India’s merchant-navy seafarers may be covered by the Seamen’s Provident Fund Scheme, 1966, administered by the Seamen’s Provident Fund Organisation (SPFO). Eligibility depends on the seafarer’s role and engagement—not simply on having a maritime job. SPFO’s government pages also give conflicting contribution rates, so check the current rate and wage base with SPFO or your member account before relying on a percentage.
What is the Seamen’s Provident Fund Scheme?
The Seamen’s Provident Fund (SPF) Scheme is a dedicated provident-fund arrangement under the Seamen’s Provident Fund Act, 1966. It is administered by SPFO for covered seamen in India’s merchant-navy shipping industry; it should not be assumed to be the same arrangement as generic employee provident fund coverage. SPFO says the Scheme was introduced retrospectively from 1 July 1964 to provide retirement benefits and support families in the event of a member’s death. SPFO: About SPFO

Who is eligible for membership?
Coverage turns on the Scheme’s rules, the person’s work, and the engagement—not on a broad label such as “seafarer.” An official maritime manual describes seamen engaged under an Article of Agreement for service aboard a ship as entitled and required to become members from the applicable engagement date, while also identifying shipboard categories that are excluded. Because that manual may be older, confirm your particular role and engagement directly with SPFO rather than assuming every merchant-navy job is covered. - Ask whether your specific shipboard role falls within the Scheme.
- Confirm that your engagement and employer are covered and that contributions are being remitted.
- Check that SPFO has registered your account and that your personal details and nominee information are correct.
SPFO’s registration interface asks for seafarer and nominee details and requests CDC pages showing personal particulars and address, along with self-attested identity documents. Keep proof of registration and update nominee or family details when they change. SPFO homepage and online services

How much is contributed, and does the employer match it?
SPFO’s dedicated information page says the prevailing contribution is 12% of wages, leave wages, and seniority supplement, plus 10% of the supplement payable to the seaman; it also says the employer makes a matching contribution and remits contributions after the voyage ends. However, an older Directorate General of Shipping manual reports a 10% rate on wage-related components. Those official pages conflict, so the currently applicable percentage and calculation base are not established consistently by the published pages alone. Before estimating a deduction or employer match, compare your wage statement with the latest SPFO account entry and ask your employer or SPFO to identify the current circular and calculation base. The official circular index lists a 17 March 2023 circular titled “Provident Fund Contribution payable of Seafarers,” but the circular’s details should be checked directly rather than inferred from its listing. When can you withdraw the balance?
Full or final withdrawal
The Scheme provides for withdrawal of the full balance on retirement from seafaring on attaining superannuation age, or on retirement because of permanent and total incapacity for work due to bodily or mental infirmity, duly certified. Other circumstances, including certain cases of leaving seafaring, are conditional and may require notice and authorization. Leaving sea service by itself should not be treated as an automatic entitlement to immediate full payment. SPFO: Scheme and current claim resources

Non-refundable (partial) withdrawal
SPFO lists non-refundable withdrawal support for continued unemployment, medical expenses of the member or family, marriage of the member or family, higher education of family members, and construction of a house or purchase of a flat. These are purposes, not a guarantee that every applicant qualifies: eligibility periods, permitted amounts, evidence, and other conditions depend on Scheme provisions and the current claim requirements. Do not rely on an assumed waiting period, percentage cap, rupee limit, number of claims, or document list. Use the current non-refundable withdrawal (NRW) or final-withdrawal (FW) form and the accompanying documents checklist on SPFO’s homepage, and confirm category-specific conditions with the Organisation before filing. How to check your balance and make a claim
- Confirm your account and nominee. Use SPFO’s current online services or contact details to check registration and ensure the nominee information is current. If the online ledger does not display a balance, SPFO says members can confirm it through the Organisation; portal availability can change. SPFO homepage
- Choose the correct claim route. Use the NRW route for a qualifying partial-withdrawal purpose, the FW route for a qualifying final withdrawal, or the process SPFO specifies for a nominee or legal-heir death claim.
- Read the current form and checklist. Download the relevant form and documents list from SPFO’s homepage. Requirements can differ by purpose and claim type.
- Submit complete, consistent details. Check identity, account, bank and supporting-document details against SPFO’s current instructions. Resolve discrepancies with SPFO before submission.
- Track processing with the published standard in mind. SPFO publishes a service standard of three days for a non-refundable withdrawal and 15 days for a final withdrawal, measured from receipt of the application. It says payment is by RTGS/NEFT to the seaman’s bank account on the same day. These are published standards, not a guarantee for incomplete, disputed, or verification-delayed claims.
