Refillable lip gloss can create less packaging waste, but only if its container is reused enough times to offset the extra material in the durable pack, the refill packaging, and the refill system’s impacts. There is no established universal winner: the available evidence does not include a measured, lip-gloss-specific comparison between named disposable tubes and refillable systems. The result depends on the actual packages, the number of safe refills completed, and what happens to the materials at end of life.
Why “refillable” does not automatically mean less waste
A refillable product begins with a container designed to last through more than one use, which can require more material and energy than a single-use tube. Each refill also has packaging of its own. The reusable option comes out ahead only if repeated use spreads the initial container’s footprint across enough gloss and the refill system does not add more impacts than it avoids.

The relevant comparison is not one empty tube against one refill container. Compare the packaging needed to deliver the same amount of usable gloss over a realistic period of use. Include the original container, every refill component, and any secondary packaging. A pack that traps a lot of gloss also delivers less usable product for its packaging weight.

These factors provide a way to compare products, not a calculated lifecycle result. Without package weights, a supported reuse count, refill-system impacts, and explicit end-of-life assumptions, a precise break-even number would be guesswork.

Safety and practicality matter for cosmetics
Use only containers and refill procedures approved by the cosmetic manufacturer. Cosmetics Europe’s 2021 guidance for refillable products covers hygiene planning, traceability, residue, labeling, instructions, and defining how many times a container can safely be reused. It also says instructions should make clear how to refill the product and whether the container must be washed and dried.
Do not improvise by transferring gloss into an unrelated container or mixing products. A refill system needs clear safety instructions and a practical way to keep the product and container suitable for use. The guidance is for cosmetic operations generally, not a lip-gloss-specific safety test.

Durable packaging and centralized cleaning can add material, energy, transport, and storage requirements. As Cosmetics Europe puts it, “There should be consideration of the longevity and practicality of a refill/re-use scheme; it is also important to consider the whole product life-cycle when deciding upon a refill model.”

Shiseido’s 2023 sustainability report says the company had about 740 refillable-packaging SKUs across 31 brands globally in 2023. That is a company-reported portfolio count, not a count of refillable lip glosses. The report also says its named LA CRÈME refillable package used 95% less plastic than its regular primary package. That is a company-reported comparison for that product, not an independent result or a claim about lip gloss.

Neither figure establishes that a particular refillable lip gloss creates less waste than a particular tube. The European Commission’s 2026 guidance on interpreting Directive (EU) 2019/904 describes reusable packaging in terms of multiple rotations, with the design, intention, and an operational system all relevant. A refill label alone does not demonstrate that a real reuse system exists or that it performs better.

- Choose a refillable option only when compatible refills are sold and the brand gives clear instructions and a safe reuse life.
- Look for package and refill weights, or other product-specific evidence that allows a fair comparison over the same amount of usable gloss.
- Consider whether the refill is easy to buy and use; a theoretical refill benefit is less meaningful if the system is impractical.
- Check how the container and refill packaging can be handled at end of life in your location. A recyclable-material claim does not guarantee local collection or recycling.
Cosmetics Europe’s guidance notes that packaging ultimately becomes waste and should ideally use materials that can be recycled. Whether that is possible in practice depends on the pack’s design and local waste system.
