How Ukraine’s Attacks on Russian Oil Can Affect Gasoline and Diesel Prices

Strikes on Russian refineries can raise gasoline and diesel prices even when Russia continues pumping crude. The immediate loss is usually refining capacity—the equipment that turns crude into usable fuels—not necessarily crude production. Gasoline effects tend to appear first inside Russia, where petrol demand is large and imports are limited. Diesel is more internationally traded, so lost Russian cargoes can tighten European and Atlantic Basin markets, including the Amsterdam–Rotterdam–Antwerp (ARA) benchmark.

There is no honest universal answer in cents per gallon. The outcome depends on four measurable factors: how much refinery capacity is offline, how many product exports disappear, how quickly replacement barrels arrive, and how long repairs take. Taxes, inventories, freight, currency and local competition then determine what drivers pay at the pump.

Why a refinery strike can move fuel prices without an immediate crude shock

A refinery is a conversion system. It heats and separates crude, then uses cracking, reforming, hydrotreating and blending units to produce gasoline, diesel, jet fuel and other products. A drone or missile that damages one of those units can force an entire train—or sometimes a whole plant—to reduce runs while crude production continues.

That creates a product shortage before it necessarily creates a crude shortage. Russia may still have crude available, but less ability to convert it into the grades of fuel that motorists, truck fleets and heating systems need. Domestic buyers and overseas importers compete for replacement cargoes, raising regional product benchmarks and, after a delay, wholesale and retail prices.

Crude prices respond more strongly when attacks also impair oil wells, gathering systems, export terminals, pipelines, shipping routes or inventories. If only refining is damaged, crude can even weaken because less of it is being processed while refined products become more expensive. Reuters has previously reported this divergence: product exports can be curtailed while crude prices remain comparatively muted.

The transmission chain

  1. Physical damage: a processing unit, power system, storage tank or loading facility is shut down.
  2. Lower refinery runs: less crude is converted into saleable fuel during the outage.
  3. Domestic allocation: the producer may keep more product at home, reducing exports.
  4. Benchmark reaction: traders bid up gasoline or diesel cargoes in the affected region.
  5. Wholesale pass-through: import costs, margins and freight feed into national wholesale prices.
  6. Retail adjustment: taxes, currency movements, inventory age and competition determine when—and how much—pump prices change.

These steps are not instantaneous. A retailer may be selling fuel bought weeks earlier, while a futures or physical benchmark can react within minutes of credible outage news.

What the 2026 figures show about Russia’s domestic fuel market

The clearest early impact has been inside Russia. Rosstat figures reported by the International Energy Agency (IEA) show Russian gasoline prices up more than 19% from the start of 2026 and diesel prices up roughly 18% by 26 August 2026. Those are Russian domestic price changes over that period, not forecasts for Europe or the United States.

The IEA’s September 2026 assessment estimated that Russian gasoline output was 20% below 2025 levels and diesel production was down nearly 30%. It lowered its forecast for Russian refinery throughput to an average of about 4 million barrels per day for the remainder of 2026 and for 2027. A lower run rate means fewer products available even after individual fires are extinguished, because maintenance, damaged units and constrained logistics can keep plants below normal capacity.

Reuters calculations reported by MarketScreener estimated that Ukrainian strikes knocked out about 700,000 barrels per day of Russian refining capacity across 16 refineries between January and May 2026. Reuters also reported that Russian oil-product exports fell by 340,000 barrels per day in April from March, to 2.2 million barrels per day—the lowest level in the IEA’s record.

Crude supply was affected as well, but to a different degree. Reuters, citing IEA data, reported Russian crude production of about 8.7 million barrels per day in May 2026, down approximately 5% year over year and around 10% below Russia’s target. That distinction matters: a refinery outage removes particular products; a crude outage removes the feedstock for all products and can therefore produce a broader oil-price response.

Why gasoline shortages show up first in Russia

Gasoline is consumed heavily within Russia, while the country’s retail system is designed around domestic refineries and distribution networks. When several plants cut runs, local wholesalers have fewer spot cargoes to draw from. The government or companies may redirect available barrels to priority regions, limit exports, or rely on stocks until repairs are complete.

What drivers may notice

  • Higher wholesale and retail prices, as reflected in the 2026 Rosstat increase.
  • Regional differences when a damaged refinery normally supplies a particular area.
  • Longer queues or temporary station-level shortages if deliveries are delayed.
  • Export restrictions or quotas intended to preserve domestic availability.

A domestic gasoline squeeze does not automatically become a global gasoline crisis. Other countries can often source gasoline from nearby refineries, and gasoline is generally less dependent on long-distance international trade than diesel. The size and duration of any Russian shortage still matter because Russia is a large market and because replacement barrels compete with existing buyers.

