IMS vs. GSTR-2B: What Each Does and How They Affect Input Tax Credit

IMS is the GST invoice-action workflow; GSTR-2B is the read-only ITC statement. Learn how each action changes ITC flow, when to recompute, which records bypass IMS and why GSTR-2B availability is not final legal eligibility.

IMS is the GST Portal’s invoice-action workspace; GSTR-2B is the read-only, period-wise input tax credit (ITC) statement. In IMS, a recipient can accept, reject or hold eligible records pending (where the record type allows it). Those choices determine how the records are treated in the relevant GSTR-2B and what is auto-populated in GSTR-3B. GSTR-2B itself is not an approval of the credit: it reports system-determined availability, while the recipient must still apply the CGST Act’s eligibility conditions, time limits and restrictions.

The practical sequence is therefore: review supplier data in IMS, resolve discrepancies, take or leave the permitted action, recompute the statement when necessary, and then use GSTR-2B as one input when preparing GSTR-3B.

IMS and GSTR-2B at a glance

The Invoice Management System (IMS) and Form GSTR-2B solve different problems in the same purchase-to-return process. IMS is interactive. It gives a recipient a place to review records that suppliers have saved or filed in GSTR-1, GSTR-1A or the Invoice Furnishing Facility (IFF), and to communicate a treatment for each record where that treatment is available. GSTR-2B is a statement. It is generated for each registered person, is read-only, and summarizes the ITC treatment that the GST system has produced for a return period.

Comparison point IMS GSTR-2B
Primary purpose Recipient workflow for reviewing supplier-reported records and taking an action. Auto-drafted, period-wise ITC statement used while preparing GSTR-3B.
What the recipient can do Accept, reject or keep a record pending where the record type permits it; an untouched record is treated as deemed accepted when the statement is generated. View or download the statement. The recipient cannot add, edit or replace the underlying supplier documents in GSTR-2B.
Effect on the other system Actions affect the record’s treatment in the relevant GSTR-2B. Pending records are held for a later period. Shows the result of applicable supplier filings, IMS treatment and other system inputs for that period.
Relationship to GSTR-3B Acceptances and other eligible treatments feed the corresponding ITC sections through GSTR-2B. Provides the auto-populated ITC figures used when reporting in GSTR-3B.
Legal significance A workflow decision, not a substitute for checking whether the transaction legally qualifies for credit. A system-generated availability statement, not a final legal determination that every listed amount may be claimed.

The GST Portal describes GSTR-2B as an “auto-drafted ITC statement” generated for every registered person from information furnished by suppliers in GSTR-1/1A and GSTR-5, together with ITC received through GSTR-6. That description explains its role as a reporting aid, not as a complete purchase register or an eligibility certificate.

How IMS actions change the ITC flow

For records that are in IMS, the action chosen (or not chosen) determines whether the invoice appears in the current period’s available ITC, is excluded, or is carried forward. The action should be based on the actual transaction, not merely on whether a document happens to be visible on the portal.

Accept

When you accept a record, it becomes part of the ITC Available section of the relevant GSTR-2B. The associated tax amount is then auto-populated in the eligible-ITC area of GSTR-3B. Acceptance confirms the system treatment; it does not remove your responsibility to verify receipt of the goods or services, possession of a valid document, use in the course or furtherance of business, payment and other statutory conditions.

Reject

A rejected record is shown as rejected and does not auto-populate into GSTR-3B as ITC. The GST Portal advises using rejection carefully, such as when the document does not pertain to your GSTIN or is so fundamentally wrong that a credit note or debit note cannot correct it. A simple typographical discrepancy, an invoice that the supplier can amend, or a temporary reconciliation difference may call for clarification or another permitted treatment rather than immediate rejection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Pending

Keeping a record pending removes it from the current period’s GSTR-2B and GSTR-3B flow. It remains in IMS for action in a later period, subject to the section 16(4) time limit and the record-type restrictions in the portal workflow. Original credit notes and certain credit-note or invoice amendments cannot be kept pending. Because pending status postpones the tax credit rather than deciding the underlying dispute, maintain a follow-up record and resolve it before the statutory deadline.

No action

You are not required to act on every record. If an eligible record is left untouched, the GST Portal treats it as deemed accepted when GSTR-2B is generated. That does not mean “no action” is a risk-free substitute for review: an incorrect supplier invoice can enter the available-credit calculation unless you identify and handle it before generation or change the treatment during the open return workflow.

When the statement is generated and when you can change an action

Under the revised GST Portal advisory, the draft GSTR-2B is made available on the 14th of the subsequent month, subject to the applicable cut-off dates. Recipients can continue taking IMS actions until they file GSTR-3B for that period. This creates two important timing rules.

