Western sanctions have not stopped Russia from exporting oil. They have rerouted most shipments to Asia, forced longer and riskier voyages, restricted access to Western shipping and insurance, and pushed Russian crude into larger discounts. The immediate result is usually lower revenue per barrel rather than a complete loss of export volume.
That distinction matters. Russia can still sell millions of barrels a day to buyers such as China and India, but sanctions and enforcement determine how much of the global benchmark price it ultimately receives, how expensive delivery becomes, and how much tax and foreign-currency income reaches the government.

What Western sanctions changed
The sanctions regime introduced by the G7 and European Union in 2022 combined import bans with restrictions on maritime services and a price-cap system. Its stated economic logic was to keep Russian oil available to world markets while denying the Kremlin unrestricted access to Western shipping, insurance and finance when cargoes were sold above the permitted cap.

Europe’s share of Russian crude and condensate exports fell from 51% in 2020 to 12% in 2024 and 11% in the first half of 2025, according to the U.S. Energy Information Administration (EIA). Asia and Oceania accounted for 81% of Russian exports in 2024. The barrels still moved, but they traveled farther, used more complicated logistics and often sold at a discount.

Trade was rerouted, not erased
EIA data put Russia’s average crude and condensate exports at about 5.0 million barrels per day from 2020 through 2024 and 4.3 million barrels per day in the first half of 2025. Those figures include crude and condensate, and the 2025 number is preliminary. A lower average does not by itself prove that sanctions caused every decline: production policy, refinery demand, maintenance, weather and market prices also affect shipments.
The destination shift is nevertheless unmistakable. China averaged 2.2 million barrels per day of Russian crude and condensate in 2024. India received 1.7 million barrels per day that year and 1.6 million barrels per day in the first half of 2025. These two markets became the principal outlets for cargoes that previously went to European refiners.
What changed for each part of the oil business
| Area | Effect of sanctions | What the evidence shows |
|---|---|---|
| Export volume | Large volumes continued, although monthly totals fluctuate. | EIA recorded 4.3 million barrels per day of Russian crude and condensate exports in the first half of 2025; IEA reported 6.9 million barrels per day of total Russian oil exports in November 2025. |
| Realized price | Russian grades sold below comparable global benchmarks. | U.S. Treasury analysis found the discount widened from roughly $12–13 per barrel in October to about $19 per barrel after stronger enforcement in 2024. |
| Shipping and insurance | Western services became conditional on compliance with the cap, increasing the value of alternative fleets and insurance. | Longer voyages and shadow-fleet enforcement raised transaction, compliance and operational costs. |
| Destinations | European demand was replaced mainly by Asian demand. | Asia and Oceania took 81% of Russian exports in 2024; China and India were the largest individual buyers. |
| Government income | Lower prices and higher costs reduce taxable margins even when barrels are sold. | Treasury reported a 40% reduction in Russian oil tax revenue during the first nine months of 2024’s initial enforcement phase, while exports remained stable. |
| Global supply risk | Keeping barrels in the market limits an immediate supply shock, but tighter enforcement can remove ships or delay cargoes. | Price and volume effects depend on enforcement, available tankers, refinery demand and world oil prices. |
How the price-cap system works
The cap is not a blanket prohibition on every barrel of Russian oil. It is a condition on access to participating countries’ maritime services, including shipping, insurance, brokering and related finance. A buyer or trader that can document a sale at or below the applicable cap can generally use those services; a transaction above the cap risks losing access or triggering sanctions exposure.
Why the policy targets the margin
Russian oil can remain physically available while its seller receives less. If a refinery still needs crude, it may buy a sanctioned-origin cargo, but the buyer, trader and shipowner have incentives to demand compensation for legal, logistical and reputational risk. A wider discount transfers part of the sanctions cost from the buyer to the Russian seller.
Treasury’s February 23, 2024 assessment described the result this way: “The data shows that that coalition sanctions enforcement is successfully forcing Russia to sell oil at a discount while Russian oil export markets have remained stable.” The statement captures the intended trade-off: preserve supply, reduce Moscow’s price.

