AWS has the clearest documented India-resilience and government-localization position: its Mumbai and Hyderabad regions each list three Availability Zones, and AWS says both are MeitY-empaneled. Azure offers three-zone Central India in Pune and three-zone India South Central in Hyderabad, plus paired-region metadata that can help with regional recovery planning. Your decision should follow the services you need, the recovery objectives you can prove in testing, latency, contractual controls, and sector-specific rules—not the provider name or the fact that a region is located in India.
An India-hosted region can support a residency requirement, but it does not by itself make an application compliant with the Digital Personal Data Protection Act (DPDP), security obligations, retention rules, breach duties, or a sector regulator’s requirements.

What “better” means for an India workload
Cloud resilience and compliance are separate decisions that overlap in the architecture. Resilience asks whether the workload continues operating, or can be restored within a defined time, when infrastructure or connectivity fails. Compliance asks whether personal data is processed lawfully, protected appropriately, retained and deleted correctly, accessed by authorized people, and transferred only under permitted conditions.

- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
- Failure scope: loss of one Availability Zone (AZ), an entire region, a provider service, or the network path to the provider.
- Recovery design: multi-AZ deployment, cross-region replication, backup immutability, documented recovery-point objectives (RPOs) and recovery-time objectives (RTOs), and tested failover.
- Compliance evidence: MeitY empanelment, sector-specific approvals, audit reports, contractual commitments, key-management arrangements, and data-transfer controls.
- Service fit: whether the exact database, analytics, identity, networking, container, and security services are available in the Indian regions you select.
- Operational reality: your team’s skills, automation, observability, incident response, support model, transfer costs, and ability to leave the platform.
A provider with a theoretically stronger topology can still be the riskier choice if your required service is unavailable in the selected region or your team cannot operate the recovery process.
India region topology at a glance
| Provider and region | Indian location | AZ information in the cited region table | Regional-recovery information | Important qualification |
|---|---|---|---|---|
AWS Asia Pacific (Mumbai), ap-south-1 |
Mumbai | Three AZs | Separate AWS Region; cross-region replication must be designed for each resource | Not required to be enabled as an opt-in region |
AWS Asia Pacific (Hyderabad), ap-south-2 |
Hyderabad | Three AZs | Separate AWS Region; cross-region replication must be designed for each resource | Opt-in region |
| Azure Central India | Pune | Three AZs | Microsoft’s table identifies a paired-region relationship with South India | Verify availability for every service and SKU |
| Azure India South Central | Hyderabad | Three AZs | Listed in Microsoft’s paired-region metadata | Verify availability for every service and SKU |
| Azure West India | Mumbai | No AZ support listed in the cited table | Paired-region metadata is shown in Microsoft’s table | Do not assume an AZ design where the table lists none |
Region and AZ labels describe infrastructure topology, not a guarantee that every managed service uses that topology. Service-level documentation can impose different restrictions on replication, zones, maintenance, or failover. Confirm the exact service, instance family, storage type, and supported zones before committing.
How the failure model changes your design
Availability Zone failure
An AZ is an isolated location within a region. A multi-AZ application places stateless compute behind a load balancer, keeps more than one healthy data path, and uses a database or storage service configured for zone resilience. This limits the blast radius of a local power, cooling, network, or facility incident.
Multi-AZ is not automatic merely because a region advertises several zones. You must select subnets or zones, distribute capacity, configure health checks, and test what happens when one zone is deliberately removed. A single-zone database, hard-coded private IP, or shared dependency can turn an apparently redundant deployment into a single point of failure.

Full-region failure
A region is designed to be isolated from other regions. AWS describes that isolation as a way to achieve the greatest possible fault tolerance and stability, but isolation also means that resources do not automatically appear in another region. Cross-region database replication, object-copy rules, DNS or global traffic steering, identity dependencies, secrets, images, infrastructure definitions, and monitoring destinations all require an explicit plan.
Azure’s paired-region metadata can help organize a recovery strategy, but a pairing is not a promise that every service, tier, or customer resource will fail over automatically. Treat it as a planning signal, then verify service-specific replication and failover behavior.
Provider-wide or connectivity failure
Two regions in one provider do not protect against every provider control-plane incident, account lockout, misconfiguration, DNS failure, or loss of your telecommunications path. Use independent administrative access, offline or separately protected recovery credentials, immutable backups, and a tested route for critical operations. A second provider is justified only when its additional operational complexity addresses a documented risk; duplicating infrastructure without a tested recovery process usually adds cost rather than resilience.