  1. Action after the 14th: If you take an action after the statement is made available, recompute GSTR-2B so the revised treatment is reflected in the return workflow.
  2. Changed action: If you alter an earlier acceptance, rejection or other action, recompute GSTR-2B again before relying on the figures in GSTR-3B.
  3. Sequential generation: The next period’s GSTR-2B is generated only after the previous period’s GSTR-3B has been filed. A delayed filing can therefore delay the next statement in the sequence.

IMS actions became available from 14 October 2024. The first IMS-based draft GSTR-2B covered October 2024 and was available on 14 November 2024. These are implementation dates for the portal workflow, not statistics about credit or taxpayer performance.

QRMP taxpayers

Taxpayers using the Quarterly Return Monthly Payment (QRMP) scheme do not receive GSTR-2B for the first two months of a quarter. Their statement is generated quarterly. The same basic action and recomputation logic applies to the quarterly period: review the records available in IMS, make or revise permitted actions, recompute after relevant changes, and use the resulting statement when preparing the quarterly GSTR-3B.

Not every GSTR-2B entry has an IMS action

IMS is not a complete purchase ledger, and every line in GSTR-2B does not necessarily correspond to an invoice on which you can click accept, reject or pending. The GST Portal FAQ identifies material categories that may flow directly to GSTR-2B or otherwise bypass recipient IMS action, including:

  • Records reported through GSTR-5.
  • Records reported through GSTR-6.
  • Import documents received through ICEGATE.
  • Reverse-charge mechanism (RCM) records.
  • Records that are ineligible under section 16(4) or the applicable place-of-supply rules.
  • Records connected with Rule 37A-related reversals.

Consequently, a reconciliation should compare more than the IMS action list. Check import data, reverse-charge entries, credit-note and amendment effects, supplier filings and any reversal category that the portal feeds into GSTR-2B through a separate route.

Why “available in GSTR-2B” is not the same as “legally claimable”

GSTR-2B applies specified system checks and labels amounts as available or not available for the statement. The GST Portal expressly cautions that other legal situations can make ITC unavailable even when the system has not marked it unavailable. The recipient must self-assess the credit and reverse or otherwise handle an ineligible amount in GSTR-3B.

  • The tax charged is legally payable and the transaction is not covered by a blocked-credit provision.
  • Any payment, documentation, use, apportionment or reversal requirement that applies to your facts has been satisfied.
  • The claim is within the applicable time limit and is not barred by place-of-supply or another statutory restriction.

The statement is therefore best used as a controlled input to your return process: it tells you what the system has received and how it has classified the records, while your books, contracts, receiving evidence and legal review establish whether the credit can actually be retained.

Section 16(4): the general time limit you must track

The general rule in section 16(4), as reproduced in CBIC Circular No. 237/31/2024-GST, bars taking ITC on an invoice or debit note after 30 November following the end of the relevant financial year or the date of furnishing the relevant annual return, whichever is earlier. Treat that as the ordinary deadline, not as a universal answer for every historical case.

The same circular concerns the retrospective insertion of sections 16(5) and 16(6), which create specified statutory exceptions for particular situations. Determine whether an exception applies to the facts and period involved rather than assuming that the general date, by itself, resolves every older invoice. A pending IMS record must be monitored against the applicable rule: leaving it pending does not suspend the statutory clock.

A practical IMS-to-GSTR-3B workflow

The following sequence separates portal actions from the legal checks that remain with the taxpayer.

  1. Collect the source records. Download or review the supplier data available for the period, then reconcile it with your purchase register, goods-received records, service confirmations and tax invoices.
  2. Open the IMS records for the period. Identify invoices, debit notes, credit notes and amendments, and note records that do not belong to your GSTIN, duplicate a book entry or contain a correctable discrepancy.
  3. Classify each discrepancy. Decide whether the supplier should amend the record, issue a credit or debit note, or provide evidence. Do not reject a record solely because an internal reference number differs if the underlying tax document is otherwise traceable.
  4. Take the permitted IMS action. Accept records that pass your commercial and tax checks; reject records that clearly do not pertain to you or cannot be corrected through the document process; keep a record pending only where the record type allows it and more evidence is genuinely needed.
  5. Track untouched records. Because no action is deemed acceptance at generation, review the untouched list before the statement is generated. An untouched invoice should not be allowed into available ITC merely because the review queue was incomplete.
  6. Wait for or open the draft GSTR-2B. For monthly filers, check the statement made available on the 14th of the subsequent month under the portal’s cut-off rules. For QRMP filers, perform the equivalent review for the quarterly statement.
  7. Recompute after changes. If you act after the 14th or change an earlier action, use the portal’s recompute function before preparing GSTR-3B. Confirm that the revised available and unavailable sections reflect the intended treatment.
  8. Perform the legal ITC review. Compare the statement with blocked-credit rules, receipt evidence, reversals, place-of-supply restrictions, section 16(4) deadlines and any other condition that the system cannot fully test.
  9. Prepare GSTR-3B. Use the recomputed GSTR-2B as the auto-population reference, adjust for credits that are legally unavailable or require reversal, and retain a reconciliation showing why the reported amount differs from the statement if it does.
  10. Preserve an audit trail. Keep supplier correspondence, amendment details, screenshots or downloads of the relevant statement, action-change history and the calculation supporting any manual reversal or adjustment.

