If FFmpeg cannot find Devanagari filenames in a kids’ story playlist, first check the playlist paths, concat-demuxer safety setting, and script format—not just the filename encoding. The exact cause depends on your command, operating system, shell, FFmpeg build, and how the playlist was created; FFmpeg’s documentation does not specify one universal Unicode fix.
1. Capture the details that identify where the failure occurs
Before changing encodings or renaming files, note the full FFmpeg command and complete error message. Also record your operating system, shell, FFmpeg version/build, and how the playlist file was generated. “File not found” while parsing a path points to a different problem than an error after FFmpeg opens the clips.

- Check the installed build with
ffmpeg -version. - Keep a copy of the original playlist and command so you can compare each change.
- Determine whether you are using the concat demuxer (typically
-f concat -i playlist.txt) or another concatenation method.
Without those details, it is not possible to confirm that Devanagari encoding is the cause.

The concat demuxer reads a text script with one directive per line. Each file directive identifies an input. FFmpeg’s documentation says: “The script is a text file in extended-ASCII, with one directive per line.” It also specifies escaping for spaces and special characters. Verify that each path resolves
Paths are interpreted in relation to the process’s working directory unless you provide an appropriate absolute path. Check that every filename and directory matches the actual path, including punctuation and spaces. An illustrative script might look like this:
file '/path/to/story-01.mp4'
file '/path/to/story-02.mp4'These ASCII paths are placeholders, not a tested Devanagari example. Use the escaping rules in FFmpeg’s documentation for your actual paths; ordinary shell quoting rules do not necessarily describe how a path must be written inside the playlist script.

Check the optional header
If the script begins with ffconcat version 1.0, that exact text must be the first line for automatic format recognition. Do not put a blank line, extra space, or byte-order mark (BOM) before it. If you are unsure whether the header is needed, test a copy of the playlist without it and explicitly specify -f concat in the command.
3. Check the concat demuxer’s safe-path setting
The concat demuxer’s safe option defaults to 1. Its portable-character rule excludes Devanagari, so a valid path can be rejected as unsafe. FFmpeg documents that “If set to 0, any file name is accepted.” See the concat demuxer options.

For a playlist you trust, try the following command shape, adapting the input and output paths to your environment:
ffmpeg -f concat -safe 0 -i playlist.txt -c copy output.mp4-safe 0 relaxes the concat demuxer’s path restriction. It does not fix a wrong path, script encoding, shell argument, or incompatible media streams. Use it only with a playlist you trust, since it removes the safety check on filenames.

4. Treat encoding as a possibility, not a confirmed universal fix
Inspect how the playlist was encoded and which program or library wrote it. The documented script format is described as extended-ASCII, but the documentation does not establish one cross-platform encoding, shell, or library setting that makes Devanagari paths work everywhere. Avoid assuming that saving as UTF-8—or switching to a local code page—will resolve every case; the right diagnosis depends on the platform and FFmpeg build.

If FFmpeg finds the copy, that narrows the issue toward path or filename handling; it does not prove that renaming is the final fix. If it still fails, recheck the path, working directory, and command.

5. Once the files open, check whether their streams can be concatenated
Finding the files and joining their media are separate stages. The concat demuxer expects the inputs to have the same streams, including codecs and time base. If files open but concatenation fails or produces the wrong result, compare their stream properties rather than continuing to change filename handling.
FFmpeg’s FAQ describes the concat filter as the option when re-encoding is needed; the concat demuxer is used when you want to avoid re-encoding. The FFmpeg concatenation FAQ explains the distinction. The concat protocol is another, separate method for file-level sequences supported by the underlying format; it is not interchangeable with a playlist script.
