ISATAP vs 6to4 Tunneling: Differences in Scope, Addressing, Firewalls and Security

ISATAP serves dual-stack hosts within one IPv4 site; 6to4 embeds a global IPv4 address in 2002::/16 for Internet transition. Here is how scope, addressing, firewalls and security differ.

ISATAP and 6to4 both carry IPv6 packets inside IPv4, but they solve different problems. ISATAP treats an IPv4 network as an IPv6 link so dual-stack hosts inside one site or administrative domain can reach each other. 6to4 gives an IPv6 site connectivity across the IPv4 Internet by embedding the site’s global IPv4 address in a 2002::/16 prefix. Both use IPv6-in-IPv4 encapsulation (IP protocol 41), and neither encrypts anything.

The short comparison

Axis ISATAP 6to4
Intended role Connects dual-stack IPv6/IPv4 nodes over an IPv4 network, which it treats as the IPv6 link layer (RFC 5214). Connects an IPv6 site over IPv4 where native IPv6 service is unavailable (RFC 6343).
Scope Site or single administrative domain (RFC 5214; RFC 9099). IPv4 Internet transition in its original deployment model (RFC 6343).
Address model Interface identifiers incorporate an IPv4 locator (RFC 5214). Global IPv4 address embedded in the prefix: 2002:<IPv4-address>::/48 (RFC 6343).
Transport assumption Unicast-capable IPv4; no wide-area IPv4 multicast required (RFC 5214). Reachable global IPv4 address at the site.
Microsoft Remote Access grouping IPv4-only intranet method. Internet transition method.
Protocol 41 in Microsoft’s documented firewall setup Inbound and outbound on the internal network. Inbound and outbound on the Internet-facing side.

How ISATAP works

RFC 5214, by Fred Templin, Tony Gleeson and Dave Thaler (Informational, March 2008), opens with this definition: “The Intra-Site Automatic Tunnel Addressing Protocol (ISATAP) connects dual-stack (IPv6/IPv4) nodes over IPv4 networks.” The key idea is that the IPv4 network acts as a single IPv6 link. Each node derives an interface identifier from its IPv4 address, so the IPv4 locator is part of the IPv6 address.

Because the design needs only unicast IPv4, it fits an enterprise network that is still IPv4-only internally but has dual-stack hosts and an IPv6-aware router or gateway. Note the document’s status: RFC 5214 is Informational, not Standards Track.

Discovery in a Windows deployment

In Microsoft’s Remote Access planning guidance, ISATAP depends on the organization’s ISATAP name resolving through internal DNS to the server’s internal IPv4 address. That page also discusses the Windows Server DNS global query block list, which can interfere with that name in the server versions it covers. Check behavior on your actual Windows Server release before following older instructions.

How 6to4 works

6to4 requires no tunnel configuration per peer. A site with a global IPv4 address gets the IPv6 prefix 2002:<IPv4-address>::/48, so the IPv4 endpoint can be read straight from the destination IPv6 address. RFC 6343, “Advisory Guidelines for 6to4 Deployment” (August 2011), is operator guidance on running it.

Embedding an IPv4 address in the prefix is only an addressing convention. It does not authenticate the sender or protect the payload.

Where each belongs

ISATAP: inside the boundary

Both RFC 5214 and the operational security guidance in RFC 9099 (August 2021) frame ISATAP as a mechanism mainly used within one administrative domain. Use it, if at all, where you control the IPv4 path and can filter at the edge.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6to4: across the Internet

6to4 was designed for the opposite situation: sites with no native IPv6 reaching one another across the public IPv4 Internet. That crosses administrative networks you do not control, which is why RFC 6343 exists as a set of cautionary guidelines. Treat its advice as dated August 2011 and check current platform and network policy before deploying.

Firewall and protocol 41

Yes, both need IP protocol 41 to pass wherever the tunnel operates. Microsoft’s Remote Access infrastructure instructions list protocol 41 for 6to4 inbound and outbound at the Internet-facing firewall, and for ISATAP inbound and outbound on the internal network. That placement is specific to the documented deployment. Follow the topology notes on that page rather than copying the rule to a different design.

  • Protocol 41 is an IP protocol number, not a TCP or UDP port, so port-based rules will not match it.
  • Opening it only for the hosts or gateways that actually terminate tunnels limits exposure.

Security considerations

  • No encryption. Encapsulation is not confidentiality. RFC 9099 says IPsec can protect the IPv4-carried ISATAP traffic.
  • Protection stops at the domain edge. RFC 5214 warns that IPv4-layer security does not protect IPv6 traffic once it leaves the ISATAP domain.
  • Spoofing and injection. RFC 5214 describes a possible attack using spoofed protocol 41 packets. RFC 9099 discusses spoofing and looping attacks against ISATAP.
  • Automatic crossing of boundaries. For 6to4, the concern in RFC 6343 is an automatic mechanism spanning networks run by different operators. Do not read the embedded address as proof of origin.

Choosing between them

  1. If hosts are inside one IPv4-only intranet and need IPv6 reachability to an internal gateway, ISATAP is the intended mechanism.
  2. If a site with a global IPv4 address needs IPv6 across the Internet with no native service, 6to4 is the mechanism built for that, subject to RFC 6343’s cautions.
  3. In either case, restrict protocol 41 to the tunnel endpoints and consider IPsec for traffic that needs protection.
  4. Confirm that your current operating system and network policy still support the mechanism before committing to it.
