Offline-first describes access to notes on a device; it does not mean the app can never connect to the internet. Joplin can sync through services including Nextcloud, Dropbox, OneDrive, and Joplin Cloud. If you choose a third-party provider, notes are sent to the account you use there, and that provider’s privacy policy governs its handling of the synced data.
What “private” means in practice
Joplin’s privacy policy says its applications do not send saved data, such as notes or images, to a service without user authorization. End-to-end encryption is available, but you must enable it

The setup begins on one device: enable encryption and create an encryption master key secured with your password, then sync the setup so your other devices can use it. Follow the current Joplin encryption instructions rather than assuming a newly installed app is already encrypting synced notes.
Encryption setup and sync-provider choice are separate decisions. Encryption can protect synced content, while choosing a provider determines where you store and synchronize it. Consider both when deciding what to sync and which account to use.
Could Joplin replace Google Keep?
That depends on how you use Keep. Joplin’s documented strengths are offline access, Markdown notes, notebooks, search, configurable encryption, and customization. Those make it a plausible choice if you want locally accessible notes and control over how synchronization is set up.
