Its plan is a normally unmanned wellhead platform with four wells, connected by a 31-kilometre pipeline to the existing Shearwater hub. The environmental question is not limited to platform emissions: the assessment covers drilling, seabed work, vessel activity, underwater noise, discharges, waste, accidents, operations and eventual decommissioning.
Shell’s published figures are operator estimates, not an independent regulator finding. They put the project’s largest anticipated downstream (Scope 3) emissions at 0.015% of the International Energy Agency’s 2030 Announced Pledges Scenario global baseline and 0.020% of its 2030 Net Zero by 2050 Scenario baseline. Shell also estimates that Jackdaw could provide about 6.5% of UK Continental Shelf gas at peak production and energy equivalent to heating more than 1.4 million homes. The final consent position after the post-Finch review remained unresolved on 19 October 2026.

Jackdaw at a glance
| Feature | What is established |
|---|---|
| Location | Central North Sea, approximately 250 km east of Aberdeen |
| Planned facilities | A not-permanently-attended wellhead platform and four wells |
| Export route | A 31 km pipeline to the Shearwater hub |
| Assessment boundary | Drilling, installation, commissioning, start-up, operations and decommissioning |
| Main impact categories | Atmospheric emissions, sea discharges, seabed effects, underwater noise, waste, accidental events and vulnerability to natural disasters |
| Regulatory status on 19 October 2026 | Under review; the final post-review consent outcome had not been resolved |
This is an offshore tie-back rather than a new large processing complex on land. Using the Shearwater hub limits the amount of new surface infrastructure, but it does not remove the impacts associated with drilling, subsea installation, pipeline construction, vessel traffic, gas production or combustion of the gas after sale.
What “environmental impact” includes
The project’s Environmental Statement treats impact as a lifecycle issue. That matters because different stages create different pressures. Drilling can disturb the seabed and generate cuttings; installation brings construction vessels and subsea work; production creates fuel use, routine discharges and waste; and decommissioning repeats some vessel and seabed activities at the end of the field’s life.

The statement’s categories are risk pathways, not evidence that every event has happened. In particular, the documents do not establish that Jackdaw has caused a spill, blowout, ecological injury or other accident. They identify what could happen, how significant an effect might be, and what controls or monitoring regulators can require.
How much could Jackdaw emit?
Scope 3 combustion emissions
Shell’s 2025 Jackdaw Scope 3 Emissions Assessment says the highest anticipated Scope 3 emissions are 0.015% against the IEA Announced Pledges Scenario global baseline for 2030 and 0.020% against the IEA Net Zero by 2050 Scenario global baseline for that year. The same assessment gives a figure of 1.89% of the UK’s 2030 Nationally Determined Contribution emissions target.
| Operator estimate | Boundary and comparison | Important qualification |
|---|---|---|
| 0.015% | Jackdaw Scope 3 emissions as a share of the IEA 2030 Announced Pledges Scenario global baseline | Shell estimate for the stated scenario and year |
| 0.020% | Jackdaw Scope 3 emissions as a share of the IEA 2030 Net Zero by 2050 Scenario global baseline | Shell estimate for the stated scenario and year |
| 1.89% | Jackdaw emissions relative to the UK 2030 Nationally Determined Contribution emissions target | Shell estimate; this is not a regulator’s allocation of the target |
Scope 3 here means emissions released when customers ultimately burn the produced gas and condensate. A percentage of a global scenario baseline is a comparison with a very large reference total; it is not the project’s total mass of carbon dioxide and does not describe local air quality. The result also depends on production assumptions, fuel composition, operating life and the scenario used as the denominator.

