Local coding LLMs are the stronger choice when keeping source code on your own hardware is mandatory. GitHub Copilot is usually easier and faster to adopt because it provides managed models, broad editor integration, and workspace-aware context. Neither is universally better: the right choice depends on your privacy boundary, actual hardware, recurring budget, repository workflow, and how rigorously you test generated code.
Local models and Copilot solve different problems
A local coding LLM runs inference on a computer, workstation, or private server that you control. A runtime such as Ollama loads a downloaded model and processes prompts on that machine. If the runtime is genuinely local-only, your prompts, source files, and responses do not need to cross a hosted service boundary.

GitHub Copilot is a managed service. Its editor features can provide inline completions and chat while using repository-aware context. GitHub documentation says a Copilot contextual prompt can combine your prompt with the active file, selected code, and general workspace information. That context is valuable for navigation and larger changes, but it means your organization must evaluate what information is sent to the service and which controls apply.

Quick comparison
| Decision area | Local coding LLM | GitHub Copilot |
|---|---|---|
| Privacy boundary | Can keep prompts and repository content on owned hardware in local-only mode; verify that cloud features are disabled. | Processes contextual prompts through a hosted service; review plan, organization settings, exclusions, and the code context transmitted. |
| Setup | Install a runtime, download models, select quantization, configure editor integration, and maintain the system. | Subscribe, authenticate, install the supported editor extension, and configure organization policies. |
| Interactive speed | Varies with model size, quantization, CPU/GPU or unified memory, context length, and integration quality. | Usually strong perceived speed for autocomplete and navigation because the service and editor integration are managed. |
| Cost model | No per-request cloud fee when entirely local, but includes hardware, electricity, storage, setup, updates, and maintenance. | Recurring subscription; current plans, quotas, and prices must be checked before purchase. |
| Code quality | Depends on the selected model, context, prompt, tests, and review. Smaller local models may need more correction. | Published developer-study improvements are positive, but they do not rank Copilot against every local model. |
| Integration | Depends on the runtime and editor plug-in; agent and repository features may require additional configuration. | Broad managed IDE integration, inline suggestions, repository-aware chat, and administrative controls. |
| Operations | You manage model downloads, memory, updates, monitoring, failures, and security. | The provider manages serving infrastructure and model updates; you manage account, policy, and data-governance decisions. |
Privacy: is a local coding LLM actually more private?
What local-only processing protects
Ollama’s official privacy policy states: “We do not collect, store, transmit, or have access to your prompts, responses, model interactions, or other content you process locally.” That statement applies to local runs. It does not automatically apply if you use cloud-hosted models or other remote features exposed by the runtime.
For an on-premises workflow, the privacy boundary is the machine and its network. Source code can remain on an encrypted workstation or internal server, and an organization can control logs, backups, user access, and retention. This is especially useful for unreleased products, regulated data, customer code, or offline development.
Local does not mean risk-free. A model download, editor extension, telemetry component, crash reporter, remote repository, operating-system account, or backup service can still transmit information. Treat “local” as a deployment property that must be verified, not as a blanket security certification.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →What Copilot’s context means
Copilot may use more than the sentence you type. GitHub describes contextual prompts that can include the active file, selected code, and general workspace information. That context helps it understand symbols, nearby functions, and repository conventions, but it also expands the information your organization must assess.

