HVDC transmission and battery storage address different bottlenecks. An HVDC link moves available electricity from a renewable-rich location to a distant load or another grid area. A battery absorbs electricity when it is available and releases it later, usually near the point where flexibility or capacity is needed. If the problem is geographic distance, storage alone cannot deliver power from the source to consumers. If the problem is a surplus at one time and a shortfall several hours later, a transmission line does not provide that time shift.

Most credible system plans therefore combine networks, storage and other flexibility rather than choosing one universal winner. The right choice depends on the route, renewable profile, required duration, grid connections, reliability target and alternatives available in the specific project.

What each option actually does

HVDC transmission: moving electricity across geography

High-voltage direct-current (HVDC) transmission converts alternating-current (AC) electricity to direct current, sends it over a high-voltage route, and converts it back to AC at the receiving end. The link can connect a remote wind or solar region to demand centres, move power between grid areas, or provide a controllable transfer path when the network needs specific flows.

The renewable energy must be available while the line is carrying it. An HVDC project can improve access to generation that is far from consumers and can share power between areas with different production patterns, but it does not retain surplus for a later hour after the generators and line stop supplying it.

Battery storage: moving electricity across time

A grid battery charges from the system during periods of surplus and discharges during periods of lower renewable output or higher demand. Its useful “size” has two dimensions: the maximum power it can deliver and the amount of energy it can hold. The relationship between those dimensions determines how long it can sustain an output.

Storage can be located near renewable plants, load centres or constrained substations. It can provide energy shifting as well as balancing and other flexibility services, but its value depends on the number of hours required, how often it cycles and what other resources can respond.

Why they are not interchangeable

A battery at the renewable site cannot solve a permanent lack of network capacity between that site and consumers unless it is large enough to absorb the surplus and later discharge when the corridor is available; that is a different operating pattern and may leave energy unused during long periods of high production. An HVDC line cannot cover an evening or multi-hour shortfall unless generation or another resource is producing at the time. Treat the two technologies as tools for separate dimensions of the same system problem.

Comparison at a glance

Decision axis HVDC transmission Battery storage How to interpret it
Main function Transfers electricity between distant locations or grid areas. Absorbs electricity and discharges it later. Classify the need as spatial transfer, time shifting, or both.
Best-fit constraint Remote renewable resources, long routes or cables, interconnection, or the need to control flows. A surplus at one time and a need at a later time, plus balancing and supply flexibility. Identify the binding constraint before selecting equipment.
Losses Both conductor losses and converter-station losses count. Charging and discharging create round-trip losses. State the system boundary and operating conditions for every efficiency figure.
Duration and geography Provides a path while the link and generation are available. Duration is set by the storage design; short- and long-duration applications differ. Compare route, output timing and duration separately.
Cost drivers Route, voltage, converter stations, cable or overhead construction, and the wider network alternative. Power rating, energy capacity, duration, cycling duty, siting and the flexibility it replaces. There is no meaningful price comparison without a defined project case.
System role Expands geographic access and manages transfers between areas. Shifts supply and supports reliability when renewable supply is low. Evaluate both alongside generation, demand response and other flexibility.

When HVDC is the better fit

Long-distance and subsea routes

The European Commission Joint Research Centre (JRC) assessment describes HVDC as economically attractive in some long-route situations, including long overhead lines and long cable routes, particularly subsea links. It cites about 800 km for overhead lines and about 100 km for cables as contexts in which HVDC is often economically efficient relative to HVAC. These are indicative conditions from the assessment, not universal break-even distances: terrain, right-of-way, terminal costs, voltage, utilization and the alternatives available can move the result substantially.

For a project crossing water or linking separated markets, an HVDC cable can avoid some of the technical limitations that make an equivalent HVAC route difficult. The decision still requires a route study, landing points, converter sites and an assessment of how the receiving grid will use the imported power.

Interconnecting different-frequency or weakly connected systems

HVDC can connect systems that do not operate synchronously, including grids with different frequencies, because the conversion stations decouple the AC systems. It can also provide a controllable transfer rather than allowing power to follow every parallel AC path. Those features can matter where an operator needs to limit flows, manage congestion or exchange power without creating a fully synchronized network.

Converter technology and terminal requirements

Every HVDC scheme needs converter stations in addition to the line or cable. The station design, footprint, controls and connection requirements are part of the project, not optional accessories. A line that looks efficient when only conductor losses are counted may compare differently once both terminals are included.

An HVDC screening sequence

  1. Define the transfer. Specify the renewable injection point, receiving area, expected power profile and whether the link is dedicated or shared.
  2. Map the route. Distinguish overhead, underground and subsea sections; record length, terrain, landing points and permitting constraints.
  3. Check grid compatibility. Determine whether the endpoints are synchronous, whether a controllable interconnection is needed and what network upgrades are required on each side.
  4. Choose a technical concept. Compare converter approaches, voltage level, terminal configuration and expected operating modes.
  5. Calculate whole-path losses. Include both conductors and converter stations under the intended loading pattern.
  6. Test utilization. A line sized for rare peaks may have a different value from one used frequently; assess curtailment, congestion and alternative transfers.
  7. Compare the complete system. Include generation connection, terminal sites, reinforcement of the receiving network, flexibility needs and the consequences of not building the link.

