Start by identifying which data, models, code, compute systems, equipment and know-how could cause harm if accessed early or misused. Then apply proportionate controls across cybersecurity, people, travel, collaborations, funding, export controls, training, disclosure and incident response.
This guidance is U.S.-focused where it discusses federal funding thresholds, National Security Presidential Memorandum 33 (NSPM-33), National Science Foundation (NSF) requirements and reporting routes. The underlying method is broader: review the project and engagement in context, protect privacy and civil liberties, and preserve open science where the risk permits. The available official sources do not establish a separate AI-espionage statistic or a universally required AI-security product.

Define what is sensitive before you decide what to protect
“Sensitive AI research” is not a single legal category. A project may be sensitive because of its data, model capabilities, implementation details, associated hardware, funding terms, or likely applications. Another project in the same department may be suitable for immediate open publication. Treating every international contact or every AI project as equally risky wastes resources and can damage legitimate scientific exchange.

NIST describes the purpose of research security as enabling and safeguarding collaboration rather than stifling it. Its framework is intended to protect intellectual property, privacy, civil liberties and the integrity of open science.

Map the project’s assets and dependencies
Create an inventory that follows the research from idea to publication and deployment:
- Training, evaluation and personally identifiable data, including data supplied by outside partners.
- Model weights, checkpoints, prompts, evaluation sets, source code, experiment logs and documentation.
- Compute clusters, storage, orchestration software, laboratory equipment, sensors and connected devices.
- Researchers, students, visiting scholars, contractors, collaborators and service providers with access.
- Funding, gifts, subawards, in-kind contributions, cloud credits, software and equipment.
- Expected outputs, publication plans, patentable inventions and any temporary withholding needed for safety, contractual or regulatory reasons.
Assess consequences and potential misuse
For each asset, ask what could happen if it were copied, altered, released before publication or used outside the project. Consider whether the work involves a critical or emerging technology, enables a military-civil application, exposes confidential personal data, or would materially increase another party’s capability. Record both the harm of unauthorized access and the scientific or public benefit of sharing. This produces a defensible risk-benefit decision instead of a label based on nationality or institution alone.
Use an integrated, proportionate security program
A research-security office should coordinate with the chief information security officer, export-control and compliance staff, research administration, legal counsel, travel services, human resources and principal investigators. NIST organizes review around researchers, international travel, international collaborations, foreign requests for products or services or software, and funding opportunities. Keep one case record for the reasoning, approvals, conditions and review date.

Set access and cybersecurity controls
Define who is authorized to use each dataset, repository, model, system and device, and for what purpose. Apply the university’s institutional security controls to the research environment, with stronger measures for higher-consequence assets. Typical governance decisions include separate project workspaces, least-privilege accounts, multi-factor authentication, logging, tested backups, secure collaboration channels and prompt removal of access when a role ends. The reviewed NIST materials support cybersecurity as an institutional program element, but do not prescribe a particular product, configuration or AI-specific control. A consumer security device by itself is not a research-security program.

Document whether data, software, equipment or technical information may be transferred outside the approved environment. A technology control plan should identify the items, allowable users, locations, transfer methods, publication boundaries and any U.S. export-control review. Reassess controls when the model, partner, funding source or intended application changes.
Control travel and portable access
International travel can expose credentials, devices, conversations and unpublished work. Require a pre-travel review for trips involving sensitive projects, including conferences, meetings, laboratory visits and assistance in kind. Provide approved travel devices or clean accounts where the risk warrants them, minimize local copies, avoid accessing restricted repositories on untrusted networks, and require post-travel credential changes or device checks under university policy. NIST lists travel as a review category; it does not require one identical travel procedure for every institution.
Review foreign requests for products, services and software
Requests for a model, dataset, specialized software, engineering help, cloud access or laboratory service may create technology-transfer, export-control or sanctions issues. Route unusual or cross-border requests to the designated compliance channel before delivery. Record what was requested, who would receive it, the end use, the destination, the contractual terms and the decision. A request is a trigger for review, not evidence of espionage.
Vet people and collaborations by context, not stereotypes
Use the same written criteria for domestic and international engagements. NIST’s revised checklist calls for considering affiliations and funding, the project’s mission and potential technology applications, recruitment circumstances, and whether outcomes are intended for the open domain. It also emphasizes a scalable, non-intrusive approach that protects individual privacy and civil liberties.