GitHub says Copilot is powered by models developed by GitHub, OpenAI, and Microsoft. Its documentation also discusses possible privacy and code-similarity concerns associated with public-code training. Those concerns are different from a claim that every suggestion copies public code; the relevant question for a team is what policy, filtering, and review controls apply to its plan and configuration.
Privacy checklist for a team
- Define which repositories and data classes may be processed by a hosted assistant.
- Check organization settings, repository exclusions, retention terms, and administrator controls for the Copilot plan you intend to use.
- For local inference, confirm that the selected runtime mode does not route prompts to cloud models.
- Restrict model and editor logs, protect downloaded model files, and apply normal endpoint encryption and access controls.
- Document whether generated code is permitted in production, and require human review and testing regardless of deployment location.
Speed and workflow: which is faster?
There is no defensible universal tokens-per-second winner from the available evidence. A meaningful comparison must specify the exact local model, quantization, hardware, context length, prompt, editor integration, network conditions, and measurement method. A large local model on a laptop and a small quantized model on a workstation are different products in practical terms.
Why Copilot often feels faster
Copilot is integrated into supported editors and can produce inline suggestions without requiring you to design a local serving stack. Its repository-aware chat and navigation features reduce the time spent copying files into prompts or manually explaining project structure. For autocomplete, perceived speed includes the time from keystroke to a useful suggestion, not only raw generation throughput.
What determines local latency
- Model size: Larger parameter counts generally require more memory and computation.
- Quantization: Lower-precision formats can reduce memory use and improve throughput, with a possible quality trade-off.
- Processor: CPU-only inference, a discrete GPU, and unified-memory hardware produce different results.
- Context length: Long files and repository history increase prompt-processing work and memory pressure.
- Integration: An optimized editor plug-in can feel responsive; a poorly configured bridge can add delay even when the model itself is fast.
- Concurrent load: Other users, builds, indexing, or local applications can compete for memory and compute.
How to measure your own workflow
- Choose three representative tasks: a short completion, a multi-file change, and a debugging or test-writing request.
- Use the same prompt wording, repository snapshot, model capability, and context limits for every trial.
- Record time to first token, time to first usable suggestion, completion time, and whether the result required regeneration.
- Repeat each task several times and note warm-cache and cold-start behavior separately.
- Measure the full developer loop: accepting a suggestion, running tests, correcting errors, and reviewing the diff.
Do not publish a single speed claim without these conditions. A service can win autocomplete latency while a local model wins an offline, long-running task because it avoids network transfer or rate limits.

Cost: subscription versus total cost of ownership
Copilot’s recurring cost
Copilot is sold through subscription plans. Plan names, prices, included quotas, model availability, and usage limits can change, so verify the current offer immediately before committing. For an individual, the visible subscription is the main budget item. For a company, also account for administration, identity integration, policy review, and any usage overages or premium features associated with the selected plan.
Local inference costs
A local model avoids per-request cloud charges when inference remains entirely on hardware you already own. That does not make it free. Total cost includes the computer or GPU, electricity, storage for model files, installation time, editor integration, updates, troubleshooting, and the opportunity cost of using a smaller or slower model.
Use this simple comparison:
Local total cost over a period = hardware purchase or allocated depreciation + electricity + storage + setup and maintenance time.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Hosted total cost over the same period = subscription fees + any usage charges + administration and compliance work.

Readers who already own a capable GPU or a high-memory Mac may find local inference economical. Someone buying a new machine solely to replace a subscription should include the complete hardware purchase rather than comparing only monthly prices.
Questions that expose hidden cost
- Will the same machine still support builds, tests, and an editor while serving the model?
- How much disk space will several model variants and quantizations consume?
- Who will update the runtime, replace broken integrations, and monitor memory failures?
- Does the local model reduce developer output because it needs more prompting and correction?
- Would a hosted plan’s team controls replace separate internal tooling?
Hardware requirements and model size
Memory is the first practical constraint. Ollama’s Code Llama guide lists 7B as available, 13B with a 16GB-or-more memory requirement, and 34B with 32GB-or-more memory. These figures are model-guide requirements, not guarantees of a particular tokens-per-second rate. Operating-system use, context length, quantization, and other applications consume memory too.
| Model scale listed in the guide | Memory guidance | What to expect |
|---|---|---|
| 7B | Available; the guide does not state a minimum memory figure in the cited material. | Lower barrier to entry, but capability and context handling depend on the specific build and quantization. |
| 13B | 16GB or more. | Needs a higher-memory system and may compete with the editor, compiler, and browser. |
| 34B | 32GB or more. | Substantially heavier; plan for ample headroom, slower CPU fallback, or a suitable GPU. |
Choose the model after defining the task rather than starting with the largest number. Autocomplete, code explanation, test generation, and repository-level refactoring can have different quality and context requirements. Quantization can make a model fit, but you should validate correctness and latency on your own tasks after changing precision.
Minimum practical preparation
- Measure available RAM or unified memory while your normal development tools are open.
- Reserve disk space for the runtime, model files, alternate quantizations, and temporary caches.
- Check whether your editor integration supports the operating system and runtime you selected.
- Plan a way to stop or unload the model so builds and tests are not starved of memory.
- Keep a smaller fallback model for travel, battery operation, or incident recovery.
Code quality: does Copilot write better code?
GitHub’s published 2025 study of developers writing API endpoints reported these changes for Copilot-assisted code: readability improved by 3.62%, reliability by 2.94%, maintainability by 2.47%, and conciseness by 4.16%. Copilot-assisted code was approved 5% more often. Those are study-specific results, not a universal ranking of Copilot against every local model or every programming task.
Best Value
A 2024 comparative paper evaluated Copilot alongside other assistants on LeetCode tasks, illustrating why benchmark outcomes depend on task selection. Competitive programming problems measure a narrow slice of software work and should not be treated as evidence about security, maintainability, or repository-level changes.
What actually drives quality
- Model capability: Parameter count, training, fine-tuning, and quantization affect reasoning and code generation.
- Repository context: Correct local conventions and interfaces reduce integration mistakes.
- Prompt quality: Explicit requirements, constraints, error messages, and acceptance tests improve results.
- Verification: Compilation, automated tests, static analysis, security scanning, and review catch plausible but wrong code.
- Task type: A model that excels at short completions may struggle with architecture changes or unfamiliar APIs.
A fair quality evaluation
- Select anonymized tasks from your real backlog, covering completion, bug fixing, tests, refactoring, and documentation.
- Define acceptance criteria before asking either assistant for code.
- Run generated changes through the same compiler, test suite, linters, and security checks.
- Have reviewers score correctness, readability, maintainability, security defects, and review effort.
- Track rework time and regressions, not just whether the first answer looked convincing.
This process can reveal that a smaller local model is adequate for boilerplate while a hosted assistant saves time on repository-aware changes, or the reverse for a team with specialized local models and strong hardware.
Integration and operational burden
What you configure locally
A local workflow generally involves installing the runtime, downloading a model, selecting a memory-appropriate variant, connecting an editor integration, and deciding whether prompts may access files outside the current project. You also need a process for model updates, runtime upgrades, log retention, and failure recovery. If an editor plug-in depends on a local HTTP endpoint, protect that endpoint and restrict which users or applications can call it.

