Start by disconnecting the VPN and checking whether ordinary internet access works. If it does, compare the VPN on your usual network with a second network, then check the VPN service, account, server, and supported connection settings. This sequence helps distinguish a device or VPN problem from a restriction on the network you are using.
First, find out whether the internet works without the VPN
- Disconnect the VPN and open a website or app that normally uses the internet.
- If that also fails, troubleshoot the device’s internet connection, Wi-Fi router, ISP, or network before changing VPN settings. A VPN cannot connect reliably when the underlying connection is unavailable. IVPN likewise recommends checking ordinary connectivity first (IVPN connection troubleshooting).
- If internet access works with the VPN off, reconnect once and note the exact message or error code.
Run controlled checks in order
Change one thing at a time and retry. That way, you can tell which change affected the result.

Restart and check basic device connectivity
Quit and reopen the VPN app, then restart the device. On Apple devices, check that the date, time, and time zone are correct and install available software updates. Apple also recommends restarting the modem or router when appropriate; avoid resetting network settings as an early step because it can remove saved configuration (Apple’s network connectivity guidance).

Try connecting on a different Wi-Fi network or, if available, your phone’s mobile-data connection. If the VPN works on the alternate network, the original Wi-Fi, firewall, ISP, or public-network policy is a likely place to investigate. Some networks restrict VPN traffic or require you to complete a sign-in page before internet access is available. Apple recommends testing another network, and Norton suggests another network or mobile data when its VPN remains on “Connecting” (Apple; Norton).

Check the VPN service and your account
Look at your provider’s current service-status or help page, and confirm that you are using the correct sign-in details or account identifier. Provider checks vary: IVPN, for example, recommends checking server availability and the account ID (IVPN troubleshooting).
Try a different server, then a supported protocol
If the app offers multiple servers, select a different available server and retry. If it still fails, try another connection protocol only if your VPN app provides that option. A server may be unavailable, or a network may allow one VPN method but restrict another. Norton and Bitdefender include protocol changes in applicable troubleshooting, and Bitdefender also recommends another server (Norton; Bitdefender). Do not assume every provider exposes the same protocols, or that one protocol is universally best. If a change makes things worse, restore the previous setting.

Look for software conflicts
Check whether another VPN, proxy, firewall, security app, network filter, or device-management profile is active. These tools can affect the same network traffic. Apple advises identifying VPN and third-party security software, profiles, and filters when diagnosing connectivity issues; Bitdefender also flags competing VPNs and firewall restrictions (Apple; Bitdefender). On a work- or school-managed device, do not remove profiles or disable managed security controls without authorization.
Use the error message to choose the next step
Error wording is a clue, not a complete diagnosis. Windows error codes below are discussed in Microsoft’s Always On VPN guidance; their causes depend on the organization’s particular server and client configuration.
Rank #3
- NIGHTHAWK WIFI 6 ROUTER FOR YOUR WHOLE HOME: Delivers fast, reliable WiFi across every room of your apartment or small home for streaming, gaming, video calls, and smart home devices, all running at the same time without slowing each other down.
- WORKS WITH YOUR EXISTING INTERNET SERVICE: Pairs with your existing modem or gateway via ethernet. Compatible with most cable, fiber, DSL, and satellite providers. Some gateways and modem router combos may require bridge mode. No coax needed.
- SET UP AND MANAGE YOUR NETWORK WITH THE NIGHTHAWK APP: Download the free Nighthawk app on iOS or Android for guided setup. Manage WiFi, run speed tests, pause devices, and set up guest networks from anywhere. Active internet required.

| What you see | What it may indicate | Useful next step |
|---|---|---|
| “Connecting” indefinitely or an immediate disconnect | The underlying connection may be unstable, the network may restrict VPN traffic, or the selected server or protocol may not work on that network. | Verify internet access with the VPN off, test another network, then try a different server or supported protocol. See Norton’s connection guidance and Bitdefender’s troubleshooting. |
| Windows error 809 or “remote server is not responding” | Microsoft documents this as a failure to establish communication with the VPN server. An intervening firewall, NAT, or router may be involved. For certain Always On VPN/IPsec configurations, blocked UDP ports 500 or 4500 are among the possible causes. | Give the code and time of failure to your administrator. Port checks apply to relevant configurations; they are not a universal instruction to open ports for every consumer VPN. See Microsoft’s remote-access VPN guidance and Always On VPN troubleshooting. |
| Windows error 800 | In Microsoft’s Always On VPN guidance, this can point to an unreachable server or unsuccessful tunnel negotiation, including an IPsec security-parameter mismatch. | Ask the administrator to verify the configured tunnel type and deployment settings. See Microsoft’s Always On VPN troubleshooting. |
| Windows error 812 | The authentication method required by the server may not match the method in the VPN client profile. | Send the exact code to the administrator rather than repeatedly changing your password. See Microsoft’s Always On VPN troubleshooting. |
| Windows error 13801 | Microsoft lists certificate-related possibilities, including an expired or unsuitable server certificate, a missing client trust root, or a server name that does not match the certificate. | Ask the VPN administrator or provider to check the certificate and profile. Do not edit workplace certificates yourself. See Microsoft’s Always On VPN troubleshooting. |
| The VPN says connected, but websites or internal services do not work | The tunnel may be established while traffic routing, DNS, or VPN server address-pool configuration is wrong. Microsoft lists DHCP or address-pool configuration as possible causes in some deployments. | Report which destinations fail and whether the problem affects public internet, internal services, or both. The administrator may need to check assigned network settings and routing. See Microsoft’s Always On VPN troubleshooting. |
When to contact the provider or administrator
For a personal VPN
Contact the VPN provider if ordinary internet works but the app still cannot connect across networks after you have checked service status, account access, available servers, and supported settings. Include your device and operating system, app version if known, the exact error, when the failure began, and which networks or servers you tried. Do not send passwords or other secret credentials.
For work or school VPN access
Contact your IT or network administrator with the exact error code and time it occurred, your device and network, and whether the tunnel connects at all. Authentication policy, certificates, firewall rules, ports, and server-side configuration may require administrator access; Microsoft documents several such causes in its remote-access VPN guidance and Always On VPN troubleshooting. Preserve managed profiles and settings unless IT directs you to change them.
