  • The error appeared after Windows Update, a cleanup, or a system change: run Windows Update, DISM, and SFC.
  • Windows Security shows the file in quarantine: investigate the detection before restoring anything.
  • The file exists, but Windows still says the module is missing: check dependencies, architecture, and the program that is requesting it.
  • The error started after a driver change or uninstall: use System Restore or repair the affected networking component.
  • Several Windows DLLs are failing: treat this as Windows corruption or possible malware, not as an isolated missing-file problem.
  • Only one third-party application reports the error: repair or reinstall that application after confirming the error comes from its own folder.
  • You found a copy online: do not replace the Windows file with it. A loose DLL can have the wrong build, architecture, dependencies, or malicious modifications.

What ipmontr.dll does

ipmontr.dll is part of the Microsoft Windows Operating System. Its description is IP Router Monitor DLL, and its role is connected to Windows networking infrastructure.

Microsoft describes netsh helper DLLs as components that add command contexts and networking functionality to the Network Shell. That is why an error can appear while running netsh, checking network configuration, or working with older routing and remote-access components. See Microsoft’s netsh documentation.

A documented historical error reads:

The following helper DLL cannot be loaded: ipmontr.dll

This does not mean every current Windows installation uses the file in exactly the same way. The file is historically associated with older Windows networking infrastructure, while Microsoft servicing records also identify it in Windows 8.1 and Windows Server 2012 R2.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Older file references identify Microsoft Corporation and Microsoft Windows Operating System as the company and product. Historical versions include 32-bit Windows XP builds, but those version numbers are not universal requirements for Windows 10 or Windows 11.

Understand the error message

Different messages point to slightly different problems.

“The program can’t start because ipmontr.dll is missing from your computer”

Windows could not locate the DLL where the requesting process expected it. The file may have been deleted, quarantined, damaged, or removed during incomplete servicing.

“The specified module could not be found”

This wording is important. It can mean that a dependency required by ipmontr.dll is missing, even when ipmontr.dll itself exists. Replacing only the named file may not solve the problem.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The code execution cannot proceed because ipmontr.dll was not found”

The application or Windows component cannot load the required module. Repair Windows first if the message appears during a Windows networking operation.

“ipmontr.dll is either not designed to run on Windows or it contains an error”

The file may be corrupted, incompatible with the process architecture, incomplete, or not a genuine Windows copy. It can also indicate that a dependency failed to load.

“The following helper DLL cannot be loaded: ipmontr.dll”

This usually points toward a netsh helper-DLL loading problem. Repair the Windows component store and system files instead of registering the DLL manually.

Fix 1: Install Windows updates and restart

A failed or incomplete update can leave protected Windows components in an inconsistent state.

  • Supports Windows 11, 10, 8.1, 8, 7, XP/ Mac OS X 10.9-10.14

Windows 11

  1. Open Start.
  2. Select Settings.
  3. Select Windows Update.
  4. Click Check for updates.
  5. Install every available update.
  6. Restart the computer, even if Windows does not immediately require it.
  7. Repeat the check after restarting if updates were installed in stages.

Windows 10

  1. Open Start.
  2. Select Settings.
  3. Open Update & Security.
  4. Select Windows Update.
  5. Click Check for updates.
  6. Install the available updates.
  7. Restart Windows.

Use Microsoft’s Windows Update installation instructions if the update screen reports an error.

After restarting, repeat the action that produced the ipmontr.dll message. If the error remains, continue with DISM and SFC.

Fix 2: Repair Windows with DISM and SFC

DISM repairs the Windows component store. SFC then uses that repair source to check and replace protected system files. Microsoft recommends running DISM before System File Checker.

Run DISM

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Approve the User Account Control prompt.
  6. Enter this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Press Enter.
  2. Wait until the operation finishes.

Do not close the window merely because progress appears to pause. DISM may take time while it checks and repairs the component store.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Run SFC

When DISM finishes, run:

sfc /scannow

Press Enter and wait for the verification to reach 100 percent.

Restart Windows after SFC completes, then test the affected command or application again.

Interpret the result

  • Windows Resource Protection did not find any integrity violations: SFC found no protected-file problem, so investigate dependencies, quarantine, or the requesting application.
  • Windows Resource Protection found corrupt files and successfully repaired them: restart and test again.
  • Windows Resource Protection found corrupt files but was unable to fix some of them: review the CBS log and proceed to System Restore or an in-place Windows repair.
  • DISM could not find the source files: run Windows Update again. If the problem continues, Microsoft documents using a matching Windows installation source with /Source and /LimitAccess. The source must match the Windows release and architecture; do not invent a path.