AWS in India: when its evidence is decisive
AWS lists Mumbai and Hyderabad as Indian regions with the same zone count in the current region documentation. Hyderabad is opt-in, so an account administrator must enable it before creating resources there; Mumbai does not require that step. Include region enablement, service quotas, and account governance in your landing-zone checklist.

AWS recommends deploying across multiple AZs so an application can remain available if one AZ fails. For a regional disaster-recovery design, create a second copy in the other Indian region and define the replication mode for each data store. Some services provide managed cross-region replication; others require scheduled exports, application-level replication, or a rebuild from infrastructure-as-code. Do not describe a workload as “multi-region” until data, secrets, images, queues, certificates, and operational tooling have all been addressed.
AWS India Private Limited is listed as empaneled for the Mumbai and Hyderabad regions on AWS’s MeitY compliance page. The MeitY table retrieved for 2024 lists AWS Mumbai-03 and Hyderabad-03 locations and shows an empanelment-validity entry of 31/03/2027. That date belongs to the cited table and should be rechecked against the current government record before signing a long-term contract.
AWS is the pragmatic choice when you need two Indian regions with documented three-AZ layouts, direct MeitY evidence, and an operations team already skilled in AWS networking, identity, databases, and automation. It is not automatically the better choice if your required service has a different regional footprint or if your recovery design depends on a feature unavailable in Hyderabad.

Azure in India: when paired-region planning and Microsoft integration matter
Microsoft’s region list identifies Central India in Pune and India South Central in Hyderabad as three-AZ regions. The same table exposes paired-region metadata, including a Central India–South India relationship. That information can support a regional-recovery plan, but it does not replace service-level verification or a failover test.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
The table lists West India in Mumbai without AZ support. If a workload is placed there for latency or an existing dependency, treat it as a single-zone topology unless the specific service documentation proves otherwise. Do not infer zone redundancy from the city name.
Azure is often the better operational fit for an organization built around Microsoft identity, endpoint management, Windows or SQL Server workloads, and existing Azure automation. Those advantages reduce the chance of configuration drift and shorten incident response. They matter only if the exact services, SKUs, availability zones, backup features, and replication targets you need are offered in Central India or India South Central.
Compliance: what an Indian region does and does not prove
DPDP transfer rules
The Digital Personal Data Protection Act, 2023 allows the central government to restrict transfers of personal data for processing to a notified country or territory outside India. It also preserves any other Indian law that provides a higher degree of protection or further restricts transfer. Therefore, “stored in India” is evidence about location, not a complete compliance conclusion.

You still need a lawful purpose and notice, a process for data-principal rights, retention and deletion controls, processor governance, incident handling, and restrictions on administrator access. A support engineer, backup service, telemetry pipeline, or managed security product can create an international transfer even when the primary database is in Pune, Mumbai, Hyderabad, or another Indian city.

Security safeguards in the 2025 Rules explanation
The explanatory note for the 2025 DPDP Rules identifies reasonable safeguards such as encryption, access control, monitoring for unauthorized access, data backups, breach detection and response, maintenance of logs, and processor contracts that require security measures. Convert those principles into controls that can be demonstrated:
- Encrypt data in transit and at rest; document who controls the keys, where key material is stored, and how rotation and revocation work.
- Use least-privilege roles, separate production administration from application access, require strong authentication, and review privileged sessions.
- Send security and administrative logs to a protected destination with a defined retention period and alerting process.
- Maintain backups that are isolated from routine deletion credentials; test restoration, not merely backup completion.
- Write an incident runbook with detection, containment, evidence preservation, notification decisions, and processor escalation.
- Put security, subprocessor, deletion, audit, and breach-notification duties into contracts with cloud and managed-service providers.
The commencement notification uses a phased timeline, including eighteen months from publication for core processing and rights provisions. Track the effective date of each obligation and obtain legal advice for the data categories and sector in scope; a cloud-region selection cannot settle those questions.

