Identity and access management (IAM) is the broad discipline of managing digital identities and their access to systems. Identity governance and administration (IGA) is the part of that work focused on deciding who should have access, handling access over time, reviewing it, and keeping evidence that controls operated. The terms overlap: organizations may deliver IAM and IGA capabilities through one platform or connected systems, so compare what a product actually does rather than relying on its label.
What do IAM and IGA mean?
IAM is the umbrella
NIST describes IAM broadly as administering identities in a system and managing enterprise users’ roles and access privileges. In practice, IAM covers the ways an organization establishes identities and enables appropriate access to applications, data, and other resources. See the NIST CSRC glossary definition of identity and access management.

IGA governs access across its lifecycle
Gartner defines identity governance and administration as a solution for managing the identity lifecycle and governing access across on-premises and cloud environments. Its IGA market overview, updated September 2026, lists capabilities such as access request workflows, entitlement discovery, provisioning, access certification, policy controls, and audit evidence.

They are related capabilities, not necessarily separate systems.

What does the difference look like in practice?
| Situation | IAM work | IGA work |
|---|---|---|
| A person joins | Establish the identity and enable access to systems. | Connect initial access to a role or approved request, then manage it through the person’s lifecycle. |
| A person changes roles | Make relevant systems and access available for the new role. | Review what should change, approve or enforce the change, and remove access that is no longer appropriate. |
| Access needs review | Support access to the resource. | Ask a manager or resource owner to recertify access and retain evidence of the review. |
| A person leaves | Disable or remove the identity’s ability to access systems. | Coordinate lifecycle actions so associated access is removed as the relationship ends. |
| An administrator needs elevated rights | Authenticate and enable access to administrative systems. | Govern who is eligible, when elevated rights can be used, and whether they remain justified. |
These are practical distinctions, not hard product boundaries. Microsoft’s Microsoft Entra ID Governance overview illustrates lifecycle management, access changes, and privileged-access reviews alongside related enforcement capabilities.
Where do IAM and IGA overlap?
They overlap because governance decisions only matter if they can be translated into access changes, and access enforcement needs reliable identity and policy information. For example, an approval workflow may decide that a user should receive access; a provisioning process applies that decision; and an access review later checks whether the access is still appropriate.
Microsoft’s documentation connects identity governance with lifecycle management, access enforcement, multifactor authentication, Conditional Access, and privileged access. That is an example of how one vendor organizes capabilities, not a universal definition of where IGA ends. A suite may bundle functions, while an organization may connect separate tools.

How should an organization evaluate its needs?
Start with control requirements and current gaps, then map them to capabilities. Ask vendors or internal teams to demonstrate the specific workflows and evidence you need; a product’s IAM or IGA label alone does not establish coverage.
| Capability to assess | Questions to ask |
|---|---|
| Identity lifecycle | Can the process handle joiners, movers, and leavers? Does it cover nonemployees or workload identities if your organization needs them? |
| Entitlement visibility | Can you discover and maintain a useful record of accounts, entitlements, owners, and risk? |
| Requests and fulfillment | Can people request access, route it for approval, and provision it through controlled workflows? |
| Access reviews | Can managers or resource owners review access on a schedule or after relevant events, including privileged access? |
| Policy controls | Can policies support least privilege and identify conflicting access or separation-of-duties concerns? |
| Privileged access | Can administrator rights be governed through their lifecycle, including activation and review? |
| Audit evidence | Can the organization show who approved, reviewed, changed, or removed access and when? |
The principle of least privilege is to give users and workload identities only the permissions needed for their tasks, as described in Microsoft’s Microsoft Entra ID Governance best practices. Your evaluation should test how a proposed process applies that principle in the systems and workflows you actually use.

Not always. IGA is commonly treated as a governance-focused part of a broader IAM strategy, but organizations can implement its capabilities in a single platform or across connected systems. Market categories and vendor packaging can change, and product names do not guarantee that every listed governance function is included. Confirm the specific capabilities, integrations, and evidence the implementation will provide.
