Neither local nor cloud AI is automatically the safer, more accurate, or less expensive choice for legal documents. Local processing can reduce the need to send document text to an outside service, but privacy still depends on devices, access, logs, backups, and operations. Cloud use calls for close review of provider terms and data controls. For either option, test the actual workflow on representative documents, require qualified human review, and compare total costs—not just hardware or usage fees.
What is the practical difference between local and cloud AI?
In a local setup, the model runs on an endpoint or infrastructure controlled by the organization. In a cloud setup, some or all processing takes place on a service provider’s infrastructure. The label alone does not tell you exactly what happens to a document: an application can combine local and remote components, and a locally run tool may still send telemetry or use network services.

Before comparing products, map the workflow: where the document is stored, which parts are sent for processing, where processing occurs, who can access inputs and outputs, and what records remain afterward. NIST’s cloud-computing guidance, SP 800-146 (May 2012), discusses cloud opportunities and risks; it does not establish current terms or guarantees for AI providers.
Is local AI safer for confidential legal documents?
Local execution can reduce the need to transmit document text to an external AI provider. It is not, by itself, a confidentiality guarantee. A document may still be exposed through a compromised endpoint, overly broad staff or administrator access, insecure backups, logs, retention, or poor handling of outputs. NIST SP 800-122 (April 2010) treats protection of personally identifiable information as context-dependent, while NIST’s AI security and resilience materials address risks to both data and underlying systems.

Check the whole local environment
- Identify which devices and servers process or store documents, and who administers them.
- Review permissions, authentication, encryption, patching, and physical access for endpoints and infrastructure.
- Find out whether prompts, documents, and outputs are logged, where logs and backups are stored, and how long they are retained.
- Check network connections, telemetry, updates, and any external services the application uses.
- Set procedures for access removal, deletion, incident response, and secure handling of generated drafts.
What cloud use adds to the review
Cloud processing introduces provider, contract, and service-control questions. For each service and plan, examine whether inputs or outputs are retained, used for model training, accessible to provider personnel or subcontractors, or processed in particular locations. Also check deletion procedures, access controls, incident notification and response, and the service’s data-flow documentation. Verify the actual terms that apply to the account; general cloud guidance does not certify a provider’s current AI practices.
In either architecture, match the safeguards to the document and the matter. Confidentiality and professional obligations depend on applicable law, client commitments, and organizational policy, which vary by jurisdiction and context.

Is cloud AI accurate enough for legal work?
The cited sources do not establish that local or cloud AI is categorically more accurate for legal documents. Accuracy depends on the particular model, task, source material, and workflow; deployment mode is not a substitute for testing. The ABA Section of Science & Technology Law’s June 10, 2019 submission emphasizes source identification and human review, but it is a section comment, not binding law.

The submission states: “Legal AI tools should always permit a human to be in the decision-making process (e.g., human-in-the-loop).” It also says: “At the least, the AI enables its work product to be reviewed and corrected by a human before producing a final work product.” Treat these as useful review principles, not a replacement for current professional rules or matter-specific judgment.

Test the task, not the marketing claim
- Define the intended use. Separate tasks such as summarizing a contract, extracting clauses, comparing versions, drafting language, and locating authorities. A result on one task does not establish performance on another.
- Use representative, permission-cleared material. Include the document types, formats, and edge cases the workflow is expected to handle, without exposing restricted material to an unapproved system.
- Set a review standard before testing. Decide what counts as an error for the task, such as a missed obligation, an unsupported statement, or a citation that does not support the proposition.
- Check outputs against authoritative sources. Verify legal citations and quoted language against the underlying authority; inspect extracted facts and summaries against the source document.
- Keep a qualified person responsible for the final work product. Record corrections and failures, and revise the workflow or stop using it if review cannot reliably catch consequential errors.
Which costs less for legal document review?
No comparable current price or total-cost figure for legal-document workloads is established by the cited material. A local setup may involve hardware, power, installation, maintenance, and security operations. A cloud setup may involve subscriptions or usage charges, integration, provider controls, and human review. Those categories do not determine which option costs less; the workload and operating assumptions do.
| Cost area | Local processing | Cloud processing |
|---|---|---|
| Compute and service | Hardware and power; the amount depends on the system and workload. | Subscription or usage charges; current comparable legal-workload prices are not established here. |
| Setup and integration | Deployment and integration work; amount not stated. | Integration with provider services and existing systems; amount not stated. |
| Ongoing operations | Maintenance and security operations; amount not stated. | Provider controls and service management; amount not stated. |
| Human review | Required workflow cost; amount not stated. | Required workflow cost; amount not stated. |
Estimate the cost for the same document volume, task, review standard, and time period. Include one-time setup as well as recurring charges, and account for the staff time needed to check, correct, and securely manage outputs. Comparing a cloud usage fee with a local hardware purchase alone omits material costs on both sides.

How should a legal team choose between them?
Use a risk-management decision rather than a deployment label. NIST’s AI Risk Management Framework is voluntary; NIST’s page describes AI RMF 1.0 as under revision, and the Generative AI Profile (NIST AI 600-1) was published July 26, 2024. These materials offer risk-management guidance, not legal approval of a tool or a guarantee of compliance.

NIST SP 800-226 (March 2025) addresses differential privacy, but differential privacy is not a blanket confidentiality guarantee for a particular AI product. Evaluate any claimed privacy technique in the context of the specific data flow and service rather than treating a technical label as proof of suitability.