- Classify the workload. Identify personal data, financial or health data, confidential business data, logs, backups, and derived analytics. Mark which categories must remain in India and which transfers require approval or additional safeguards.
- Set measurable RPO and RTO targets. For example, an RPO of 15 minutes means losing more than 15 minutes of committed data is unacceptable; an RTO of two hours means service restoration must be demonstrated within two hours. Choose replication and standby capacity that can meet those targets under load.
- Build multi-AZ production first. Spread compute, load balancing, storage paths, and database replicas across supported zones. Remove zone-specific assumptions from deployment scripts and test a controlled zone evacuation.
- Select the recovery region. For AWS, evaluate Mumbai and Hyderabad; for Azure, evaluate Central India and India South Central, while checking whether your services can use the intended paired relationship. Measure user latency and inter-region transfer cost from the actual offices and customers.
- Replicate every dependency. Include databases, object data, queues, container images, machine images, secrets, certificates, identity configuration, firewall rules, DNS, observability, and infrastructure-as-code. Record whether replication is synchronous, asynchronous, scheduled, or rebuild-based.
- Protect backups. Use immutability or a separate administrative boundary, define retention and deletion approvals, and keep at least one recovery copy unavailable to the credentials used by production workloads.
- Define the failover sequence. Specify who declares a disaster, how writes are stopped or reconciled, how traffic is redirected, how credentials are issued, and how customers are informed. Automate repeatable actions but retain a manual break-glass path.
- Test and measure. Run zone-failure exercises, regional restoration drills, and a full application failover. Record achieved RPO, RTO, data consistency, operator steps, cost, and unresolved gaps. Repeat after major service or architecture changes.
- Plan return and exit. A failback can corrupt data if both regions accept writes. Define the direction of replication, reconciliation rules, and a maintenance window. Periodically export data and configuration in usable formats so a provider change is technically possible.
Cost and operational trade-offs
Resilience costs more than a single-region deployment. Budget for standby compute, replicated storage, database replicas, backup retention, inter-AZ and inter-region data transfer, monitoring, security tooling, support, and recovery exercises. Asynchronous replication can reduce latency and cost but introduces a measurable data-loss window; synchronous designs may increase latency or be unavailable across regions.
Do not compare list prices alone. Estimate the monthly cost of normal operation, the cost of maintaining a warm or cold recovery environment, and the one-time and recurring cost of a failover test. Include egress charges when data is restored or served from the recovery region. An architecture that is cheaper in steady state may be more expensive when its first real recovery requires manual reconstruction.
Operational skill is a risk multiplier. Standardize accounts or subscriptions, network boundaries, policy-as-code, tagging, encryption, logging, and deployment pipelines. Keep runbooks provider-specific where necessary, but make RPO/RTO, data classification, access review, and incident evidence provider-neutral so they survive a migration.
Decision guide by workload
| Situation | More compelling starting point | Conditions to verify before committing |
|---|---|---|
| Government or regulated workload where cited MeitY evidence and two Indian regions are central to the procurement case | AWS | Current empanelment status, contract scope, service eligibility, and sector regulator requirements |
| Microsoft-heavy estate with established Azure identity and operations | Azure | Availability of each required service in Central India or India South Central and tested paired-region recovery |
| Low-latency application serving users concentrated near Mumbai | Either | Measured latency, zone support for every tier, and a second-region plan that does not depend on Mumbai alone |
| Strict recovery objective across an Indian regional outage | Either, based on service fit | Replication lag, achievable RPO/RTO, immutable backups, DNS or traffic failover, and a completed drill |
| Concern about provider-wide control-plane or account failure | Either with independent recovery controls | Separate credentials, offline procedures, export capability, and evidence that a second provider would reduce—not increase—operational risk |
Common mistakes and their fixes
- “The region is in India, so DPDP is satisfied.” Fix: map processing, transfers, rights, retention, security, and processor duties; document the legal basis and controls.
- “Three AZs means the application is resilient.” Fix: verify each service’s zone behavior, distribute all tiers, and run a zone-failure test.
- “A paired region provides automatic disaster recovery.” Fix: inspect service-level replication and configure, monitor, and test failover yourself.
- “Backups exist, so recovery is guaranteed.” Fix: perform timed restores, validate application consistency, and protect backups from production credentials.
- “Cross-region replication covers everything.” Fix: inventory secrets, certificates, images, queues, policies, DNS, logs, and identity dependencies separately.
- “A second provider automatically removes risk.” Fix: quantify the failure you are addressing and prove that your team can operate both platforms during an incident.
- “A region table is a service guarantee.” Fix: check the exact SKU, zone, quota, replication, and support documentation immediately before deployment and contract renewal.
Practical verdict
Start with AWS when a two-region Indian design, three-AZ topology in both listed regions, and documented MeitY empanelment are decisive procurement requirements. Start with Azure when Microsoft integration, paired-region workflows, or existing Azure expertise materially improve your ability to operate and test recovery. In either case, deploy across AZs first, add cross-region recovery second, and treat compliance as a documented system of legal, technical, and contractual controls. The best choice is the platform on which you can demonstrate the required RPO, RTO, data-handling boundaries, and audit evidence for your exact services and regulator.