Questions for a proposed collaboration
- What is the collaboration type: joint research, data sharing, visiting appointment, subcontract, service arrangement or publication-only relationship?
- Which organizations and individuals participate, and what are their relevant affiliations, funding and roles?
- What technology, data, equipment or software will each party receive?
- What benefits does the arrangement provide to the university and to the scientific mission?
- Could the work have military-civil applications, and does an export-control or sanctions review apply?
- Who may access intermediate results, model weights, source code and infrastructure?
- Are publication, prepublication review, intellectual-property ownership and confidentiality terms clear and compatible with university policy?
For higher-risk work, attach a technology control plan to the agreement. Specify data, equipment and software boundaries, permitted users and locations, transfer approvals, security duties, incident notification, retention and deletion, and the process for changing scope. Do not infer that a person’s national origin establishes a threat; evaluate conduct, access, undisclosed interests, project context and documented obligations.
Compare options with explicit decision criteria
| Decision axis | Lower-risk indication | Control or escalation trigger |
|---|---|---|
| Mission benefit | Clear scientific or educational benefit with defined deliverables | Benefits are vague, disproportionate or unrelated to the project |
| Information sensitivity | Public data and reproducible methods already intended for open release | Unpublished data, model weights, proprietary code or safety-critical capability |
| Participants and affiliations | Roles, funding and affiliations are complete and verifiable | Material omissions, unexplained affiliations or conflicting obligations |
| Access and publication | Least-privilege access and ordinary publication review | Broad access, demands for exclusive control or indefinite publication delay |
| Regulatory exposure | No identified export-control, sanctions or award restriction | Controlled technology, restricted destination or applicable agency certification |
| Proportionality | Controls protect the asset without unnecessary barriers to collaboration | Risk cannot be reduced without changing scope, access or the engagement |
Screen funding, gifts and unusual approaches
Review grants, gifts, contracts, subawards, donated equipment, cloud credits, software and paid appointments under institutional policy and the terms of the relevant award. NSF identifies deliberate omissions of appointments, affiliations and current and pending support as concerns when assessing conflicts and foreign interference. Require complete disclosures from senior and key personnel, and reconcile them with proposal and award records.
The August 2025 NCSC/ODNI Safeguarding Academia quick-reference guide lists possible indicators such as an unusually lucrative foreign-program invitation without a formal written agreement, unsolicited foreign grants or gifts, unsolicited research positions or paid international conference engagements, and requests for access or engagement through social media. These indicators are prompts to gather facts through established channels, not proof of wrongdoing.
Meet U.S. federal research-security and NSF obligations
Applicability depends on the institution, award, submission date and current agency instructions. Confirm the terms for each proposal and award; do not assume that every university or project has identical duties.

NIST threshold and program elements
NIST’s current research-security FAQ says institutions receiving more than $50 million per year in federal research and development funding must establish a research-security program addressing cybersecurity, foreign-travel security and research-security training, and, as appropriate, export control and compliance. Funding agencies may impose additional requirements. This is a U.S. policy threshold, not a measure of espionage prevalence.
NSF implementation details
NSF’s Important Notice 149 implementation FAQ describes requirements for applicable submissions and institutions:
| Requirement | What the current FAQ says | How to administer it |
|---|---|---|
| Individual training certification | Senior and key personnel certify completion within the preceding 12 months | Track completion dates and verify them before submission |
| Organizational certification | The organization certifies required completion | Assign an accountable institutional official and retain records |
| Responsible and ethical conduct plan | Higher-education institutions certify an updated plan covering mentorship, research-security threat awareness, export control, disclosure and reporting | Publish the plan internally, train affected personnel and review it as policies change |
| Malign foreign talent recruitment | Applicable certifications address participation in such programs | Use a documented disclosure and review process rather than informal screening |
| Foreign financial support | Annual reporting applies to covered foreign financial support of $50,000 or more per source associated with a country of concern | Reconcile finance, sponsored-research and disclosure systems annually |
| Confucius Institute agreement | Certification is required absent a waiver where the FAQ applies | Check the current NSF instructions for the specific proposal or award |
NSF’s Research Security Training page says NSF and five other agencies recognize a condensed SECURE Center module and an annual refresher as satisfying their respective training requirements. NSF also provides four expanded online modules of about 60 minutes each. Verify current agency recognition before relying on a module for a particular submission.