The manual process requires comparing command results and deciding what changed. Outbyte PC Repair can scan for system-file problems and show what it identifies, while its repair action is handled by the full version; it is optional, and DISM plus SFC remain the appropriate Microsoft repair path.

Microsoft’s full procedure is available in Use the System File Checker tool to repair missing or corrupted system files.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 3: Check the normal Windows system locations

Do not use a search result or a downloaded archive to decide where the file belongs.

Open File Explorer and enter the following in the address bar:

%WinDir%System32

Search for ipmontr.dll.

On 64-bit Windows, also check:

%WinDir%SysWOW64

Windows uses file-system redirection so that 32-bit processes can use the appropriate system files on 64-bit Windows. Microsoft explains this behavior in its File System Redirector documentation.

The presence or absence of the file is useful evidence, but it does not prove that the copy is correct. Right-click the file, select Properties, and inspect:

  • Location
  • File description
  • Company
  • Digital Signatures, if present
  • Details, including version information

A Windows copy should identify Microsoft-related product information rather than an unknown publisher. Do not treat a matching filename as proof of authenticity.

If the file is absent from both locations, return to DISM and SFC. Do not copy an XP DLL or a file from another computer into System32 or SysWOW64.

Fix 4: Check Windows architecture and the requesting program

A 32-bit process and a 64-bit process do not necessarily load the same system-file path. Substituting an x86 DLL for an x64 component, or the reverse, can produce a new loading error.

Check whether Windows is 32-bit or 64-bit

  1. Open Start.
  2. Select Settings.
  3. Open System.
  4. Select About.
  5. Find System type.

You can also press Windows key + R, type:

msinfo32

and press Enter. The System Type entry identifies the system architecture.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check where the error originates

Note what was running when the message appeared:

  • If it appeared in Command Prompt after a netsh command, repair Windows networking components first.
  • If it appeared while launching one older program, check that program’s installation directory and repair or reinstall the program.
  • If a copy of ipmontr.dll appears inside an application folder, do not assume it is the genuine Windows copy. A third-party program may have bundled an outdated or incompatible file.
  • If several networking commands fail, the issue is more likely to involve Windows servicing, dependencies, or system corruption.

A third-party application should not normally require you to download a loose copy of a protected Windows networking DLL. If reinstalling that application is necessary, use its built-in repair option or its official installer.

Fix 5: Check Microsoft Defender quarantine

Security software may quarantine a file because it was damaged, altered, or associated with suspicious activity. Quarantine is a possible cause, not proof that a legitimate Windows file was removed.

  1. Open Start.
  2. Type Windows Security.
  3. Open the app.
  4. Select Virus & threat protection.
  5. Select Protection history.
  6. Review recent detections.
  7. Expand any item that refers to ipmontr.dll or the folder where the error occurred.

Do not select Restore automatically. First check the detection name, file location, publisher information, and whether the file is digitally signed. Run a complete security scan before restoring anything. Microsoft warns that restoring a real threat can expose the device.

If Defender repeatedly removes the file, repair Windows and investigate malware rather than adding an exclusion or repeatedly restoring the same copy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 6: Run a complete malware scan

A missing system DLL can be a side effect of malware, especially when several Windows files disappear or security settings change.

  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Select Scan options.
  4. Choose Full scan.
  5. Select Scan now.
  6. Follow the recommended action for every detection.

If the computer has additional symptoms such as repeated unknown pop-ups, disabled security tools, unexplained startup entries, or multiple damaged DLLs, do not replace files individually. Repair or reinstall Windows after preserving important personal data.

You should also check disk health if repairs repeatedly fail or files become corrupted again. Hardware-related corruption requires a broader diagnosis than downloading a replacement DLL.

Fix 7: Use System Restore after a recent change

System Restore is appropriate when the error began after a driver installation, Windows update, cleanup utility, networking change, or software removal and a suitable restore point exists.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Press Windows key + R.
  2. Type:
rstrui.exe
  1. Press Enter.
  2. Select Next.
  3. Choose a restore point dated before the ipmontr.dll error began.
  4. Select Scan for affected programs if available.
  5. Review the changes.
  6. Select Next, then Finish.
  7. Allow Windows to restart.

