That protects the work and makes it possible to resume or explain what remains; it does not make a remote model, API, or cloud tool usable while disconnected.
Separate saved work from work that can run offline
An agent can retain a request, conversation context, completed-step markers, and pending tool calls without being able to execute every next step. Local continuation requires the state, code, and tools needed for that step to be available locally. Remote inference, server APIs, and cloud-hosted tools still need a working connection.
Design around two capabilities:
- Local continuation: local code and available local tools can act on persisted state while disconnected. A local model may also work if one is installed and configured, but cached prompts or history alone do not provide inference.
- Hosted recovery: a service or worker restores persisted sessions or checkpoints after a process or service interruption. This can recover work, but is not the same as operating independently of the network.
A checkpoint records a point from which execution can recover; it does not guarantee that every operation can proceed offline or that repeating a remote action is safe.
What to persist before telling the user work is accepted
Treat a durable local journal or database as the record of accepted work. Write the user request and enough workflow context to recover or explain the task before returning an acknowledgment that implies the work is safe. Keep this record separate from an outbox: the journal records what the agent knows and has completed, while the outbox records what it still intends to deliver to a remote system.

For each task, preserve the information needed to identify what remains, such as:
- A stable task or request identifier and the accepted input.
- Relevant conversation or task state, subject to the application’s privacy and retention rules.
- Completed-step markers and results that are needed for later steps.
- Pending remote tool calls, their arguments or references to securely stored arguments, and their current delivery status.
- References to files or large artifacts, stored separately where appropriate.
Do not treat an in-memory task list as durable. It can vanish if the process exits, and local disk durability itself depends on the storage implementation, device, and failure scenario. Specify whether the design is meant to survive a process restart, device restart, or replacement of the host; those are different durability boundaries.
Use a persistent outbox for network-bound actions
Record an action in durable storage before attempting to send it over an unreliable connection. Give each entry a stable identifier and explicit status, for example pending, accepted, or failed. Store enough information to retry or report the outcome, and retain the server’s response or receipt when available.

After reconnecting, a controlled worker can drain the outbox in the order required by the workflow. Use bounded retries with backoff for transient failures such as temporary network or service unavailability. Surface terminal failures—such as authorization errors—for correction instead of retrying forever. An entry that is still pending should remain visibly pending rather than being presented as completed.
Network loss can occur after a server has completed an action but before the client receives confirmation. Before retrying, determine whether the operation already took effect when possible. Use an idempotency key or equivalent deduplication mechanism for actions that may otherwise be applied twice. A durable queue supports recovery, but the reviewed platform guidance does not establish universal exactly-once execution for agents.
Reconcile safely when the connection returns
Local and server records may have changed independently while the agent was offline. Reconcile explicitly rather than assuming that one copy is automatically authoritative. Versions or timestamps can help detect concurrent edits, but the conflict policy is a product decision.

- Version-based conflict detection: compare the version expected by the queued update with the current server version, then ask for resolution or apply a documented merge rule.
- Last-write-wins: simpler to implement, but can overwrite a change made by another actor while disconnected. Tell users when that can happen and what information may be lost.
- Online-only operations: keep actions that require timely authoritative validation unavailable offline. Financial transfers are one example where a local pending record must not be mistaken for a completed transaction.
Network monitoring can trigger synchronization, but connectivity alone does not prove an operation succeeded. Confirm the server outcome, update the outbox status, and reflect any conflict or terminal failure in the agent’s task state.
Choose persistence according to the recovery boundary
These approaches solve related but different problems. A database client’s offline behavior is scoped to its own data and operations; a hosted durable workflow can restore persisted execution state but depends on its service and network; a local journal can preserve an agent’s record but cannot provide remote execution.

What the platform examples establish—and what they do not
Android offline-first patterns
Android’s architecture guidance recommends that a network-backed repository have a local data source, with higher layers reading from that source. It covers local-first writes, queued writes, retries, network monitoring, and conflict resolution. Its persistent-work example can wait for network availability before synchronization. These are transferable patterns, not a requirement to use Android libraries in agent software. Android offline-first architecture guidance

Firebase Realtime Database on Android
Firebase documents local disk persistence, cached data, and a write queue that persists across app restarts when disk persistence is enabled. That describes this database client’s supported operations; it is not a guarantee of durable agent execution or offline model calls. Firebase Realtime Database offline capabilities
Microsoft Agent Framework and hosted agents
Microsoft’s Durable Extension documentation describes persisting agent sessions, checkpointing workflow progress, and recovery from failures, with Azure Functions and self-hosted hosting models. Use it as an example of durable execution, not evidence that remote models or tools remain reachable without a connection. Microsoft also distinguishes local session state from service-managed conversation storage; local session state alone does not prove disk durability unless a suitable persistence implementation is configured. Microsoft Foundry’s hosted-agent resilience documentation is marked preview and describes durable work identity, persisted inputs, lease-based recovery, and stream replay. It explicitly does not promise deterministic replay or restoration of local variables and an in-memory call stack. Check the current preview status and behavior before relying on it. AWS’s Agentic AI Lens recommends resilient messaging and warns that messaging infrastructure without persistence can make recovery impossible after a component outage. - Does the agent persist the accepted request before acknowledging it?
- Can a process restart recover the journal and queued actions, and is device or host replacement also in scope?
- Can the interface distinguish waiting, pending, accepted, completed, and failed work?
- Which steps genuinely run offline, and which must wait for a model, API, or cloud tool?
- Can an uncertain remote result be checked before a retry, and are repeatable actions protected against duplicates?
- What happens when local and server versions conflict, and do users see possible overwrites?
- Are credentials, conversation data, tool outputs, files, and large artifacts stored with appropriate security, retention, and access controls?
- Does the recovery plan account for platform limits, service availability, and the operational burden of backups and durable storage?