Respond to warning signs fairly and consistently
Possible sources of targeting identified by NCSC include foreign intelligence entities, foreign research organizations, competitors and state-backed companies, and disgruntled or opportunistic insiders. Its guide gives examples involving an approach by a Chinese government-backed center to a U.S. researcher and universities fined for failing to disclose certain foreign affiliations while receiving NASA and NSF funding. The one-page guide does not provide prevalence estimates or enough case detail to measure frequency. Use the examples to illustrate review needs, not to assign collective suspicion.
Best Value
When a concern arises:
- Preserve relevant records, access logs, messages and agreements without altering evidence.
- Limit access temporarily only as necessary to protect the project, and document the reason and duration.
- Notify the research-security, information-security, export-control, research-administration and legal contacts specified in university policy.
- Check disclosures, affiliations, funding, access rights, travel and contractual duties against the facts.
- Give the person or partner a fair opportunity to correct errors or explain legitimate activity, subject to legal and safety requirements.
- Record the decision, controls, appeal or review path, and a date for reassessment.
Apply rules consistently across comparable cases. Avoid collecting unnecessary personal information, broad surveillance or decisions based solely on ethnicity, nationality, language or field of study.
Create a clear reporting and escalation route
Researchers should know exactly whom to contact before an incident occurs. Publish a single internal page or hotline covering suspected account compromise, unexplained data access, coercive or deceptive approaches, undisclosed funding, questionable transfer requests and travel-related device concerns. Provide an option for confidential consultation so that asking for advice does not itself become a disciplinary event.
NCSC recommends securing the institutional environment and partnerships, complying with export controls, disclosure requirements and funding rules, and building a culture of training and awareness. It directs institutions to report foreign threat actors targeting them to the FBI or a local FBI field office. A cleared academic institution that suspects targeting should report immediately to its local Defense Counterintelligence and Security Agency counterintelligence agent, according to the guide. Follow the university’s incident-response, legal and regulatory procedures as well.
A practical implementation roadmap
First 30 days: establish ownership and visibility
- Name an accountable executive and a cross-functional working group.
- Inventory sensitive AI projects, assets, collaborators, funding and external services.
- Publish the reporting route and a short intake form.
- Identify which awards, submissions and institutional funding levels may trigger U.S. requirements.
Days 31–60: apply baseline controls
- Set access roles, multi-factor authentication, logging, backup and offboarding requirements for high-consequence projects.
- Create review checklists for travel, collaborations, foreign requests and unusual funding.
- Adopt a technology control plan template and define export-control referral points.
- Reconcile researcher disclosures with sponsored-research and finance records.
Days 61–90: test and improve
- Run a tabletop exercise for a stolen credential, an unsolicited foreign offer and a disputed publication request.
- Verify that senior and key personnel can complete required training and that records show the 12-month timing where NSF applies.
- Audit a sample of collaboration files for documented risk-benefit reasoning and consistent treatment.
- Measure response times, unresolved access exceptions and overdue reviews; adjust controls when they create unnecessary collaboration costs.
Keep collaboration open where the risk permits
Security works best when researchers can obtain advice before signing an agreement, accepting an invitation or sending a file. NIST’s framework is designed to be scalable and non-intrusive: protect the genuinely sensitive element, publish what can safely be published, and explain restrictions in terms of the project and the information involved. A well-documented decision can allow an international collaboration to proceed with narrowed access, staged data release, a publication timetable or a different technical environment instead of an unnecessary refusal.
NIST summarizes the goal in its framework materials: “The purpose of research security is not to stifle collaborative research, but rather to enable and safeguard it.” It also states that research security should be “positive and supportive, not punitive.” Those principles are practical controls: early consultation, consistent review, privacy protection, clear escalation and periodic reassessment.
