A mortgage application may be evaluated by an automated underwriting system, a person, or a combination of both. An automated recommendation is not automatically the lender’s final decision. If you are denied, the lender still has to give specific, accurate reasons for the adverse action, and you can ask what information drove the outcome and whether corrected or updated information can be considered.
What “automated” and “human” underwriting mean
Underwriting is the evaluation of information about a mortgage application. A lender may use an electronic tool, manual underwriting by staff, credit models, or a combination. The exact process can vary by lender and loan.

For certain Home Mortgage Disclosure Act reporting, the CFPB defines a covered automated underwriting system (AUS) as an electronic tool developed by a securitizer, federal government insurer, or federal government guarantor to evaluate mortgage applications. That is a reporting definition for covered circumstances—not a complete description of every tool a lender might use internally.
| Approach | What it tells you | What it does not establish by itself |
|---|---|---|
| Automated underwriting | An electronic system evaluated application information and generated an output. | That the output was the lender’s final approval or denial, or that a person did or did not review the file. |
| Manual underwriting | A person evaluates the application under the lender’s process. | That the lender used no automated tools or credit models at another stage. |
| Combined process | People and tools may both contribute to evaluating the application. | Which input controlled the outcome unless the lender explains its process. |
The CFPB’s ECOA examination procedures ask entities how they use manual underwriting, automated underwriting, credit models, or combinations. That supports the conclusion that approaches vary; it does not establish one universal workflow for borrowers.

What an automated recommendation means for your application
Do not assume that an AUS recommendation is the final decision unless the lender’s own documentation says so. Ask the lender whether a person reviewed your file, which information or conditions affected the outcome, and whether the lender accepts corrected or updated documents or offers another review.
The reviewed federal guidance does not establish a universal right to human reconsideration or manual underwriting after an automated result. Whether another review is available depends on the lender and loan. Treat reconsideration, a different loan product, or an opportunity to submit updated information as questions to ask—not guaranteed options or outcomes.

What a mortgage denial notice must explain
Federal adverse-action notice requirements apply regardless of the technology used to make a credit decision. In Consumer Financial Protection Circular 2022-03, the CFPB states: “The adverse action notice requirements of ECOA and Regulation B, however, apply equally to all credit decisions, regardless of the technology used to make them.”

What to do after a denial
- Read the notice. Identify the principal reasons the lender gives for the adverse action and note anything that is unclear.
- Ask the lender to clarify. Ask what the stated reasons mean in your case and whether any application information was missing, incomplete, or inaccurate.
- Ask about next steps. Find out whether the lender will consider corrected or updated information, a different loan product, or another review. Availability is lender- and loan-specific.
- Check whether the decision involved a credit report or valuation. If it did, use the notice and request the relevant documents before deciding what to challenge.
If the decision was based on your credit report
The CFPB’s consumer guidance, last reviewed December 31, 2024, says a notice for an application rejected based on a credit report should provide the numerical credit score used, key factors affecting that score, the reporting company’s contact information, the right to a free report from that company within 60 days, and information about correcting errors or adding information.
Use the notice to identify the reporting company and obtain the report. Check it for inaccurate or incomplete information. If you find an error, dispute it with both the reporting company and the company that supplied the information. If the notice’s details are missing or unclear, ask the lender for an explanation.

If the appraisal or another valuation may have affected the decision
Regulation B includes provisions for appraisal and other written valuations. The CFPB’s ECOA valuation materials point to Regulation B § 1002.14 and its official interpretations. Request and review the appraisal or other written valuation documents, then raise specific factual concerns with the lender.
Reviewing or challenging a valuation is a way to identify possible errors; it does not guarantee a new appraisal, a particular appeal process, or a reversal. Ask the lender what process applies to your loan.

Where to get independent housing or credit counseling
HUD-participating housing counseling agencies may offer credit counseling and pre-purchase or homebuyer education. Use HUD’s housing counseling agency search or phone line to find help, and confirm that the service you need is available locally; agencies do not all offer every type of counseling. HUD says counseling cannot be conditioned on using products or services offered by the agency, its affiliates, or community partners.
Recent Regulation B context
The CFPB’s Regulation B resource reports that a final rule issued April 22, 2026 amended provisions concerning disparate impact, discouragement, and special purpose credit programs. The CFPB says the rule removed the regulation’s “effects test,” modified the discouragement prohibition, and changed special-purpose-credit-program provisions. Those changes do not establish whether a particular mortgage application was reviewed by a person or whether an AUS recommendation was final. Because rules and lender procedures can change, consult current official materials and ask the lender about the rules and process applicable to your application.
This is general information, not an assessment of an individual lending decision. State requirements, loan-program procedures, and lender policies may affect the steps available in a particular case.
