“Free” here describes permission to use the weights without a model royalty stated by JetBrains. It does not mean that inference is free, that a workstation is free, or that a managed API is included. If you run Mellum 2.1 yourself, you provide or arrange the hardware, electricity, storage, networking, monitoring, and software operations. If another provider hosts it, that provider can set its own price and terms.

The scope of the evidence
The clearest license evidence concerns JetBrains’ Mellum 2.1 release and the JetBrains/Mellum2.1-12B-A2.5B-Thinking checkpoint. Redistributing weights or an image
Redistribution deserves extra care. Preserve the notices and license material required by Apache 2.0, and inspect the licenses of the runtime, container base image, tokenizer, quantization library, and other bundled software. A container that includes the model may have obligations that are separate from the model’s own license.
Fine-tuning and modified checkpoints
The Apache 2.0 label does not remove the need to document what you changed. Record the base checkpoint, training data rights, adapters, evaluation results, and any new restrictions introduced by your data or dependencies. A derivative checkpoint can carry additional compliance questions even when the starting weights are permissively licensed.
Can you run Mellum 2.1 locally or self-host it?
Yes. JetBrains explicitly presents local and self-hosted operation as a use case, including the ability to keep code and data under your control. The official repository documents examples using Transformers, vLLM, SGLang, and Docker. JetBrains describes Mellum 2.1 as a 12-billion-parameter mixture-of-experts model with 2.5 billion active parameters. Those are the company’s architecture figures. “Active” parameters describe the portion used for a given token; they do not translate directly into a universal memory requirement or a guaranteed speed on your machine.

The reviewed pages show GPU-oriented serving examples but do not state a minimum VRAM figure, a required GPU model, or a workstation specification that fits every use case. Memory needs vary with precision, context length, batch size, concurrency, cache settings, and whether you use a quantized build. Operational responsibilities
Self-hosting shifts responsibility to your team. Plan for driver and runtime compatibility, model storage, access control, secrets management, logging, prompt and output handling, upgrades, rollback, capacity planning, and incident response. Keeping data on your own infrastructure can reduce exposure to an external service, but it does not remove the need to secure the host, network, and application.

What formats and integrations are actually available?
The Hugging Face repository documents model loading with Transformers and serving examples for vLLM and SGLang, plus Docker usage. JetBrains’ release announcement said GGUF builds for llama.cpp, Ollama, and LM Studio, along with an MTP head for speculative decoding in vLLM, were “coming soon” at publication time.
That wording is time-sensitive. Do not treat the announcement as proof that each GGUF or MTP artifact is available today. Check the current official repository and release notes, then verify that the file you download has the expected license metadata and works with the runtime version you intend to deploy.

What performance claims has JetBrains published?
JetBrains reports that Mellum 2.1 served almost twice as many tokens under heavy load as Qwen3.5-9B in the company’s shared evaluation setup. It also reports that a single request was about 1.6 times faster with multi-token prediction. These are vendor-reported results, not independent benchmarks, and they should not be read as a promise for every GPU, runtime, prompt, or concurrency pattern.
The multi-token-prediction result is especially conditional because JetBrains said the MTP head for vLLM was still coming soon in the release announcement. Until the relevant artifact and runtime support are available and tested, treat the figure as an announced target or comparison rather than an expected production result.
JetBrains also says training involved millions of sandboxed runs across thousands of environments. That describes the company’s training process; it is not a guarantee of reliability, accuracy, security, or performance for your application.
What is known about the training-content disclosure?
JetBrains’ legal training-content summary, updated May 29, 2026, describes the Mellum 2 model family and lists Base, Instruct, and Thinking variants. It says the data is text and identifies categories including Common Crawl-derived material, public repositories containing permissively licensed code, educational content, and multilingual reasoning and question-answering data. It also says no transactional commercial licensing agreements were concluded for the listed third-party datasets.
The summary does not name Mellum 2.1 in its versioned model list. Therefore, it is useful background but not a complete, Mellum 2.1-specific inventory of training sources. Teams with strict provenance, copyright, or sectoral compliance requirements should not treat that summary as a substitute for their own legal and risk review.
Does the Apache license make deployment cost-free?
No. The license addresses rights to use the weights; it does not pay for GPUs, CPU time, storage, bandwidth, electricity, observability, engineering, or support. A self-hosted deployment may use existing infrastructure, while a hosted deployment may charge per token, request, time, or reserved capacity. The cited material provides no universal price for either route.
Likewise, commercial permission does not guarantee that a particular hardware configuration can serve the model economically. Benchmark your expected traffic and context lengths before committing to a production architecture.
