How US Tariffs Affect Indian Exporters—and What They Can Do

US duties on Indian goods depend on product classification, origin, entry date and exemptions. Here is how exporters can verify exposure and manage the cost.

As of October 7, 2026, there is no single US tariff rate for all Indian exports. The 2025 Russia-oil-related surcharge has ended for qualifying entries, while later US measures set out an 18% reciprocal-tariff framework for listed Indian-origin goods and a separate Section 301 duty with exemptions. The rate on a particular shipment depends on its product classification, origin, US entry date and any applicable exclusions; an Indian exporter should have the US importer or its customs broker verify the treatment before quoting a landed price.

What is the current US tariff on Indian exports?

The applicable duty is determined shipment by shipment, not by the country name alone. A product may be subject to ordinary US customs duties as well as additional measures, but announced headline rates do not by themselves establish the combined duty. Product-specific scope, exemptions, implementation and tariff-stacking rules all matter.

Measure What it means for Indian-origin goods Timing and source
Russia-oil-related additional duty The former additional 25% duty is no longer in force for Indian products entered for consumption or withdrawn from warehouse on or after February 7, 2026. Any refund depends on applicable law and US Customs and Border Protection (CBP) procedures. The White House terminated the measure effective February 7, 2026. Its August 2025 imposition is historical context, not a current rate.
Reciprocal-tariff framework The White House described an 18% reciprocal rate for specified originating Indian goods. It also described possible reciprocal-tariff removal for certain products, subject to successful conclusion of the Interim Agreement; that language is not proof of unconditional relief for every covered tariff line. White House joint statement, February 6, 2026. Confirm whether a preference is implemented for the specific HTSUS line and entry date.
Section 301 measure CBP’s India-specific provision sets out a 10% duty on India-origin goods, subject to general exceptions. The provision identifies HTSUS heading 9903.05.44 and specified exemption headings. CBP entry instructions dated July 23, 2026, effective July 24, 2026. The guidance describes a broader action across economies; the India rate and exceptions must be checked in the operative instructions.

The most recent US International Trade Commission (USITC) tariff-schedule revision identified for this article is 2026 HTS Revision 20, dated September 28, 2026. Revisions and implementing instructions can change, so check the latest US Harmonized Tariff Schedule (HTSUS) and CBP guidance for the anticipated entry date rather than relying on an older rate summary.

Which Indian products and sectors may be affected?

Goods named in the February framework

The White House joint statement names textile and apparel, leather and footwear, plastic and rubber, organic chemicals, home décor, artisanal products and certain machinery as examples of originating Indian goods covered by the stated reciprocal-rate framework. These are sector descriptions, not enough to determine a product’s customs treatment: the precise HTSUS classification, origin and entry date still have to be established.

Products described as potentially eligible for reciprocal-tariff removal

The statement identifies a range that includes generic pharmaceuticals, gems and diamonds, and aircraft parts for potential reciprocal-tariff removal, subject to successful conclusion of the Interim Agreement. It also describes removal of certain Section 232 tariffs on Indian aircraft and aircraft parts, a preferential tariff-rate quota for automotive parts, and negotiated outcomes for generic pharmaceuticals contingent on findings of the US Section 232 investigation. These terms should not be treated as blanket relief until the relevant implementation and product line are confirmed.

Examples of Section 301 exemptions

CBP’s July guidance lists exemptions tied to specific HTS provisions. Its examples include certain civil aircraft and related parts, articles for pharmaceutical applications, certain aluminum, steel and copper goods, vehicle and vehicle-part categories, wood products, semiconductor articles, qualifying humanitarian donations and informational materials. An exemption for a defined tariff provision does not automatically exempt every commercial product in that sector.

How to work out a shipment’s tariff exposure

  1. Establish the product and its origin. Gather the product specifications and manufacturing and sourcing facts. The country from which goods are shipped, or through which they are routed, does not by itself establish customs origin.
  2. Confirm the full HTSUS classification. Ask the US importer or a qualified customs broker to review the specific good. Broad descriptions such as “textiles” or “machinery” are not precise enough to determine a tariff line.
  3. Check the schedule for the expected entry date. Review the current USITC HTSUS and relevant Chapter 99 provisions, including the CBP guidance for heading 9903.05.44 and any listed exceptions. Entry timing matters if a measure changes before the goods arrive.
  4. Verify any claimed exclusion or preference. Check whether a product-specific exclusion, general exemption, tariff-rate quota or other measure applies to that tariff line. Confirm that a framework commitment has been implemented and is effective for the planned entry; an announcement alone may not settle customs treatment.
  5. Get the complete calculation from the US entry party. The importer or broker should calculate ordinary Column 1 duties and applicable additional measures together under the current rules. Do not simply add the framework rate and another headline percentage: scope, exclusions and stacking instructions can change the result.
  6. Keep the basis for the quote. Record the classification rationale, origin support, assumed entry date and schedule revision used. Recheck them if the product, sourcing, policy or shipment timing changes.

No product, HTSUS code, transaction value, origin facts or planned entry date is specified here, so a product-specific combined rate, exemption decision or landed-cost figure cannot be calculated from these general measures.

What can Indian exporters do about tariff costs?

Cost each product using verified customs treatment

Build tariff assumptions SKU by SKU rather than applying a single country rate to a catalogue. Ask the US buyer or broker to document the classification and any claimed exception before you offer a landed price. Keep the duty assumption visible in the quote so both sides can see what changes if customs treatment or the entry date changes.

Agree with the buyer who bears a duty change

Review purchase orders and supply contracts for the treatment of new or changed duties between order and entry. Agree whether the price is duty-inclusive, who bears an increase, how a change is documented, and what happens if a shipment is delayed across an effective date. Those commercial terms do not change the tariff, but they can prevent an unexpected duty bill from becoming a dispute.

Maintain defensible product and origin records

Keep bills of materials, supplier records, manufacturing details and technical specifications that support the declared origin and classification. Do not rely on rerouting goods or superficial processing as a way to avoid an origin-based measure; customs origin must be determined under the applicable rules and supported by the facts.

Prepare commercial alternatives

Use the verified landed-cost calculation to assess whether a product remains viable for a US customer. If it does not, consider changes to product mix, customer concentration or destination markets. Diversifying sales is a business response, not an automatic tariff exemption, and does not alter the origin or tariff classification of goods sold into the US.

Check official Indian exporter-support schemes

In a December 2025 parliamentary response, India’s Ministry of Commerce and Industry described RBI trade-relief measures, an exporter credit-guarantee scheme, export-promotion support, bilateral trade-agreement engagement and work on new and existing free-trade agreements. That response records the government’s stated measures and strategy; it does not establish current eligibility, available funding or application deadlines for a particular exporter. Confirm those details with the responsible Indian agency before relying on a scheme.

What do the available impact figures show?

In an August 19, 2025 Lok Sabha answer, India’s Ministry of Commerce and Industry estimated that USD 48.2 billion of India’s merchandise exports to the US, measured using 2024 trade value, was subject to the additional tariffs described at that time. That is a historical estimate tied to the 2025 measures; it is not a measure of exposure under the later 2026 changes.

The cited official material does not provide a current, comparable aggregate estimate of Indian export value affected by the 2026 measures. Applying the earlier figure to the newer rules would therefore imply a level of precision the available information does not support.