What the hosted service manages
Copilot removes much of that infrastructure work. The provider serves the models, maintains the service, and supplies supported editor integrations. Your team still owns account provisioning, organization policy, repository exclusions, permitted data classes, and review of generated changes. A managed service reduces operational burden; it does not transfer responsibility for secure development.
Failure modes to plan for
- Local out-of-memory errors: Lower the model size or quantization, shorten context, close competing applications, or use a fallback model.
- Slow first response: Distinguish cold model loading from steady-state generation and check whether the editor is repeatedly rebuilding context.
- Stale or inconsistent answers: Confirm the model version, provide the relevant interfaces and tests, and avoid assuming that a confident response is current.
- Unexpected data transfer: Recheck runtime mode, editor plug-in settings, telemetry, proxy rules, and cloud-model options.
- Hosted policy blockage: Review organization exclusions and permissions before treating a missing suggestion as a model-quality problem.
Which option fits your situation?
| Your priority | Best starting point | Reason |
|---|---|---|
| Sensitive code must remain on premises | Local first | A local-only deployment can keep prompts and files within your controlled environment, subject to endpoint and runtime verification. |
| Offline or restricted-network development | Local first | Downloaded models can operate without a hosted request, provided all required integrations are local. |
| Fastest adoption across supported IDEs | Copilot first | Managed authentication and editor integration reduce setup work. |
| No suitable hardware today | Copilot first | A new workstation or GPU changes the economics of the local option. |
| Existing high-memory workstation or GPU | Test local inference | You can evaluate local quality and latency without an immediate capital purchase. |
| Mixed sensitivity and mixed task difficulty | Hybrid, if policy allows | Keep sensitive or routine work local and use repository-aware hosted assistance only after checking data controls. |
A practical hybrid workflow
- Classify repositories and tasks as local-only, hosted-allowed, or requiring explicit approval.
- Use the local runtime for proprietary snippets, credentials-adjacent code, offline work, and routine transformations.
- Use Copilot for hosted-allowed tasks where workspace context, navigation, or managed integration saves time.
- Before sending a prompt, remove secrets, customer data, and unrelated files; confirm repository exclusions.
- Apply one verification pipeline to both sources: tests, static checks, security analysis, and human review.
- Record which assistant produced a change when your compliance process requires traceability.
This arrangement treats privacy as a routing decision rather than a permanent allegiance to one tool.
Quick Recap
What to verify before deciding
- Run a privacy review for the exact local mode, editor plug-in, Copilot plan, and organization settings you will deploy.
- Benchmark representative tasks on the hardware and repository sizes your developers actually use.
- Calculate a multi-year total cost, including a machine purchase, power, storage, maintenance, and developer time.
- Evaluate generated code with tests and review metrics instead of relying on model reputation or isolated benchmark scores.
- Recheck Copilot pricing, quotas, privacy controls, model availability, and the local runtime’s model catalog immediately before publication or procurement; these details can change.
