Underwater noise can make it harder for whales to detect and interpret calls, and it can prompt changes in behavior or vocal activity. Sound also helps aquatic animals navigate, but evidence does not establish one uniform navigation effect across whale species. The impact depends on the animal, the sound, and the conditions in which it travels.
Why sound matters to whales
Sound is a key information channel underwater. NOAA says aquatic animals use it to communicate, navigate, find prey and mates, locate offspring, avoid predators, and assess their surroundings. Whales therefore depend on an acoustic environment both to send signals and to listen for information. How noise can interfere with communication
Masking reduces the signal a whale can hear
Acoustic masking occurs when noise interferes with the reception of another sound. If noise overlaps with, or otherwise obscures, a biologically important call, a whale may have more difficulty detecting or interpreting it. Masking is a specific mechanism—not a catch-all term for every effect of noise. Its extent depends on factors such as the noise and call characteristics, the listener’s hearing, and the acoustic setting. In a 2012 account, NOAA’s Office of National Marine Sanctuaries reported that researchers documented more than 22,000 North Atlantic right whale contact calls in April 2008 and modeled ship-noise propagation in Stellwagen Bank National Marine Sanctuary and surrounding waters. Compared with historically lower noise conditions nearly half a century earlier, the model estimated an average loss of 63 to 67 percent of right whale communication space in that location. The figure is a modeled result for this population and region, not a direct measurement of every whale’s ability to communicate or a global estimate. Noise can prompt responses beyond masking
Whales’ responses are not identical across species or exposures. Reviews describe several possible categories of response: changes in behavior or vocal behavior, temporary or permanent shifts in hearing thresholds, and stress. Which response occurs depends on the animal and exposure; none should be assumed for every whale whenever noise is present. Different studies illustrate why these pathways should be kept distinct. NOAA’s research page on Southern Resident killer whales describes work examining vessel and noise effects on behavior and acoustic behavior, as well as studies of foraging: NOAA’s Southern Resident killer whale research. A study of North Atlantic right whales reported an association between low-frequency ship noise and chronic stress, while noting that the importance of such responses for long-term population consequences remained uncertain: right whale stress study. These findings do not establish that a particular exposure will have the same effect in every species, or that an individual response necessarily leads to a population-level consequence.

What can be said about navigation?
NOAA identifies navigation as one function for which aquatic animals use sound. It is therefore reasonable to say that noise could complicate access to acoustic information an animal uses while moving through its environment. However, the sources cited here do not establish one direct, uniform navigation effect across whale species. Evidence on communication masking, behavior, hearing, and stress is more clearly described in these sources than species-comparable evidence measuring navigation outcomes. That distinction matters: a sound can be important to navigation without every instance of masking proving that a whale became lost or navigated less successfully.

Why the effect varies by sound and setting
There is no single cross-species ranking of noise sources in the cited material. To understand a particular case, researchers need to consider several interacting features:

- Source: vessel traffic and other human activities produce different acoustic conditions.
- Frequency and overlap: whether noise interferes with the frequencies of a whale’s calls or other relevant sounds.
- Intensity and duration: how loud the exposure is and how long it lasts.
- Distance and propagation: how sound travels through the local environment and how far the animal is from the source.
- Species and call type: hearing and signaling differ among whales, so one species’ result should not be generalized automatically.
- Measured outcome: masking, vocal changes, movement or other behavior, hearing response, and stress are different outcomes and need to be evaluated separately.
