JPEG Quality Search: Find the Best Setting for a File-Size Limit

JPEG quality is not a byte target. Hold export settings constant, encode and measure candidates, and use binary search to find a visually acceptable result under a size cap.

To get a JPEG under a size limit, encode the same image at different quality settings, measure each file, and use binary search to narrow the useful range. A quality number is an encoder control—not a byte target—so the result depends on the image, encoder, version, and other export settings. If you need an exact byte count rather than a maximum, a quality slider may not produce it.

First decide: a maximum size or an exact byte count?

These are different requirements. “At most 500 KB” is a ceiling: any file at or below that limit qualifies. “Exactly 500 KB” requires the final file to contain precisely that many bytes. ImageMagick’s documented jpeg:extent option searches for the highest quality that does not exceed a maximum; it does not promise an arbitrary exact byte count (ImageMagick defines).

If an upload form, publishing system, or assignment gives you a limit, check whether it means decimal kilobytes or kibibytes and whether it accepts a file at the stated limit. Use the actual byte count reported by your tool to verify compliance. For an exact-byte requirement, test the output rather than assuming a slider can satisfy it.

Why quality does not map to a predictable file size

JPEG quality controls how an encoder quantizes image information, trading fidelity against compression. The number is not standardized across encoders. For example, mozjpeg documents a 0–100 scale with a default of 75, while Pillow documents a 0–95 scale, also with a default of 75. Those values describe each tool’s controls, not an interchangeable JPEG scale (mozjpeg usage documentation; Pillow JPEG documentation).

Even within one encoder, a given quality can produce different sizes for different images. ImageMagick notes that size at a given quality is indeterminate and can vary with image content, software, or JPEG library version (ImageMagick format examples). A detailed photograph, a flat illustration, and a noisy image can therefore land at different byte counts at the same setting.

Binary-search JPEG quality with controlled trials

Binary search is an efficient way to narrow candidate settings. It does not avoid encoding test files: every trial must be produced and measured. Keep the source and all non-quality settings fixed so the results remain comparable.

  1. Fix the inputs and options. Use the same source image, dimensions, color handling, metadata policy, subsampling, optimization, and progressive setting for each trial. Note the encoder and version.
  2. Set the rule. Record the maximum byte count, or the exact byte count if equality is required. Do not treat a ceiling as an exact target.
  3. Establish bounds. Encode a starting quality and record the output’s actual byte count. Find a lower and a higher quality that fall on opposite sides of the target where possible. If the size does not rise consistently with quality in your chosen setup, do not rely on binary search; measure candidates directly.
  4. Encode the midpoint. Choose a quality between the two bounds, save the JPEG, and inspect its actual size. For a maximum-size rule, a result over the cap replaces the too-large bound; a result at or under the cap replaces the under-cap bound if you are looking for a higher-quality candidate.
  5. Repeat while useful. Continue with the midpoint of the remaining interval until quality steps are exhausted or you have a result good enough for the real requirement. There is no fixed number of trials that guarantees a match. ImageMagick’s examples say five or six manual trials may be sufficient after bounds are established, but actual work depends on the interval, encoder, and target (ImageMagick format examples).
  6. Verify the final export. Save and measure the exact file you plan to use; then decode or open it and inspect artifacts at its intended display size. Keep the best-looking candidate that meets the size rule, not automatically the one with the highest quality number.

Using ImageMagick’s size ceiling

ImageMagick provides the jpeg:extent define to search for the highest compression quality that stays under a specified maximum. It is designed for a ceiling, not for guaranteeing an exact byte count. Consult the ImageMagick defines reference and verify the syntax and behavior for the version installed on your system; the documented process can perform multiple encodes and take longer than a single export.

The ImageMagick examples also describe manually encoding and measuring candidates, then narrowing the quality range. Whether you use that approach or jpeg:extent, check the resulting file itself. The tool’s search is not a substitute for confirming the final output against your actual limit.

Choose quality by appearance as well as size

A compliant byte count does not tell you whether an image still looks acceptable. Compare candidate outputs at the intended display size, watching for visible loss in fine detail, edges, gradients, and texture. Judge the particular image rather than treating any quality value as a universal threshold.

mozjpeg describes 50–95 as a general photographic range and recommends choosing the lowest setting that remains visually indistinguishable for the image at hand. It cautions that values above about 95 can sharply increase file size for gains that are rarely perceivable, and that quality 100 still does not eliminate all information loss. These are mozjpeg’s recommendations, not universal rules for every encoder or image (mozjpeg usage documentation).

Keep other encoding settings consistent

Changing another setting during the search makes it harder to attribute a size or appearance difference to quality. In particular, hold optimization, progressive output, and subsampling constant from trial to trial.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Optimization: mozjpeg says -optimize calculates entropy-encoding parameters, usually making a file a little smaller at the cost of extra encoding time and memory. Its documentation says image quality and decompression speed are unaffected. Choose whether to use it before searching and keep that choice fixed.
  • Progressive output: A progressive JPEG stores image data in multiple scans so a decoder can display a rough version early and refine it. mozjpeg says the final decoded image is equivalent at the same quality and the total size is about the same, often a little smaller. Pillow also exposes a progressive save option.
  • Pillow options: Pillow exposes optimize, progressive, subsampling values, and quantization tables. Its quality='keep' option retains the existing JPEG quality, subsampling, and quantization tables when saving an existing JPEG. The documented quality scale is 0–95, with a default of 75; Pillow advises avoiding values above 95 and says 100 disables portions of the compression algorithm, producing large files for little quality gain (Pillow JPEG documentation).

Changing dimensions, metadata handling, color conversion, or encoder version can also change the result. If you alter any of these after finding a candidate, re-encode and recheck the final size and appearance.

What to do when you need an exact byte count

First see whether any quality setting in your chosen encoder produces the requested byte count. If none does, the slider search has not met an exact-byte requirement. A different encoding configuration may change the file size, but it also changes the encoded result; measure the final file and assess its appearance rather than assuming a configuration change will land exactly on target.

A JPEG AI training and test conditions document says JPEG does not specify a rate-allocation mechanism for a specific bitrate target (JPEG AI Common Training and Test Conditions). That is standards-context evidence, not proof that no encoder-specific tool can search usefully for a target. In practice, distinguish the standard’s scope from the capabilities of a particular encoder, and do not promise exact equality until the produced file has been measured.
