector search latency depends on available CPUs and gives memory recommendations relative to index size in its deployment guidance. AWS distinguishes use cases that can tolerate sub-second retrieval from those requiring very low latency in its RAG options guide. These are design considerations, not a controlled local-versus-cloud benchmark.

Choose with a workload-specific decision framework
| Decision axis | Local RAG may fit when… | Cloud RAG may fit when… | Evidence to compare |
|---|---|---|---|
| Data boundary | Requirements favor keeping the data plane on customer infrastructure or working with restricted connectivity. | Regional placement, private connectivity, and provider controls meet the organization’s requirements. | Data-flow diagram, regions, identity policy, encryption coverage, logs, retention, and exfiltration controls. |
| Cost structure | Existing hardware and staff capacity can absorb operation, or recurring hosted usage is a poor fit. | Managed operations and usage-based costs fit the expected workload. | Total cost for hardware and refresh, labor, compute, model use, storage, ingestion, transfer, and monitoring. |
| Latency and throughput | Local compute near users or data can meet response-time and concurrency targets. | The selected region and managed capacity can meet targets with less capacity management. | End-to-end p50, p95, and p99 latency, throughput, concurrency, and answer quality on representative prompts. |
| Operations and scale | The team can own deployment, upgrades, availability, and recovery. | Reducing infrastructure management is more valuable than low-level control. | Staffing, deployment flexibility, scaling behavior, backup and recovery, and service limits. |
Hybrid RAG is a valid choice when workloads or data classes have different constraints. Specify which stages remain local and which cross a network boundary; the word “hybrid” alone does not establish privacy, cost, or performance.
What a fair comparison can—and cannot—claim
The official MongoDB, Microsoft, and Google documentation and AWS Prescriptive Guidance reviewed on October 3, 2026, describe architectures, controls, and product-specific considerations. The cited material does not provide a named statistic or controlled head-to-head local-versus-cloud benchmark that settles privacy, cost, or end-to-end performance. Those conclusions must come from the organization’s requirements and measurements, not a universal ranking. Cloud regions, features, pricing, and hardware suitability can change, so verify current product details when planning deployment.