Scope 1 covers emissions directly from project equipment, such as fuel burned for power or combustion during operations. Scope 2 covers indirect emissions associated with purchased energy. Shell says these categories were assessed separately in the Environmental Statement and the updated project assessment. They should not be added to the Scope 3 percentages above without checking the relevant boundary and accounting method.
Supply and energy-security claims
Shell estimates that Jackdaw could contribute around 6.5% of UK Continental Shelf gas production at peak and produce energy equivalent to heating over 1.4 million homes. Those are estimates of supply and energy-equivalent output, not measurements of avoided emissions. Whether domestic production displaces imported gas, changes market prices or leads to additional consumption is a policy and market question beyond the percentages in the Scope 3 assessment.

Drilling, installation and seabed risks
Vessels and seabed disturbance
Drilling rigs, supply boats, construction vessels and inspection craft can disturb the seabed through anchoring, dynamic positioning, seabed preparation, pipeline installation and burial or protection works. Disturbance may remove or smother benthic habitat, resuspend sediment and temporarily increase underwater traffic. The significance depends on the footprint, sediment type, recovery rate and the presence of sensitive habitats or species in the work area.
The pipeline connection to Shearwater means the assessment must consider both the platform location and the route corridor. A narrow corridor can still create repeated disturbance during survey, installation, inspection and later maintenance. Decommissioning may require removal, partial removal or abandonment in place, with a new assessment of which option causes the least overall harm.
Underwater noise
Drilling, vessel thrusters, construction machinery and any piling or foundation work generate underwater sound. Marine mammals and fish can respond by avoiding an area, changing feeding or diving behaviour, or experiencing temporary hearing effects if exposure is high enough. The Environmental Statement therefore treats underwater noise as a distinct impact pathway. It does not, on its own, prove that a particular species was harmed.
Noise controls normally rely on scheduling, exclusion or monitoring zones, gradual start-up procedures and restrictions during sensitive periods where regulators consider them necessary. The exact conditions for Jackdaw depend on the consent and monitoring plan; they should not be assumed from generic offshore practice.
Drilling fluids, cuttings and sea discharges
Drilling produces rock cuttings and spent fluids. Depending on the approved drilling system, some material may be treated and discharged offshore while other waste is transported to shore. Discharges can settle on the seabed, alter sediment chemistry or affect nearby organisms. Produced water and other operational discharges are separate from drilling cuttings and are controlled through permits and conditions.

Concentration, toxicity, discharge volume, seabed currents and distance from sensitive receptors determine the risk. The available project material identifies these as assessment categories but does not provide a Jackdaw-specific published statistic for ecological damage. It is therefore more accurate to describe a potential, regulated pathway than to claim a measured injury.

Operational air emissions
Once producing, the platform and support vessels consume fuel and may vent or flare gas during defined operating conditions, maintenance or emergencies. These activities can emit carbon dioxide, nitrogen oxides, sulphur oxides and other pollutants. The platform’s normally unattended design may reduce routine personnel transport, but it does not eliminate power-generation, helicopter, vessel or maintenance emissions.
Waste and materials
Drilling and production create waste streams including cuttings, fluids, contaminated equipment, packaging and ordinary operational waste. The environmental assessment covers storage, transfer, treatment and disposal because an offshore release can affect water quality and marine life. Waste performance depends on segregation, containment, manifesting and the receiving facility; the project documents do not provide a single waste total that can be used as a headline figure.
Accidental events and well-control risk
The EIA includes low-probability, high-consequence events such as a hydrocarbon spill, loss of well control, collision or dropped object. These are scenarios for consequence and emergency-response planning, not reports of accidents at Jackdaw. A blowout could release hydrocarbons at the well, while a collision or hose failure could create a surface or subsea spill. Weather, equipment reliability, well design, detection systems and response capacity influence the outcome.
No independent published statistic in the available material quantifies Jackdaw’s probability of a spill or blowout. Avoiding a numerical probability is important: presenting a generic industry rate as if it were a Jackdaw measurement would give false precision.

Natural hazards
The Environmental Statement also considers vulnerability to natural disasters. Offshore design must account for severe weather, waves, currents, seabed conditions and other hazards that could damage equipment or interrupt response. Inclusion in the assessment means the risk was examined; it does not mean that a natural-disaster event has occurred.