You can also open Control Panel, select Recovery, and choose Open System Restore.

System Restore does not normally remove personal documents, but it can roll back drivers, applications, and system settings. Microsoft provides additional guidance for System Restore.

Fix 8: Repair or reinstall a related driver

A driver change can expose a networking problem, but ipmontr.dll itself is not repaired by registering it as a driver. First identify whether the failure began immediately after a network-adapter or routing-related change.

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand Network adapters.
  4. Right-click the affected adapter.
  5. Select Properties.
  6. Open the Driver tab.
  7. Use Roll Back Driver if the button is available and the problem began after an update.
  8. Otherwise select Update Driver and allow Windows to search.
  9. Restart Windows.

Do not remove a device unless you have a matching driver source or Windows can reinstall it. The safest driver source is Windows Update or the hardware manufacturer’s official support channel.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Finding the correct driver manually can involve matching the hardware model, Windows architecture, and driver package. Outbyte Driver Updater can scan for driver issues and identify available updates, while driver installation is handled by the full version; it is optional and not a substitute for repairing Windows when system files are corrupted.

Why regsvr32 usually does not help

Do not run:

regsvr32 ipmontr.dll

regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer. Microsoft documents it as a registration tool, not as a general missing-DLL repair command. A networking helper DLL does not become fixed merely because it is registered.

If regsvr32 reports that DllRegisterServer is missing, that is expected for a DLL that does not support COM registration. Use Windows Update, DISM, SFC, System Restore, or an in-place repair instead.

Why random DLL downloads are unsafe

Downloading ipmontr.dll from an unrelated DLL repository can introduce several problems:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The file may contain malware or unwanted modifications.
  • It may be from a different Windows release.
  • It may have the wrong 32-bit or 64-bit architecture.
  • Its dependencies may still be missing.
  • Its version may not match the installed component store.
  • Replacing a protected file can make servicing and future updates less reliable.

There is no Microsoft redistributable package specifically for ipmontr.dll. It is not a Visual C++ runtime, DirectX component, or .NET assembly. The safe sources are Windows Update, Microsoft’s built-in servicing tools, System Restore, Windows recovery media, or an official in-place repair.

Fix 9: Perform an in-place Windows repair

If DISM and SFC cannot repair the component, System Restore is unavailable, and multiple Windows features are affected, an in-place Windows repair may be more appropriate than replacing individual DLLs.

An in-place repair reinstalls Windows system components while attempting to preserve personal files and installed applications, depending on the selected options and Windows edition. Use installation media that matches the installed Windows release and architecture, back up important files first, and read each setup screen carefully.

FAQ

Is ipmontr.dll a Windows file or a game file?

It is a Microsoft Windows networking DLL. A game or application may report it if the program calls a Windows networking function, but the file is not normally a game runtime.

Should I copy ipmontr.dll into the game folder?

No. First determine whether the error really originates from the game and repair or reinstall that program through its official installer. Copying a Windows networking DLL into an application folder can create a version or architecture mismatch.

Does ipmontr.dll belong in System32?

Windows system files may be located in %WinDir%System32; on 64-bit Windows, 32-bit system-file behavior also involves %WinDir%SysWOW64. The correct location depends on Windows architecture and the process loading the file. Use DISM and SFC rather than manually placing a copy.

Why does the message say the module is missing when the file exists?

A required dependency may be missing, blocked, corrupted, or incompatible. The message does not always identify the actual absent file.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is there a separate Microsoft download for ipmontr.dll?

No Microsoft redistributable package specifically for this DLL is established. Repair the Windows installation through Windows Update and Microsoft servicing tools.

Should I register it with regsvr32?

Normally, no. regsvr32 applies to registration-capable DLLs and is not a general repair tool for Windows networking helpers.

What if SFC says it could not repair the file?

Run DISM first if you did not already do so, then run SFC again. If it still fails, inspect %WinDir%LogsCBSCBS.log, try System Restore, and consider an in-place Windows repair.

When should I suspect malware?

Suspect a broader security problem when Defender repeatedly quarantines the file, several system DLLs are missing, security settings change unexpectedly, or files are damaged again after repair. Run a complete scan before restoring any quarantined file.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When is reinstalling Windows the right choice?

Use an in-place repair when Windows servicing remains damaged after DISM, SFC, updates, and System Restore. Consider a clean installation only when the installation is broadly unusable or other recovery methods fail.