When battery storage is the better fit

Daily surplus and evening demand

Where solar or wind production regularly exceeds demand for part of a day and falls later, a battery can charge during the surplus window and discharge during the deficit. This directly addresses timing without requiring a new long-distance corridor. The battery must be sized for both the discharge power and the energy required over the chosen interval.

Short-duration versus long-duration needs

The UK government’s 2025 security-of-supply report distinguishes shorter-term batteries from long-duration electricity storage, which also includes technologies such as pumped-storage hydro. The report’s categories are a planning framework rather than a universal technical boundary. The practical question is how many hours, and in some situations how many consecutive low-renewable periods, the system must cover.

A short-duration battery may be well suited to recurring intraday shifts, ramping and local constraints. A longer-duration application may require a different storage technology, a larger energy reservoir, or a portfolio that combines storage with interconnection, flexible generation and demand response. Do not infer that a battery designed for one duty can economically perform another without examining its energy capacity, power electronics and cycling pattern.

Location and operating duty

Storage can be placed where it relieves a particular constraint: beside a renewable plant to reduce a connection bottleneck, near demand to support a constrained load area, or at a strategic network node. Its value changes with dispatch rules. A battery reserved for reliability may not be available for daily arbitrage, while one cycled frequently may have different replacement and operating requirements than a rarely used reserve.

A storage screening sequence

  1. Build the net-load profile. Use the renewable output, demand, existing generation, interconnection and curtailment pattern to identify surplus and deficit periods.
  2. Set the service objective. Separate energy shifting, balancing, contingency response, congestion relief and reliability reserve; a single battery may not be optimized for all of them.
  3. Specify power and energy independently. Record the maximum charge and discharge rate, usable energy, minimum state of charge and the target duration.
  4. Account for round-trip losses. Energy delivered later is less than energy charged; calculate the loss over the actual operating cycle rather than quoting a generic percentage.
  5. Check network position. Confirm interconnection capacity, protection, controls, fire-safety requirements, land, permitting and any upgrades needed to connect the system.
  6. Model repeated operation. Test representative days, extreme weather and prolonged low-renewable periods, including rules that preserve reserve capacity.
  7. Compare alternatives. Evaluate additional transmission, demand flexibility, generation, other storage durations and doing nothing against the same reliability target.

Efficiency and losses: compare complete paths

The JRC technical assessment gives a sample comparison that illustrates why conductor-only calculations are incomplete. In that assessment, HVAC conductors were shown with a 2% loss. An HVDC line using line-commutated converters (LCC) was shown with 1% conductor loss plus 1.4% converter-station loss, or 2.4% total. An HVDC line using voltage-source converters (VSC) was shown with 1% conductor loss plus 2.0% converter-station loss, or 3% total.

Configuration in the JRC sample Conductor loss Converter-station loss Sample total
HVAC 2% Not applicable in the comparison as stated 2%
HVDC with LCC 1% 1.4% 2.4%
HVDC with VSC 1% 2.0% 3%

These are sample values from the JRC assessment, published in 2023 and based on underlying report JRC125030 from 2021. They are not performance guarantees for every line, voltage, loading level or converter design. Actual losses vary with distance, operating point, equipment and the number of terminals.

Battery comparisons require a different boundary. Charging losses, inverter losses, auxiliary consumption and discharge losses combine into a round-trip result, while an HVDC link is delivering power continuously across a route. The JRC cautions that direct efficiency comparisons are difficult when technologies serve different technical purposes. Report the boundary, duration, loading and duty cycle before using any percentage to rank them.

Economics: why a universal winner cannot be named

HVDC economics include the route, voltage, conductor or cable choice, converter stations, terminal sites, construction conditions, utilization and network upgrades. A short, heavily used connection can have a different outcome from a long line built for occasional transfers. Subsea sections, difficult rights-of-way and connections between asynchronous systems can alter both costs and benefits.

Battery economics include power rating, energy capacity, duration, cycling frequency, degradation and replacement assumptions, site works, interconnection, controls and the value of the services provided. A battery that is economical for daily shifting is not automatically economical for rare, multi-day coverage.

The available assessments do not establish a like-for-like current cost for a specified geography, transmission route, renewable profile, battery duration and reliability target. Any project ranking that omits those inputs would imply a precision the evidence does not support. Use a common model and compare total system cost, curtailment, reliability, emissions policy, land and permitting consequences, and operational flexibility.

What system-planning studies say about portfolios

Australia’s 2026 Integrated System Plan

The Australian Energy Market Operator’s 2026 Integrated System Plan (ISP) covers the National Electricity Market and plans through 2050. Its stated conclusion is: “The 2026 ISP reaffirms that renewable energy, connected by transmission and distribution, firmed with storage and backed up by gas, presents the least-cost way to supply secure and reliable electricity to consumers through to 2050, as coal plants retire and while meeting government policies.”