The original consent
Shell reports that the North Sea Transition Authority (NSTA) gave consent on 1 June 2022 after an environmental assessment by the Offshore Petroleum Regulator for Environment and Decommissioning (OPRED). Shell also says work could continue while a fresh consent process was carried out. Consent is therefore not the same as a permanent exemption from later legal requirements.
Why downstream emissions became central
In June 2024, the UK Supreme Court’s Finch ruling held that regulators must consider emissions from burning the oil and gas produced by a new project. The Department for Energy Security and Net Zero described this as a requirement to include downstream Scope 3 emissions in the Environmental Impact Assessment for new projects.
The government said it would not challenge judicial reviews brought against development consents for Jackdaw and Rosebank. It also said the litigation did not withdraw the licences. Those statements explain the legal route but do not decide the environmental merits or guarantee a renewed consent.
Current review status
The GOV.UK project record was last updated on 14 September 2026. It lists Jackdaw as under review and includes further-information notices added in 2026, along with a developer change history. As of 19 October 2026, the final post-review consent outcome was unresolved. The project should therefore be described as subject to an active review, not as unconditionally approved or cancelled.

Who decides and what conditions can do
The NSTA decides whether to grant consent, while agreement from the Secretary of State for Energy Security and Net Zero is required. The permit framework allows conditions intended to avoid, prevent, reduce or offset significant adverse effects and to require monitoring. Conditions can address construction timing, emissions, discharges, noise, emergency planning, reporting and decommissioning, but their precise wording is only known when the decision is issued.
How to compare Jackdaw with another offshore project
A fair comparison needs more than a single carbon number. Use the same boundaries and assumptions for both projects:
- Lifecycle boundary: separate Scope 1 and Scope 2 operating emissions from downstream Scope 3 combustion emissions.
- Absolute and intensity measures: compare total expected emissions and emissions per unit of gas, identifying the production period and accounting method.
- Marine footprint: examine seabed area, pipeline route, drilling discharges, vessel activity and underwater noise.
- Accident exposure: compare well count, water depth, traffic, response arrangements and credible spill or well-control scenarios, without treating a scenario as an actual event.
- Supply role: distinguish claimed contributions to UK Continental Shelf production or household energy from independently verified reductions in imports or demand.
- Regulatory stage: check whether the project has Finch-compliant EIA information, what further-information notices say and which consent conditions are final.
- Decommissioning: include removal, abandonment, monitoring and financial obligations rather than comparing only the production phase.
What the evidence can and cannot establish
The available figures support a clear distinction between operator projections and verified outcomes. Shell has published scenario-based estimates for Jackdaw’s downstream emissions, supply contribution and household energy equivalent. Those estimates are useful for understanding scale, but they are not independent findings by the NSTA, OPRED or the courts.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThe environmental categories show where harm could arise: seabed disturbance, noise, discharges, air emissions, waste and accidental events. They do not establish that Jackdaw has already caused ecological damage, nor do they provide a project-specific probability for a spill or blowout. The absence of a published injury statistic is not proof of zero impact; it is a limit on what can responsibly be claimed.
Legally, the key fact is timing. The 2022 consent followed the then-applicable assessment, while the Finch ruling changed what downstream emissions must be considered for new projects. With the government record still listing Jackdaw as under review in September 2026, the legally relevant answer on 19 October 2026 is that the final post-review consent had not yet been resolved.
Bottom line
Jackdaw’s environmental impact is a combination of lifecycle marine and industrial risks plus the climate effect of burning the gas it produces. Shell’s estimates place its maximum anticipated Scope 3 contribution at a small fraction of global scenario baselines but a larger share of the UK’s 2030 target, and they forecast a material contribution to UK Continental Shelf supply. Those numbers need to be read as operator estimates with explicit boundaries. Drilling and production risks remain assessment categories rather than documented accidents, and the project’s final legal status was still unresolved after the Finch-compliant review on 19 October 2026.
