Public information reviewed does not establish whether PagePeeker is GDPR compliant for your specific use. PagePeeker describes a service that fetches requested web pages and generates thumbnails, and it publishes thumbnail-cache periods and a robots.txt opt-out. Those details are not enough to verify its full data-processing arrangements. Before sending it URLs or pages that may contain personal data, request current contractual and operational details and assess your own use.
What PagePeeker says it does
PagePeeker presents itself as a website thumbnailing service. Its robot documentation says: “We attempt to capture a screenshot of your site (or a page of your site) when one of our clients requests that.” It says it attempts to fetch a page from a site once every 5–7 days to minimize traffic, and gives site owners this robots.txt instruction to opt out:
As an Amazon Associate I earn from qualifying purchases.
User-agent: PagePeeker
Disallow: /
This describes a site-owner control and the vendor’s stated fetch behavior. It does not establish how every URL submitted by an API customer is handled, whether all capture modes honor the same control, or how long other data are kept.

What the public information does—and does not—establish
PagePeeker’s About page identifies the operator as PagePeeker SRL and lists an address in Bucharest, Romania. That identifies the disclosed company location; it does not establish where all infrastructure, personnel, or subprocessors are located, or whether data remain in Romania or the EEA.
The reviewed public pages do not establish whether PagePeeker offers a customer data processing agreement (DPA), which processing and transfer terms apply, or what protections cover all data involved in a particular capture. Nor do they support a categorical conclusion that PagePeeker is either GDPR compliant or non-compliant. The public cache periods should not be treated as the retention commitments for every data category.

The public pricing page differentiates Basic, Advanced, and Premium by matters such as API quota, branding, image size, cache duration, and rendering speed; it does not disclose a privacy or GDPR-compliance tier. Do not infer different legal protections from those service tiers.
What to ask PagePeeker before using it
PagePeeker’s contact page provides a form, but does not itself answer the DPA and processing questions. Request current written answers and contractual documents for your intended workflow. In particular, ask:
- Roles and scope: Does PagePeeker act as your processor for submitted URLs, fetched page content, and generated screenshots? Which service activities are covered by the contract?
- Data categories: What personal data may be present in page content, URL paths or query parameters, screenshots, request metadata, and logs?
- Locations and transfers: Where are data processed and stored? Do any transfers occur outside the EEA, and what safeguards apply?
- Subprocessors: Which subprocessors may access or handle the data, for what purposes, and how will you be notified of changes?
- Retention and deletion: How long are screenshots, caches, submitted URLs, logs, backups, account details, and support records retained? How can deletion be requested and verified?
- Security and incidents: What technical and organizational security measures apply, and what are the contractual commitments for breach notification?
- Rights assistance: What assistance is available for data-subject access, deletion, correction, or other requests relevant to your role?
Compare answers against the actual workflow rather than relying on a general statement that a service is “GDPR compliant.” If responses are incomplete or do not fit your needs, do not send personal data until the remaining risks are addressed.
Review your own capture workflow
Vendor terms are only one part of the assessment. Identify why you capture each site, whether the pages or URLs may contain personal data, and what legal basis and transparency information apply to your own processing. Review URL parameters, authentication, customer-provided content, storage of the resulting images, access controls, and deletion practices. Configure the capture to avoid unnecessary personal data where possible.

Also distinguish your capture of a customer’s website from PagePeeker’s stated robots behavior: the robot documentation explains a site-owner opt-out for PagePeeker’s own crawler, but it does not establish the complete rules for every customer-submitted capture. Confirm the applicable behavior and contractual scope directly with the vendor.
Screenshot alternative to assess: ScreenshotNeo
If PagePeeker cannot supply the documentation your workflow requires, consider ScreenshotNeo as an alternative to evaluate first: it says it accepts cookie or consent banners and removes known consent platforms, newsletter popups, and chat widgets before capture, and that only clean shots are billed. Those product details are not a substitute for a DPA or a GDPR determination; assess its contractual terms and processing details against your requirements as well.
ScreenshotNeo also offers an MCP server for AI agents, including Claude, Cursor, and other MCP clients. Its free plan includes 1,000 screenshots per month without a card, and paid plans start at $5 for 3,000 screenshots. Every feature is available on every plan.