This is a finding for that market, planning scope and policy context. It supports combining network expansion with storage and backup rather than treating one asset as a complete replacement for the others. It should not be transferred unchanged to another country, market design or project.

U.S. Energy Information Administration framing

A 2018 EIA study examined HVDC’s possible role as non-dispatchable generation grows and recognized storage and flexible generation as other mitigation options. Its study summary states: “One such technology is high-voltage direct current (HVDC) transmission lines.” Because the study is from 2018, it is useful for understanding the option set, not for a current price or a universal technology ranking.

United Kingdom security-of-supply framing

The UK government’s 2025 security-of-supply report describes storage as harnessing clean energy when it is abundant and releasing it when supply is low. It discusses both shorter-term batteries and longer-duration electricity storage, including pumped-storage hydro. That framing reinforces the importance of matching storage duration to the supply gap instead of treating “battery” as one uniform product.

Which option fits common project situations?

Remote wind or solar with insufficient export capacity

Start with transmission. If the renewable plant is producing power that cannot reach consumers because the corridor is the binding constraint, an HVDC route or another network solution addresses the geographic bottleneck. A battery may reduce short-lived peaks or move some energy to a less constrained period, but it does not create sustained export capacity by itself.

Local midday surplus followed by an evening shortfall

Start with storage analysis. A battery can absorb the surplus and discharge later at the same location or nearby. Compare its required duration and cycling duty with network reinforcement, demand flexibility and other generation options.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Two grids that need a controllable exchange

HVDC deserves priority in the technical screening when the systems are asynchronous or when operators need explicit control of the transfer. The converter stations and endpoint reinforcements must be included in the design and cost case.

Several days of low renewable output

Do not assume a conventional short-duration battery is sufficient. Define the required energy over the full event, examine long-duration storage and flexible generation, and consider whether stronger interconnection can diversify the supply. The answer may be a portfolio rather than a single asset.

A renewable-rich region and a constrained load centre

Model both options together. Transmission can import energy from the region, while storage at the load centre can shift imports or local generation across hours and provide reserve. Their value may be complementary when the line is available but output timing still varies.

A project decision method that avoids false comparisons

  1. Write the problem in one sentence. For example: “Power is available in area A but cannot reach area B,” or “Surplus occurs between these hours and demand rises later.” If the sentence contains both problems, plan to test a combined portfolio.
  2. Define the geographic boundary. Identify generation, load, existing lines, interconnectors and candidate storage sites. Record whether the proposed transfer crosses a sea, a national boundary or an asynchronous grid interface.
  3. Define the time boundary. Use representative daily patterns plus stressed conditions. State whether the requirement is minutes, hours, repeated daily shifting or coverage of prolonged low supply.
  4. Set the reliability target. Specify the events the solution must cover and the allowed curtailment, unserved energy or reserve shortfall. A solution sized for normal days may fail the target during extremes.
  5. Build comparable cases. At minimum, model an HVDC case, a battery case, a combined case and credible alternatives such as HVAC reinforcement, other storage, flexible generation or demand response.
  6. Use complete asset boundaries. Include converter stations and network upgrades for HVDC; include inverters, auxiliaries, interconnection, usable energy and replacement assumptions for batteries.
  7. Test operational rules. Optimize or simulate dispatch under the same market, reserve and curtailment rules. A nominal capacity has little meaning without an operating policy.
  8. Evaluate non-cost constraints. Check route permissions, land, environmental impacts, safety, supply-chain risk, construction time, public acceptance and the ability to expand later.
  9. Report uncertainty explicitly. Show which assumptions drive the result and how the ranking changes when route length, utilization, storage duration, fuel prices or policy constraints change.

Common mistakes and how to correct them

  • Calling a battery a substitute for a transmission corridor. Correct the claim by identifying whether the unmet need is export capacity or time shifting.
  • Calling an HVDC line a storage asset. A line transfers power while generation and the link are available; it does not retain surplus for later use.
  • Using the 800-km or 100-km figures as rules. Present them as indicative JRC contexts and perform a project-specific route and network assessment.
  • Quoting conductor losses alone. Add converter-station losses and state the loading conditions and system boundary.
  • Comparing a battery’s round-trip percentage with a line’s transmission percentage. Explain that the assets perform different jobs and use a common service-based model.
  • Treating all batteries as the same duration. Specify power, usable energy and required hours, then consider long-duration options for longer events.
  • Transferring one market’s least-cost conclusion everywhere. The AEMO ISP finding applies to the Australian National Electricity Market and its 2050 planning assumptions, not automatically to another grid.
  • Presenting an old study as a current quotation. Identify the EIA analysis as a 2018 study and use it for framing rather than a present-day cost claim.
  • Choosing before defining the project. Without geography, route, renewable profile, duration and reliability target, leave the ranking open and state what information is still needed.