Why enforcement changes the outcome
Early in the program, ships and intermediaries could rely on established routes and documentation. Later enforcement actions targeted false attestations, opaque ownership, ship-to-ship transfers and vessels associated with evasion. When compliant tonnage becomes harder to obtain, Russia and its customers may use older vessels or a loosely defined “shadow fleet.” That can preserve exports but adds insurance, maintenance, port-access and accident risks.
Sanctions therefore work through several channels at once:
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- A buyer negotiates a lower purchase price to compensate for compliance and delivery risk.
- A shipowner charges more for a long voyage or declines the cargo entirely.
- An insurer or bank requires additional documentation, collateral or a higher premium.
- A cargo may need a longer route, a transfer at sea or a different discharge port.
- New designations can strand vessels, delay payment or force a rapid change of intermediary.
None of these mechanisms guarantees a fixed discount. The result moves with Brent and other benchmarks, tanker availability, exchange rates, refinery margins and the credibility of enforcement.
Sanctions timeline: from import bans to tighter enforcement
2022: the basic architecture
In 2022, G7 and EU measures combined restrictions on seaborne imports of Russian oil with the maritime-services price cap. The design attempted to avoid removing Russian barrels from the world market, since a sudden loss of a major exporter could drive a global price spike and erase the intended pressure on Russian revenue.
2024: evidence of a larger discount
Treasury’s analysis found that the first phase reduced Russian oil tax revenue by 40% in the first nine months while export volumes stayed stable. As enforcement strengthened later, the discount on Russian crude widened from approximately $12–13 per barrel in October to about $19 per barrel. Stable shipments alongside a bigger discount are the clearest evidence that the policy initially reduced earnings more effectively than it reduced physical supply.

July 2025: the EU’s 18th package
The European Union’s 18th sanctions package lowered the price cap and expanded action against shadow-fleet circumvention. A lower cap can increase the potential discount, but it also raises the risk that some cargoes lose access to established service providers and must shift to less transparent logistics.
November and December 2025: weaker prices and revenue
By late 2025, market prices and export volumes both became more adverse for Russia. The IEA reported that Russian oil exports fell by roughly 400,000 barrels per day in November 2025 to 6.9 million barrels per day. Urals crude fell $8.20 per barrel to $43.52, and monthly export revenue dropped to $11 billion, the lowest level since the invasion began.
Why Russian oil still reaches China and India
Sanctions do not prohibit every country from buying Russian oil. China and India can purchase cargoes using commercial arrangements that do not depend on the full package of Western maritime services, or they can negotiate prices and documentation that keep transactions within the relevant rules. Their refineries also have an economic reason to accept discounted feedstock.
China
China’s 2024 average of 2.2 million barrels per day made it the largest single destination in the EIA data. Chinese refiners can blend Russian grades with other crude, adjust refinery runs and use ports connected to established Asian logistics. The commercial calculation is straightforward: a discount can outweigh added freight and compliance costs.

India
India’s Russian crude intake reached 1.7 million barrels per day in 2024 and 1.6 million barrels per day in the first half of 2025. Indian refiners have imported, processed and resold petroleum products, subject to applicable rules and origin requirements. The country’s purchases demonstrate why rerouting is possible even when European demand collapses: a large refining system can substitute suppliers when the delivered price is attractive.
Why rerouting has limits
Asia is not an unlimited replacement market. Longer voyages consume more fuel and tanker days, ports have finite capacity, and each buyer has storage, refinery and diplomatic constraints. A ship that takes weeks to travel from a Baltic or Black Sea port to Asia cannot make as many trips as one serving a nearby European refinery. Those physical limits raise freight costs and can reduce the netback received by the exporter.
What the price and revenue data show
| Measure | Figure | Source, date and qualification |
|---|---|---|
| Russian crude and condensate exports | 5.0 million barrels per day | EIA average for 2020–2024. |
| Russian crude and condensate exports | 4.3 million barrels per day | EIA, first half of 2025; preliminary data. |
| Russian oil exports | 6.9 million barrels per day | IEA, November 2025; the measure covers total oil exports and is not directly interchangeable with EIA’s crude-and-condensate series. |
| Discount on Russian crude | About $19 per barrel | U.S. Treasury’s 2024 analysis after stronger enforcement; the earlier October discount was roughly $12–13 per barrel. |
| Monthly export revenue | $11 billion | IEA estimate for November 2025, after the volume and Urals-price declines. |
| Annual export revenue | $160 billion | Kyiv School of Economics Institute estimate for calendar year 2025. |
| Cumulative export loss | $171 billion | Kyiv School of Economics Institute estimate for March 2022 through December 2025 versus a pre-invasion price relationship. |
The November result illustrates why volume alone is a poor measure of sanctions’ impact. A country can export millions of barrels per day and still earn substantially less if its benchmark price falls, its discount widens and freight or insurance costs rise. The IEA said November revenue was $3.6 billion below the same month a year earlier.

Oil affects public finances through export earnings, extraction taxes, mineral taxes, profit-based levies, dividends from state-linked companies and the foreign-currency value of sales. The exact fiscal effect depends on the tax formula and the price used for Russian grades, so a fall in export revenue does not translate one-for-one into a fall in total federal receipts.

