“Hundred dollar PC” is a label for an aspiration: personal computing cheap enough that cost stops being the main barrier. It is not a hardware specification, and it does not mean any particular device sells for exactly $100. Its strongest historical link is the One Laptop per Child (OLPC) project and its XO laptop, which is where the phrase became attached to a specific product effort.
What the phrase means
In ordinary language, a “hundred dollar PC” names a cost goal. The wording fixes nothing about processor, memory, storage, operating system, or form factor. Two related uses appear in the sources:

- A project name. The OLPC “$100 laptop” is the best-known case, and the phrase is closely tied to that effort.
- A general cost goal. A 2013 institutional publication used the term while discussing very low-cost computing, simple operating systems, battery operation, and settings with limited electricity. Here the phrase describes a category of inexpensive computing, not one machine.
A third, looser use is a personal build budget. Readers sometimes ask whether a hundred dollar PC can be assembled from parts, and an informal forum post on the subject describes that budget as hard to meet for a modern build. That is one person’s view, not a measured finding about what can be built today.

Where the label comes from: OLPC and the XO
OLPC’s project FAQ describes the organization as developing a sufficiently inexpensive laptop to expand children’s access to knowledge and modern education. The FAQ says the project initially depended on large-scale procurement through national government agencies to reach economies of scale. It also warns that some of its information may be out of date, so read it as a statement of intent and of the distribution model, not as current purchasing information.

The XO as the reference device
A historical OLPC-related page associates the “$100 laptop” label with the XO and reports initial distribution in November 2007. A 2007 design interview describes the machine as built for children, and the features it discusses follow from that setting: wireless connectivity, low power consumption, a screen meant to be readable outdoors, and a body designed to resist dust and impacts. These were design goals of that project and period. They are not a verified specification for any device sold today.

Why $100 is not a transaction price
The phrase does not promise that every XO was sold for exactly $100, and it does not say that a new PC can be bought for $100 now. Procurement volume, production scale, market, and distribution channel all change what a device costs a given buyer. Historical reporting on the XO initiative has also used different cost figures, so any single number depends heavily on which figure, which buyer, and which year is meant. The label names a goal and a project identity; it is not a price list.

Figures that need their context
No current, broadly applicable statistic about the price or impact of hundred dollar PCs is established by the sources available here. The dated figures that do appear, such as the November 2007 initial XO distribution and the 2007 design interview, belong to the XO project and should be repeated only with that setting and date attached.

How to read the term when you encounter it
- Identify which usage the writer means: a project name, a general cost goal, or a personal build budget.
- Check whether the claim is historical or a current offer. OLPC material in particular describes a past program.
- Attach a year and market to any price. Ask whether it applies to new, used, or refurbished units, and whether it reflects bulk government purchasing or a retail sale.
- Separate design goals, such as outdoor readability or low power draw, from specifications you can verify on a current product listing.
- Check current regional prices and availability independently. The sources here do not establish what $100 buys today, and that answer depends on country, date, and whether you buy new or used.
In short, treat “hundred dollar PC” as a cost aspiration with a strong historical association with OLPC’s XO. Any specific claim about what $100 buys should be checked against a dated, region-specific source before you rely on it.
