Short answer: a WWE game does not obtain every wrestler image directly from the individual performer. WWE owns substantially all WWE characters and exclusively licenses rights it does not own through agreements with its Superstars. WWE then grants the cleared WWE game package to Take-Two and its 2K label under a multi-year publishing agreement. The chain can also require separate permissions for a former wrestler’s estate, a ring name, entrance music, footage, logos or another third-party element.
That is why a wrestler can be present on television but absent from a particular game, appear only as downloadable content (DLC), or return in a later release after rights and production issues are resolved.

The rights chain behind a WWE game character
A playable wrestler combines several kinds of intellectual property. The performer’s persona is one layer; WWE’s trademarks and audiovisual material are another; the game software and its digital distribution are additional layers. Each must be cleared for the specific product, territory, platform and release period.

Representative WWE talent-contract language distinguishes “Original Intellectual Property” from “New Intellectual Property.” Under the cited representative filing, New Intellectual Property associated with a wrestling performance is assigned to WWE in perpetuity. The listed material includes a performer’s legal name, nickname, ring name, likeness, personality, character, caricatures, voice, signature, costumes, props, gimmicks, gestures, routines and themes.

That wording explains why a game can reproduce more than a face scan. A character model, entrance presentation, taunts, signature moves, music theme and costume can all be part of the licensed persona package. The treatment of Original Intellectual Property is contract-specific, so the representative language is not a universal summary of every performer’s deal.
2. WWE’s brand and media rights
WWE says it owns the rights to substantially all of its characters and exclusively licenses the rights it does not own through agreements with its Superstars. Its copyright page also states that WWE marks and Superstar names, including examples such as John Cena, “Stone Cold” Steve Austin and The Undertaker, are protected by state, federal and international trademark laws. WWE audiovisual material can also be protected by copyright.
These rights matter even when a performer controls some personal or pre-WWE material. A game using a WWE-branded character may need WWE permission for the name, logo, footage, match presentation, commentary or other media elements in addition to any performer or estate consent.
3. The publisher’s license
WWE and 2K announced an exclusive multi-year agreement granting 2K worldwide publishing rights for WWE games. A later TKO Group Holdings filing confirms a multi-year Take-Two agreement to produce and sell WWE-branded console games. “Worldwide” describes the publishing grant; it does not mean that every individual character, song or historical clip is automatically cleared in every country.
4. The game-software license
The WWE 2K25 manual says that 2K and its licensors own the game’s content, including characters, names, likenesses and trademarks. Players receive a limited license to use the software. Buying a copy therefore does not give a player permission to reproduce a wrestler’s likeness in merchandise, a commercial video, a competing game or another product.

| Layer | What it covers | Practical consequence |
|---|---|---|
| Performer agreement | Names, likeness, personality, character, voice, costumes, props, gestures, routines and themes when treated as New Intellectual Property | WWE may use the defined persona in licensed products, including games, subject to the contract |
| WWE brand rights | WWE marks, Superstar names and protected audiovisual material | A game must clear WWE branding and media, not just a performer’s face |
| Take-Two/2K publishing agreement | Worldwide, multi-year rights to publish WWE-branded console games | 2K can release the game within the scope of the WWE agreement and other clearances |
| Game software license | Characters, names, likenesses, trademarks and the rest of the game content | The purchaser gets a limited play license, not commercial likeness rights |
Does WWE own the wrestler’s character or does the wrestler?
There is no single answer for every wrestler. For many current WWE personas, the contract structure gives WWE ownership of New Intellectual Property in perpetuity. The same representative filing treats Original Intellectual Property differently, and individual agreements can define what belongs to the performer, what is assigned to WWE and what is licensed for a limited term.
“Character” can also mean several things. A performer may have a legal name, a WWE ring name, a pre-WWE gimmick, a costume design, a signature gesture and a theme song that originated with different parties. A game may clear each element separately. A former wrestler might be available under a real name but not under a trademarked ring name, or an estate might control a deceased performer’s likeness while WWE controls footage from a WWE match.
Why a wrestler can be missing from a WWE 2K roster
An absence is not proof that WWE has permanently lost the right to use a person, and it is not proof that the performer refused a deal. Several explanations can produce the same on-screen result.
Unresolved or expired likeness terms
A contract may require a new approval, cover only a stated term, or define particular products and territories. Even where one agreement assigns rights in perpetuity, another element of the package can remain term-limited. A release cannot ship until the necessary permissions are in place.
Former-promotion, estate or ring-name rights
A former wrestler may have used a name or character associated with another promotion. An estate can control posthumous likeness rights. WWE may also need to confirm that a historical nickname, logo or footage can be used in the intended countries and platforms.

Music, footage and other third-party clearances
Entrance music often involves composers, record labels or publishers. A video package can contain footage licensed from another owner. A logo on a costume may belong to a third party. If one component cannot be cleared for the game’s territories, the character may be delayed, altered or omitted even when the wrestler’s likeness itself is available.