When Urals or another Russian grade sells below a benchmark, the taxable value of each barrel can fall. A $19-per-barrel discount on a sustained export stream is materially different from a short-lived discount because the loss compounds across every shipment and month. If volumes also decline, the government loses both the price margin and the tax base.
Best Value
The cost channel: more money spent to deliver each barrel
Freight, ship leasing, insurance, transshipment and compliance expenses reduce the net amount left after a sale. Even where a headline cargo price appears acceptable, Russia may retain less after paying for a longer route or a higher-risk vessel. Those costs can be difficult to observe because ownership and payment chains are often opaque.
The offset channel: taxes, exchange rates and domestic policy
A weaker ruble can raise the domestic-currency value of dollar-denominated exports, partially offsetting a lower dollar price. Changes to Russian tax rates, budget rules, refinery subsidies and export duties can also alter the amount transferred to the state. That is why external revenue estimates should not be presented as audited budget outcomes.
What the 2025–2026 estimates mean
Late-2025 estimates show a wide range rather than a single inevitable path. The Kyiv School of Economics Institute estimated December 2025 oil export revenue at $11.4 billion and calendar-year 2025 revenue at $160 billion. Its 2026 scenarios ranged from about $79 billion to $126 billion, depending mainly on the assumed discount and the strength of enforcement. Its base case projected approximately $112 billion for 2026.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute| Scenario measure | Estimate | How to read it |
|---|---|---|
| December 2025 revenue | $11.4 billion | KSE estimate; one month, not an audited annual result. |
| 2025 annual export revenue | $160 billion | KSE estimate for the calendar year. |
| 2026 lower scenario | About $79 billion | KSE scenario with more severe discount and enforcement assumptions. |
| 2026 base case | About $112 billion | KSE base-case projection. |
| 2026 upper scenario | About $126 billion | KSE scenario with more favorable price and enforcement assumptions. |
KSE’s estimates use inputs from the IEA, EIA, Kpler and its own modelling. They are scenarios, not Russian audited accounts. KSE also recorded a temporary volume surge in late 2025 that partly offset weak prices. That is a useful warning: Russia can sometimes defend gross revenue by shipping more, but doing so does not restore the margin lost to discounts and delivery costs.
Global oil prices: why sanctions avoid a cutoff, but not all risk
The policy’s central balancing act is supply versus revenue. If sanctions removed all Russian exports overnight, the resulting shortage could lift Brent and other benchmarks enough to increase Russia’s income on the barrels it still sold. Keeping oil available reduces that immediate shock and protects importers from a sudden supply gap.
Tighter enforcement can still affect global prices if vessels are detained, insurers withdraw, ports refuse service or buyers pause purchases while ownership is clarified. The outcome depends on spare production capacity elsewhere, inventories, seasonal demand and how quickly cargoes can be redirected. A modest reduction in Russian exports during a well-supplied market may have little price effect; the same reduction during a disruption can be significant.
How to interpret sanctions’ success
There is no single score. Use six separate tests:
- Volume: Are Russian barrels still reaching the market? EIA and IEA series answer different versions of this question, so check the definition and date.
- Discount: How far below a comparable benchmark is Russian crude selling? This is the clearest measure of pressure on the seller’s margin.
- Services: Can Russia obtain compliant tankers, insurance, finance and port access, or must it rely on costlier alternatives?
- Destinations: Has Europe been replaced by buyers with enough refining and storage capacity to absorb the trade?
- Fiscal transmission: Are lower netbacks showing up in oil taxes and export revenue, after exchange-rate and policy offsets?
- Market stability: Is enforcement reducing Russian income without creating a damaging global supply shock?
On the evidence available through late 2025, the strongest effect is on price and net revenue. The trade’s geography changed dramatically, but exports remained large enough to supply major Asian refiners. The pressure becomes much greater when sanctions enforcement coincides with weak global prices or a shipping disruption.
What could change the outlook
- More vessel designations: Removing tankers from service can widen discounts and delay cargoes, especially where alternative ships are scarce.
- A lower cap: This could force a larger markdown, but only if enforcement is strong enough to make compliant services valuable.
- Higher or lower world prices: A rise in Brent can lift Russia’s gross receipts even with a discount; a fall can push revenue sharply lower.
- Asian buyer decisions: Changes in refinery margins, domestic policy or diplomatic risk can reduce demand for Russian grades.
- Shadow-fleet capacity: More older vessels may preserve volumes while increasing accident, spill and insurance risks.
- Russian fiscal changes: Tax amendments, export duties or currency movements can change how much export income reaches the budget.
The clearest conclusion is therefore qualified but durable: sanctions have made Russian oil harder and less profitable to sell, not impossible to sell. They rerouted exports, increased the cost of moving them and widened discounts. Whether that translates into a severe fiscal squeeze depends on enforcement, benchmark prices, shipping capacity and the willingness of buyers to keep absorbing discounted barrels.