Examples of how the same invoice can move through the systems

Correct invoice, accepted in IMS

A supplier files a valid invoice for a business purchase. You verify receipt and the document, accept it in IMS, and the associated tax appears in the available section of the relevant GSTR-2B. It is then available for the eligible-ITC section of GSTR-3B, subject to your continuing legal review.

Invoice belonging to another GSTIN

An invoice appears under your GSTIN but relates to a different registration in your organisation. Rejecting it prevents that record from auto-populating as your ITC. Ask the supplier to correct the reporting so the credit is associated with the proper recipient.

Supplier correction still pending

An invoice has a material discrepancy and the supplier has promised an amendment. If the record type allows pending status, keep it pending while you obtain the corrected filing. It will be absent from the current GSTR-2B and GSTR-3B, and you must revisit it before the section 16(4) deadline.

Available in GSTR-2B but blocked by law

The system shows tax as available, but your review identifies a blocked-credit rule or an ineligible use. Do not claim the amount simply because it is auto-populated. Exclude or reverse it in GSTR-3B and document the legal reason.

Import or reverse-charge entry

An import document from ICEGATE or an RCM amount may appear in GSTR-2B without an equivalent IMS action. Reconcile it through the relevant import or reverse-charge records rather than searching for an IMS acceptance button that does not exist for that category.

Common mistakes and how to correct them

Assuming IMS covers every purchase

It does not. Separate-source records such as imports, RCM and GSTR-5 or GSTR-6 data can enter the statement outside the recipient action workflow. Build those feeds into your reconciliation checklist.

Treating GSTR-2B as a legal approval

System availability is not a waiver of the CGST Act’s conditions. Run a separate eligibility review and make the required reversal or adjustment in GSTR-3B.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Rejecting a fixable error

Rejection removes the record from automatic ITC population. Where the problem can be corrected by a supplier amendment or credit/debit note, obtain the correction and select the workflow treatment that preserves an accurate record.

Leaving every unresolved item pending

Pending status postpones the current claim and is restricted for certain credit notes and amendments. Use a dated follow-up list and escalate items approaching the section 16(4) cut-off.

Forgetting to recompute

An action taken after the draft statement or a changed action may not be reflected in the figures you are using until GSTR-2B is recomputed. Recompute immediately before finalising GSTR-3B and verify the updated sections.

Expecting the next statement before filing the current return

GSTR-2B generation is sequential. The next period is generated only after the previous period’s GSTR-3B has been filed, so an unfiled return can hold up the following statement.

A decision framework for finance teams

For high-volume taxpayers, assign each record one of four internal statuses before the return is prepared:

  • Claim: IMS treatment and the legal review both support inclusion.
  • Correct: A supplier amendment, credit note or debit note is required before inclusion.
  • Hold: Evidence is incomplete, the record type permits pending status, and a responsible person has a resolution date.
  • Exclude or reverse: The record is wrong, belongs elsewhere, is system-ineligible or fails a statutory ITC condition.

This internal classification prevents the portal’s “available” label from becoming the sole decision rule. It also makes differences between your purchase register, IMS, GSTR-2B and GSTR-3B explainable during an audit.

Key dates and rules to keep on the calendar

Event What it means
14 October 2024 IMS actions became available on the GST Portal.
14 November 2024 The first IMS-based draft GSTR-2B, for October 2024, was made available.
14th of the subsequent month Draft monthly GSTR-2B is made available under the applicable cut-off dates.
Before filing GSTR-3B Recipients can continue permitted IMS actions and revise earlier actions.
After an action or change after the 14th Recompute GSTR-2B before relying on the statement for GSTR-3B.
30 November after the financial year, or annual-return filing, whichever is earlier General section 16(4) cut-off for an invoice or debit note, subject to the specified statutory exceptions in sections 16(5) and 16(6).

Bottom line for filing decisions

Use IMS to make or record invoice-level decisions, and use GSTR-2B to see the period-level ITC result that feeds GSTR-3B. Accepting a record or seeing it as available is only the system’s treatment; the final claim must still satisfy the law. Review records before generation, recompute after late or changed actions, monitor pending items against the section 16(4) deadline, and reconcile all non-IMS sources separately.
