Lifeline Internet: What the Subsidy Covers and Speed Limits Mean

Internet prices and speeds depend on your address. Learn how to compare total costs, use Lifeline if eligible, and distinguish its service standards from the slowest plan on the market.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no single cheapest or slowest internet connection across the United States: prices, technologies, and available plans vary by address. For eligible consumers, the federal Lifeline program can reduce the cost of qualifying phone or internet service by up to $9.25 per month, or up to $34.25 for eligible residents of Tribal lands. The 25/3 Mbps figure often associated with basic internet is a Lifeline program minimum standard—not proof that it is the slowest plan sold nationwide.

What is the cheapest internet connection?

The cheapest service is the lowest-cost plan actually available at your address after introductory pricing, equipment, installation, and other required charges are considered. A national ranking would be misleading without a location and current provider offers.

As an Amazon Associate I earn from qualifying purchases.

When comparing plans, check the regular monthly price after any promotional period, download and upload speeds, data allowance, equipment and installation fees, contract and cancellation terms, and whether the provider serves your address. A low advertised price may not be the lowest total cost if it expires quickly or excludes required charges.

Can Lifeline make internet service less expensive?

For eligible US consumers, Lifeline provides a monthly benefit toward qualifying phone or internet service. The Universal Service Administrative Company (USAC) states that the benefit is up to $9.25 per month for standard support and up to $34.25 for eligible subscribers living on Tribal lands. It is a discount, not a guarantee of free service; provider participation and availability vary. Confirm the final bill and terms with a participating provider. USAC Lifeline program

Who may qualify

You may qualify through gross household income at or below 135% of the Federal Poverty Guidelines, or through participation in a qualifying program. Examples include SNAP, Medicaid, Supplemental Security Income (SSI), and Federal Public Housing Assistance. Tribal eligibility routes are also available. Income thresholds depend on household size and geography; consult USAC’s eligibility information for the current 2026 limits and requirements.

How to apply and enroll

  1. Check eligibility: Review the requirements and determine whether you qualify by income or participation in an eligible program.
  2. Apply through the appropriate process: The National Verifier is the centralized eligibility system. Oregon and Texas have opt-out arrangements, so follow the current instructions for your state.
  3. Enroll with a participating company: After applying, sign up for eligible phone or internet service with a Lifeline provider that serves your address. Confirm the benefit, charges, and service terms before enrolling.
  4. Keep your eligibility current: Lifeline subscribers must recertify annually and keep their information up to date.

See USAC’s application and enrollment guidance for the current steps.

What is the slowest internet connection?

There is no established nationwide answer for the slowest internet plan currently for sale. Available technologies and speeds depend on location, and a program standard should not be mistaken for a market-wide ranking.

No. The Affordable Connectivity Program (ACP) ended on June 1, 2024, because Congress did not provide additional funding. Its former broadband discount and device benefit are not current enrollment options. USAC’s ACP status page
