Air cooling can serve racks within a facility’s airflow and heat-rejection capacity; direct liquid cooling is increasingly useful for high-heat GPU servers because it captures heat close to the components. Many sites can combine the two, using liquid for processor heat and air for residual loads. The right choice depends on the whole cooling chain, not just the rack.
How do air and liquid cooling remove heat?
Cooling IT equipment and rejecting heat from the facility are related but distinct jobs. The first moves heat away from servers; the second releases that heat outside. A rack’s cooling technology does not, by itself, determine the equipment or resources the building needs to reject heat.

Air cooling
Air cooling transfers heat from components into server air, then moves that warm air through the room to air-handling equipment and the facility cooling plant. The system’s performance depends on how well it supplies cool air to server inlets and prevents hot exhaust from mixing back into it. Fans, chillers, pumps, and economizers all affect the system’s energy use.
Direct liquid cooling
Direct liquid cooling carries heat away from components through a circulating liquid loop. In a common arrangement, cold plates collect heat near processors and a coolant distribution unit (CDU) transfers it between the IT-side loop and a facility loop. The facility still needs a way to reject the heat, such as chillers, cooling towers, fluid coolers, or dry coolers. Liquid cooling changes how heat is captured and transported; it does not make the heat disappear.

Liquid cooling vs. air cooling for AI data center racks
The comparison is between complete systems, not just a fan and a cold plate. Actual results vary with equipment, rack load, climate, setpoints, facility infrastructure, and how much of the heat each system handles.
| Consideration | Air cooling | Direct liquid cooling |
|---|---|---|
| Where heat is captured | In server air, then moved through the room to air-handling equipment. | Near components through a liquid loop, often with heat transferred through a CDU to the facility loop. |
| Rack density | Can suit lower-density areas and loads the room’s airflow system can serve; dense hot spots can be difficult to manage. | Can serve high-heat components and racks, subject to the capacity and design of the full system. |
| Energy use | Depends on fan and plant power, airflow management, economizers, climate, and operating conditions. | Pumps may move heat more efficiently than fans in some systems, but facility heat rejection and auxiliary air cooling still use energy. |
| Water use | Depends largely on the heat-rejection design; evaporative cooling towers can consume water. | A closed IT loop does not guarantee a water-free facility. The secondary heat-rejection system may use evaporative cooling or a dry option. |
| Existing-site fit | Uses room cooling infrastructure already in place, though airflow limits may constrain denser racks. | Can be combined with legacy air cooling, but adds liquid distribution equipment and operational requirements. |
When does an AI data center need liquid cooling?
There is no universal rack-kilowatt threshold at which air cooling stops working and liquid becomes mandatory. The answer depends on server design, rack layout, room airflow, cooling plant capacity, and the facility’s operating limits. DOE’s July 2024 energy-efficient data center guide gives a sense of how rapidly compute density has grown: it describes HPC rack densities of 60 kW in 2013 and deployments recently surpassing 125 kW. Those are examples from HPC deployments, not a specification for every AI rack or a cutover rule.

ASHRAE’s AI data center retrofit framework recommends direct-to-chip cooling for high-heat GPU loads while retaining air cooling for residual loads. That approach reflects an important distinction: even when processors are liquid cooled, memory, power supplies, storage, networking, and room heat may still need air cooling. Consider liquid cooling when projected rack loads exceed what the site can reliably distribute and reject with air, or when the required server configuration calls for it.
Is liquid cooling more energy efficient than air cooling?
Not automatically. Liquid can transport heat efficiently from components, and pumps may use less energy than moving equivalent heat with fans in some configurations. But a fair comparison includes the whole facility: pumps, fans, chillers, cooling towers or dry coolers, and any remaining air-cooling equipment. The result depends on climate, water and temperature setpoints, equipment efficiency, and how much heat each part of the system handles.

Air systems can also improve substantially without replacing the cooling architecture. DOE’s Federal Energy Management Program recommends separating hot and cool air, limiting mixing, setting temperatures appropriately, and using air-side or water-side economizers where climate and air quality allow. Its guide reports that hot/cold aisle isolation practices can enable higher chilled-water temperatures and reduced airflow, resulting in 20% less chiller energy. That is a guide-reported potential result, not a guaranteed saving for a particular data center.
Uptime Institute’s July 2025 cooling survey reports that respondents named higher rack densities (69%) and high-powered individual servers (48%) as primary drivers for adopting direct liquid cooling. Electricity consumption cost was named by 27%, and environmental sustainability by 22%. These are reported adoption motivations, not measurements showing that liquid cooling always reduces energy use or operating cost.

Does liquid cooling use less water?
A closed loop on the IT side can recirculate coolant without consuming it through normal circulation, but that fact alone says little about the data center’s total water use. If the facility loop rejects heat through evaporative cooling towers, the building can still consume water. A dry heat-rejection design can reduce water use in suitable conditions, but climate, operating temperatures, and the system configuration affect feasibility and performance.
Air cooling is not inherently water-free either: its water use depends on the facility’s heat-rejection equipment. Compare the full cooling design’s energy and water use together, using consistent boundaries and expected operating conditions. DOE’s 2019 federal data center water-efficiency guide emphasizes that results vary with setpoints, climate, and system design; a claim about a closed IT loop should not be presented as a claim about the whole facility.

Can you retrofit liquid cooling into an existing data center?
Yes, liquid cooling can be introduced into an existing facility, including as part of a hybrid design, but feasibility is site-specific. A retrofit involves more than installing cold plates: the liquid loop, CDU, facility heat rejection, rack layout, available power and space, and maintenance plan must work together. Live-site work also has to account for installation sequencing and operational risk.
Before choosing a retrofit design, establish whether the facility can support the added equipment and whether operators can maintain it safely. ASHRAE’s framework highlights infrastructure capacity, live-site constraints, maintenance procedures, and staff training as material considerations. If the liquid system serves only high-heat components, plan separately for the air-cooled components and residual room loads.
How to choose a cooling design for an AI rack
- Establish the real load. Use the planned server configuration and expected rack load, including how the workload may change. Do not apply a universal kW cutoff: DOE’s HPC examples show density growth, not a rule for switching every AI rack to liquid.
- Check the full heat path. Determine how heat moves from the components through the rack and facility, and how the building will reject it. For liquid cooling, include the CDU and facility-side system; for air cooling, assess inlet conditions, exhaust paths, room airflow, and plant capacity.
- Compare energy and water on consistent boundaries. Include the relevant fans, pumps, chillers, economizers, and heat-rejection equipment. Identify whether the design uses evaporative or dry rejection and assess the site’s climate and operating temperatures.
- Assess operations and resilience. Account for maintenance access, procedures, operator training, infrastructure capacity, and the effect of servicing equipment in an occupied facility. A design that is thermally capable still needs to be supportable in daily operation.
- Choose air, liquid, or a hybrid by zone and load. Retain air where it can reliably serve the equipment; consider direct liquid for high-heat loads where it addresses a real capacity or integration need. A hybrid can preserve existing air systems while adding liquid for processors, but it must still handle all residual heat.
DOE’s guidance favors best practices over a uniform mandate: as NREL researcher David Sickinger put it, “Best practices are more appropriate than a uniform mandate because there’s no one-size-fits-all solution for efficient data center design.”
