An AI agent should not be the sole authority on whether its own actions—or the controls around it—are trustworthy. The organization deploying it remains accountable: it should arrange risk-based review independent of the agent’s development and operation, preserve evidence people can verify, monitor the agent in use, and require human approval for consequential actions.
Who is responsible for attesting an AI agent?
The organization that deploys the agent remains responsible for deciding what it can do and whether its evidence is adequate. An agent may collect records or report that a control is operating, but its report does not independently establish that the evidence is complete, accurate, or unbiased. A person or review body needs a way to challenge the agent’s account using evidence beyond the agent’s own narrative.

This is the accountability question raised by Khushboo Kashyap, Senior Director of Governance, Risk and Compliance at Vanta, in a TechRadar Pro Perspectives article published October 1, 2026: “if an AI agent is attesting your controls, what assurance do you have over the agent itself?” The question does not imply that a universal certification scheme for individual AI agents already exists. What the standards and frameworks do—and do not—establish
NIST AI Risk Management Framework
NIST’s AI Risk Management Framework (AI RMF 1.0, 2023) supports recurring evaluation and independent review; it is voluntary and does not designate one universal agent attester. NIST says independent review can improve test effectiveness and help mitigate internal biases and conflicts of interest. Its Measure guidance calls for regular assessment, documentation of test sets and tools, evaluation in conditions similar to deployment, production monitoring, and ongoing tracking of risks. Measure 1.3 allows internal experts who were not front-line developers and/or independent assessors to participate in regular assessments. See NIST’s AI RMF Core guidance on Measure and Manage.

ISO/IEC 42001 and ISO/IEC 42006
ISO/IEC 42001:2023 is an organizational AI management-system standard. It addresses managing AI-related risks and opportunities across an organization; it is not an examination of every AI application’s details. An organization’s ISO/IEC 42001 certificate therefore should not be treated as proof that each agent behaves correctly. ISO’s ISO/IEC 42001 overview.
ISO/IEC 42006:2025 adds requirements for bodies that audit and certify AI management systems against ISO/IEC 42001, and for accreditation bodies assessing those certifiers. It concerns who audits an organization’s management system—not independent verification of every action taken by an individual agent. ISO’s ISO/IEC 42006 overview.
Agent-focused standards and identity work
NIST’s AI Agent Standards Initiative describes work on voluntary guidance, interoperable standards and protocols, agent identity and authentication research, and security evaluations. A related NIST NCCoE concept paper considers applying identity and authorization standards to agents. These are initiative and research activities, not a finished universal agent-certification system. NIST AI Agent Standards Initiative and the NCCoE concept paper.

IEEE P1968 describes a recommended-practice project for governance of autonomous AI-agent systems, including auditable and explainable decisions, independent defense-in-depth safety controls, and resilience when systems degrade or fail. Its project page says it does not prescribe specific technologies, vendors, models, or legal interpretations. It is not an already established universal certification. IEEE P1968 project page.
What should a buyer or risk owner ask?
These questions synthesize governance recommendations and NIST evaluation guidance; they are not a formal checklist published by either source.
Who controls the assessor?
Identify who reviews the agent, whether that reviewer is independent of its development and operation, and what conflicts have been disclosed. NIST recognizes independent review as one way to reduce internal bias and conflicts of interest.
Rank #3
Can someone verify evidence outside the agent’s account?
Ask for records of the agent’s identity, permissions, data and tools accessed, policies in force, decisions and actions, approvals, exceptions, and changes. Evidence should be traceable and challengeable, and should draw on relevant systems rather than relying only on screenshots collected by the agent.

Request the test methods, tools, limitations, criteria, and results, including whether testing reflected conditions similar to deployment. Coverage should address the security, reliability, privacy, and other risks relevant to the use case. A pre-deployment check alone cannot demonstrate continuing performance; NIST calls for ongoing measurement and production monitoring.
What can the agent do without approval?
Set the agent’s data access and least-privilege scope before launch. Decide which high-impact actions—such as changing access, deleting data, or moving money—require human approval, and establish how an action can be stopped or rolled back.

What triggers monitoring and reassessment?
Monitor for control drift and reassess when models, tools, permissions, connected services, policies, or operating context change. Depending on risk, runtime protections can include time-limited access, segmentation, circuit breakers, and containment.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to compare assurance options
Internal independent review, ISO/IEC 42001 certification, and an agent-focused technical evaluation address different scopes. No common scoring scheme across these options is established by the sources cited here.
| Assurance option | Primary scope | What it can support | What it does not establish |
|---|---|---|---|
| Internal independent review | A risk-based assessment by internal experts outside front-line development, or by independent assessors, following NIST AI RMF guidance. | Recurring evaluation, documented methods and evidence, deployment-relevant testing, and production monitoring. | A universal certification or assurance that an agent will remain correct without ongoing monitoring. |
| ISO/IEC 42001 certification | An organization’s AI management system. | Evidence that the organization’s management system has been assessed against ISO/IEC 42001. | Proof that every AI agent or application behaves correctly. |
| ISO/IEC 42006 certification-body requirements | Bodies auditing and certifying AI management systems against ISO/IEC 42001, and accreditation bodies assessing those certifiers. | Requirements for the organizations conducting management-system audits and certification. | Independent verification of every action by a particular agent. |
| Agent-focused technical evaluation | A particular agent or deployment, depending on the evaluation’s defined scope. | Evidence about tested behavior, safeguards, and deployment-relevant risks, when methods and results are documented. | A universal certificate or an assurance beyond the tested scope and conditions. |
When comparing any option, examine its scope, reviewer independence and conflicts, access to reproducible evidence, test coverage and deployment relevance, frequency and change triggers, and authority to require remediation or stop operation.
Why assurance must continue after deployment
A control can be documented at one point in time and still fail in a live environment. Permissions, connected tools, models, policies, or operating conditions can change; evaluation should therefore reflect the actual deployment and continue as risks evolve. NIST’s Measure guidance calls for regular assessment, production monitoring, and continued tracking of existing and emerging risks, rather than reliance on a one-time declaration.
