Choose one based on the key’s purpose and type, workload sensitivity, applicable compliance requirements, and what your key-management provider supports. Before scheduling rotation, confirm that the key is eligible, applications can still read data encrypted with older versions, and someone will monitor failures and manage recovery.
What scheduled key rotation does—and does not do
Key rotation creates or selects newer key material for subsequent cryptographic operations. It does not necessarily re-encrypt existing ciphertext. Google Cloud explicitly notes that data encrypted with earlier key versions is not automatically re-encrypted when a key rotates (Google Cloud KMS key rotation).

That distinction matters operationally: new writes may use the latest version while older data still depends on earlier versions for decryption. Rotation, re-encryption, and retiring old key material are separate actions. Plan them separately if your security policy requires old data to be re-encrypted.
How often should you rotate encryption keys?
Set the interval according to the key’s purpose, the sensitivity and volume of the workload, applicable contractual or regulatory controls, and the time your team needs to test and validate a rotation. Provider examples can inform the choice, but they are not universal cryptographic rules.

| Provider guidance | Published interval | Scope and qualification |
|---|---|---|
| Google Cloud KMS | 90 days | Google recommends this period for software-backed customer-managed encryption keys (CMEKs); it is provider guidance, not a universal requirement. Google Cloud CMEK recommendations |
| Google Cloud KMS | 365 days | Google recommends this period for Cloud HSM keys; workload sensitivity and compliance requirements still inform the choice. Google Cloud CMEK recommendations |
| AWS KMS | 365 days by default | AWS documents this as the default automatic rotation period for eligible customer-managed KMS keys. Configurable periods from 90 to 2,560 days were announced in April 2024; confirm the key’s current eligibility and account configuration. AWS EnableKeyRotation API; AWS announcement, April 2024 |
Google Cloud says a rotation schedule can be based on key age or the number or volume of messages encrypted. AWS automatic rotation uses a configured period. Confirm how the selected service calculates its schedule and when the first rotation will occur before relying on it (Google Cloud KMS; AWS KMS rotation guide).
Check whether each key is eligible for automatic rotation
Do not assume that a schedule can be applied to every key. Eligibility depends on key type, material origin, and provider. Symmetric encryption keys commonly support provider-managed rotation; asymmetric keys often require coordinated application procedures instead.

| Key or provider case | What to verify |
|---|---|
| Google Cloud KMS | Automatic rotation supports symmetric encryption keys. Asymmetric signing and encryption keys require manual or application-level steps. External keys must be rotated manually according to the chosen schedule. Google Cloud KMS key rotation |
| AWS KMS customer-managed keys | Automatic rotation is limited to eligible symmetric keys. AWS documentation excludes asymmetric keys, HMAC keys, imported key material, and custom key stores. Verify current eligibility and the key’s material origin before configuring rotation. AWS KMS rotation guide |
| AWS-managed keys | AWS rotates these automatically on its service schedule; customers cannot configure that schedule. AWS KMS rotation guide |
For asymmetric keys, account for the systems that distribute public keys, verify signatures, use certificates, or depend on the key identifier. Those steps may require a planned overlap or rollout rather than a KMS schedule alone.
Prepare before you schedule a rotation
- Inventory and classify the keys. Record each key’s purpose, symmetric or asymmetric type, material origin, dependent applications and services, protected data, and relevant region or location constraints.
- Confirm provider support. Check that the specific key is eligible for automatic rotation and establish whether rotation creates a new key version or changes an identifier. For setup details, use Google Cloud’s rotate-a-key instructions or the AWS KMS rotation guide.
- Choose and document the interval. Base it on workload risk, applicable requirements, provider limits and recommendations, and your capacity to validate the change. Record the reason for the interval rather than treating a provider example as a blanket mandate.
- Assign ownership and escalation. Name who owns the schedule, who handles exceptions, how missed or failed rotations are escalated, and who can authorize recovery actions.
- Test both writes and reads. Confirm that new encryption operations use the latest material and that applications can still decrypt data encrypted under earlier versions. Test dependent integrations, not only the KMS setting.
- Plan migration separately if needed. If policy or risk requires re-encryption, define a separate migration with backups, validation, rollback criteria, and an agreed completion point. Rotation alone does not migrate old ciphertext.
- Decide when older versions can be retired. Check retained ciphertext, backups, recovery needs, and legal or retention obligations before disabling or destroying old material. Google warns that key destruction is irreversible and can cause permanent data loss (Google Cloud KMS key rotation).
Monitor scheduled and out-of-cycle rotations
Track the configured interval, next scheduled rotation, completion status, failures, and exceptions. AWS identifies CloudWatch and CloudTrail as monitoring surfaces for key-material rotation; its KMS guidance also describes rotation status interfaces. Use the status and audit mechanisms available for your provider, and make failed or missed rotations visible to the team responsible for the key (AWS EnableKeyRotation API).

A schedule is not a substitute for an incident response. If compromise is suspected or you are migrating away from an algorithm, use an out-of-cycle rotation and remediation plan rather than waiting for the next scheduled date. Confirm whether an on-demand rotation changes the recurring schedule: Google Cloud says manual rotation does not change the existing automatic schedule, and AWS says on-demand rotations do not change existing automatic schedules (Google Cloud KMS; AWS KMS rotation guide).
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Keep rotation distinct from credential rotation
This guidance concerns encryption keys managed through key-management services. Passwords, API tokens, and other application secrets may need their own deployment and overlap procedures; a KMS key schedule does not automatically rotate those credentials.