WWE filings say DLC can add characters and game modes. A roster is therefore a product and scheduling decision as well as a rights decision. Developers may prioritize current television talent, a historical theme, a showcase mode or a planned DLC pack. A wrestler can be legally usable but not selected for that release.
Because private contracts are not public in full, it is unsafe to claim that every former WWE performer automatically remains licensed or automatically loses all rights after leaving.
How legends and estates are licensed
Legend appearances usually require the same rights analysis, with more parties potentially involved. The relevant questions are whose persona is being depicted, who controls the estate if the performer is deceased, and whether WWE already owns the applicable character elements.
Living former performers
A living former performer may negotiate a new appearance, license a likeness for a defined term, or have prior contract language covering the requested product. The game team still has to verify the ring name, likeness, costume, voice, entrance and any associated music or footage.

Deceased performers and estates
An estate can control publicity or likeness rights under applicable law and can approve or reject use of a performer’s image. Estate approval does not by itself clear WWE footage, a trademarked name or a theme song; those can remain separate permissions.
Historical characters
Some legends are represented through a WWE-owned character package, while others involve Original Intellectual Property or elements created outside WWE. The contract history determines whether the character can be used, for how long and in which products.
Base roster versus DLC: what the label tells you
Being in DLC does not necessarily mean a wrestler has weaker rights or that WWE paid a special likeness fee. DLC can reflect development timing, a post-launch return, a themed expansion or a commercial release plan. Conversely, inclusion in the base roster does not prove that every future game, platform or territory is covered by the same clearance.
| Release placement | What it can indicate | What it cannot prove |
|---|---|---|
| Base roster | The character was cleared and scheduled for the shipped game | That the same rights automatically cover later games, territories or products |
| DLC pack | Additional characters or modes were added after or alongside the main release | That the performer has a different royalty rate or weaker ownership position |
| Absent from release | The character was not shipped in that product | Whether the cause was rights, music, footage, scheduling, budget or selection |
What players do and do not receive when they buy the game
The WWE 2K25 manual’s limited-license language is important for creators. A purchaser can play the game and use its built-in creation tools within the software’s terms. The purchase does not transfer ownership of a wrestler’s name, face, voice, entrance, costume, trademark or the underlying game assets.
That distinction matters if you upload a video, sell custom merchandise, run a paid league, build a commercial advertisement or distribute extracted character files. The game license and any platform rules govern ordinary play; commercial exploitation can require separate permissions from WWE, a performer, an estate, a music owner or another licensor.

How to analyze a specific wrestler or game release
- Identify the exact product. Record the game title, edition, platform, territory and release year. A console version and a mobile or other product can have different rights packages.
- Separate the persona elements. List the ring name, legal name, likeness, voice, costume, props, gestures, routines, theme music, logos and footage you expect to see.
- Ask who may control each element. Possible rights holders include WWE, the performer, an estate, a former promotion, a music publisher, a record label or a trademark owner.
- Check the product treatment. Determine whether the character is in the base roster, a named DLC pack, a special edition or absent. This describes the release decision, not the entire ownership picture.
- Read the game license. Use the current manual or end-user terms for the platform and edition you own. Those terms define what your purchase permits.
- Avoid inferring private economics. Public sources do not disclose each performer’s royalty rate, fee or approval process. Do not treat a rumor or a roster omission as evidence of a specific payment dispute.
What the public business figures show
WWE’s official Consumer Products page, accessed in 2026, reports more than 95 million console fighting-game units sold and 150 million mobile-game downloads. Those figures describe broad product reach; they do not identify sales for a particular wrestler, edition or license.
TKO Group Holdings reported $136.4 million in WWE consumer-products licensing and other revenue for 2025, compared with $111.1 million in 2024, in its 2025 Form 10-K filed in 2026. The filing combines licensing and other revenue categories, so it should not be read as a WWE 2K-only total or as a performer royalty pool.
What is still not public
- The individual likeness fee or royalty for a named wrestler.
- The complete contract status of every current legend, former performer or estate.
- The exact expiration date and all commercial terms of the WWE/Take-Two agreement.
- Whether a particular song, logo, clip or costume was the reason a character was omitted.
- Eligibility for any specific retail affiliate or promotional program.
Those details require a contract, an official announcement or a direct statement from the relevant rights holder. A roster database alone cannot supply them.

Bottom line for readers
WWE games use a layered rights chain: performer agreements define or license persona elements, WWE controls its characters and marks or obtains exclusive rights from Superstars, Take-Two and 2K publish under a multi-year WWE agreement, and the game’s manual grants players only a limited software license. A missing wrestler, a legend’s return or a DLC placement can therefore reflect contract scope, estate or former-promotion rights, music and footage clearances, territory, timing or simple roster planning. The only reliable answer for a particular character comes from the specific contract and release, not from the wrestler’s fame or from whether the name appears in one game.
Frequently Asked Questions
Does a WWE 2K roster prove who owns a wrestler’s likeness?
No. It shows what that release shipped. Ownership and licensing can differ by persona element, contract term, territory, platform and third-party clearance.
Why can a wrestler’s face appear while the original entrance music is missing?
The likeness and music are separate rights. WWE or a performer may clear the persona while a composer, publisher or record label has not licensed the song for the game’s territories.
Can I sell a video or merchandise using a WWE 2K character I bought?
Buying the game grants a limited play license under the manual; it does not grant commercial rights to a wrestler’s likeness, WWE trademarks or extracted game assets.
