XRP’s 100 billion figure is a genesis supply, not a monthly issuance target. All 100 billion XRP were created when the XRP Ledger launched. The protocol did not mine them into existence, and its rules say no additional XRP can be created beyond that initial amount. Ripple’s escrow changes when existing XRP becomes available; it does not mint new coins. Total supply can nevertheless fall below 100 billion because every transaction destroys its fee. Raising the ceiling would require a protocol amendment approved by more than 80% of trusted validators continuously for two weeks, followed by network adoption.
What the 100 billion XRP cap actually means
The 100 billion number is the amount created at the XRP Ledger’s launch. An SEC-filed XRP prospectus describes this as a fixed supply intended to remain unchanged, contrasting XRP with assets created progressively through mining. The same filing states that no XRP beyond the initial issuance can be created under the protocol.

That is a statement about creation, not about how many tokens are currently available to trade. Some XRP has been transferred, some is held by Ripple, some is locked in escrow, and a small amount has been destroyed as transaction fees. Those categories explain why a current supply dashboard may show figures below or far below the original 100 billion.

The allocation table is therefore a history of the initial creation event. It is not a current ownership statement, and it does not mean Ripple controls all XRP today.

How escrow changes availability without increasing supply
By the end of 2017, Ripple had placed 55 billion XRP into cryptographically secured, on-ledger escrow. The escrow contracts were designed to release up to 1 billion XRP in succession each month. XRP not used from a monthly release is placed back into escrow under the contract rules.
Escrow is a timing mechanism. It moves already-created XRP between a locked state and a spendable state. When a release occurs, the amount that can potentially be used increases, but the genesis total does not. When an unused amount is re-escrowed, availability decreases again without any coins being destroyed or newly created.

Those figures should not be added to a current circulating-supply number without checking dates and definitions. Escrow balances can change as releases and re-escrows occur, and a company report is a dated issuer disclosure rather than a real-time ledger query.
Why XRP’s total supply is below 100 billion
The XRP Ledger destroys transaction fees. Its documentation states that the transaction cost is not paid to any party; the XRP is irrevocably destroyed. The documented minimum standard transaction cost is 10 drops, equal to 0.00001 XRP. The required cost can be higher when the network is busy.
A useful accounting model is:
total supply remaining = 100 billion XRP created at launch − all transaction fees destroyed over time

Because the destruction is irreversible, the remaining total supply can only stay level or decline through this mechanism; escrow releases cannot push it above the amount originally created. The burn from an individual ordinary transaction is tiny, but it accumulates across the ledger’s lifetime.
A dated supply snapshot
A Federal Register notice dated November 28, 2025 reported approximately 99.98 billion XRP in total supply and about 60 billion XRP in circulation as of October 2025. These are snapshots tied to the notice’s date and methodology, not permanent numbers. The approximately 20 million XRP difference between 100 billion and 99.98 billion is consistent with cumulative fee destruction, while the much larger gap between total and circulating supply reflects XRP not counted as circulating under that source’s definition.
Total supply, circulating supply and escrow are different measurements
Supply claims become misleading when these terms are treated as synonyms. Use the label and observation date attached to each number.

Can Ripple create more XRP?
Under the current protocol rules, no. Ripple can transfer XRP it controls, place XRP into escrow, allow escrowed XRP to become available, or return unused releases to escrow. None of those actions creates a unit beyond the original 100 billion.
The company’s ability to manage a large allocation is therefore different from a minting privilege. A release can affect the amount available to the market at a particular time, and a transfer can change who holds XRP, but neither changes the protocol’s creation total. The only routine process that changes the total itself is destruction of transaction fees, which moves the number downward.
What would have to happen to change the cap?
A higher ceiling would require changing the XRP Ledger’s issuance rules at the protocol level. The amendment process is a governance route for such a change, not evidence that a change has been proposed or approved.
- An amendment must be implemented. Developers would need to write and publish a protocol change that alters the issuance or supply-ceiling rule.
- Validators must signal support. The amendment process measures support from trusted validators running the ledger software.
- Support must exceed 80% continuously for two weeks. The threshold is more than 80%, and the support period must run without falling below that level.
- The amendment becomes permanent for subsequent ledgers if it passes. The documentation says an amendment that clears the threshold applies permanently to all subsequent ledger versions.
- The network must adopt compatible software. Validators and other participants still need to run versions that implement the change. A vote alone does not make non-upgraded software follow a new rule.
If support drops below 80% during the two-week window, the period restarts. Disabling an amendment that has already been enabled requires another amendment. These safeguards make a supply-rule change a sustained, visible governance event rather than a unilateral company action.
Authoritative records available for this topic do not identify an approved amendment that raises XRP’s cap. It is therefore inaccurate to describe a larger cap as an active feature or an announced increase.
How to evaluate an XRP supply claim
When a wallet, exchange, article or social-media post quotes an XRP number, check it in this order:

- Identify the measurement. Ask whether the figure is genesis supply, total supply, circulating supply, Ripple-held XRP or escrowed XRP.
- Check the observation date. The most recent figures cited here are dated March 31, 2025, for Ripple’s report, and October 2025, for the Federal Register snapshot. Neither should be presented as a live 2026 balance.
- Read the methodology. “Circulating” depends on what the reporting source counts as available to the market. It cannot be inferred reliably from a single company wallet.
- Separate release from creation. A monthly escrow release changes availability of existing XRP; it does not add to the 100 billion created at launch.
- Look for an actual amendment record before claiming the cap changed. A hypothetical code change, a validator discussion or a company statement is not the same as an amendment that passed the required threshold and became active.
What the cap means for holders and analysts
The cap limits protocol-level creation, but it does not fix the number of XRP that will circulate at any particular time. Escrow schedules, company and early-holder transfers, market classifications and fee destruction all affect the figures people see.
For valuation or dilution analysis, use a dated circulating-supply figure and state its source. For network accounting, use total supply after burns. For questions about future availability, examine escrow terms and release behavior. Combining those answers into one unlabeled “supply” number can make a correct figure appear to contradict another correct figure.
The practical bottom line is precise: XRP began with 100 billion units, no additional units can be created under the current rules, escrow only controls timing, and transaction fees gradually reduce the amount that remains. Changing that ceiling would require a formal amendment with sustained support from more than 80% of trusted validators for two weeks and implementation across the network.