Why diesel can transmit farther and faster

Diesel is a major internationally traded product used by trucks, construction equipment, farms, generators and heating systems. Europe’s Amsterdam–Rotterdam–Antwerp (ARA) hub is a key diesel benchmark. If Russian refineries lose output or Russian authorities retain cargoes for domestic use, European buyers may bid for replacement supplies from the Middle East, the United States or Asia. Longer voyages and scarce ships can add freight and insurance costs.

  • IMPROVES LUBRICITY (ASTM D6079): Tested to improve lubricity by 43% to help protect fuel system components, including wear-sensitive parts like the CP4 pump
  • BOOSTS CETANE UP TO +8: Raises cetane up to 8 points for faster ignition, smoother combustion, and improved drivability; many engines run best around 48–50 while pump diesel is often 40–45
  • CLEANS INJECTORS: AR6500's detergent package removes injector deposits and restores spray patterns for improved atomization, supporting better performance and fuel economy

The effect is amplified when inventories are low or demand is seasonal. Harvest activity can lift agricultural diesel consumption, while winter heating demand tightens middle-distillate balances. Conversely, high stocks, weak industrial activity or unusually mild weather can absorb a missing cargo without a dramatic retail response.

Europe versus the United States

Market Where disruption is first visible What controls the pump-price effect
Europe ARA diesel and other regional physical and futures benchmarks Russian cargo losses, European inventories, imports from the Middle East and Asia, refinery outages, freight, taxes and national pricing rules
United States Regional markets such as New York Harbor, plus Gulf Coast and local rack prices Atlantic Basin replacement cargoes, U.S. refinery utilization, pipeline and marine logistics, inventories, federal and state taxes, the dollar and retail competition

The U.S. can feel a diesel shock through Atlantic Basin trade even without buying Russian fuel directly. Cargoes are fungible: a European buyer taking a U.S. shipment can leave fewer barrels for another region, changing relative prices. The EIA identifies New York Harbor as a U.S. market where geopolitical product disruptions can appear, but a national average pump-price change still cannot be inferred from an attack alone.

Four questions that determine how large the price move becomes

Analysts can evaluate a strike without pretending to know a precise cents-per-gallon result by scoring four axes.

Best Value
Power Service Diesel Kleen+Cetane Boost 64 oz, Pack of 1 3064-06 Grey
  • Cleans dirty injectors and prevents injector sticking in both High Pressure Common Rail (HPCR) and older systems
  • Removes both internal and external deposits on fuel injectors
  • Restores lost power and fuel economy
  • Contains Slickdiesel Lubricator to protect fuel pumps and injectors from increased wear caused by poor quality Ultra Low Sulfur Diesel (ULSD) fuel
  • Effective in all diesel fuels, including ULSD, biodiesel and biodiesel blends
Axis Why it matters Evidence to monitor
Refinery capacity lost Shows the maximum conversion capability removed, but not necessarily actual product loss if another unit or plant can compensate. Which units are offline, their normal throughput, product yields and whether partial operation is possible.
Product exports removed Determines how much supply disappears from international balances rather than being redirected inside Russia. Loading data, export restrictions, port activity and changes in gasoline or diesel cargo volumes.
Replacement supply New barrels, inventory releases and spare capacity can cap the benchmark increase. Available refinery capacity in Europe, the Middle East, Asia and the United States; tanker availability; stock levels.
Outage duration A short shutdown can be covered by inventories; a multi-week or multi-month outage forces structural adjustments. Inspection findings, spare parts, sanctions, insurance, repair milestones and restart tests.

Capacity figures should not be read as one-for-one product losses. A refinery’s nameplate barrels per day include crude that would have produced a mix of gasoline, diesel, jet fuel and feedstocks. The damaged unit may be a bottleneck, and another plant may raise runs. Product-specific yields and operating constraints are essential.

What can dampen the shock

  • Spare refining capacity: plants with unused capability can increase runs, although technical limits and maintenance schedules may prevent an immediate response.
  • Inventories: commercial and government stocks can cover deliveries while repairs proceed. Their protection depends on location and product specification, not just the global total.
  • Replacement cargoes: suppliers in the Middle East, United States and Asia can redirect diesel or gasoline, but voyage time and freight determine how quickly those barrels arrive.
  • Repair speed: a damaged noncritical component may be bypassed; a specialized processing unit can require long lead times, especially when sanctions restrict equipment and services.
  • Demand response: high prices can reduce driving, freight activity or discretionary fuel use, easing the balance.
  • Retail competition and taxes: stations may absorb part of a wholesale increase, while fixed or percentage taxes change the amount passed through to consumers.

What can amplify it

  • Repeated strikes that prevent normal maintenance and hit several refineries at once.
  • Attacks on crude production, export terminals or pipelines in addition to processing units.
  • Low seasonal inventories before winter heating or the agricultural harvest.
  • Shipping-insurance restrictions, sanctions compliance delays or a shortage of suitable tankers.
  • High freight rates caused by longer replacement routes.
  • Strong regional demand or simultaneous outages at non-Russian refineries.

When crude production and export infrastructure are hit together with refineries, both feedstock and products tighten. That combination is more likely to lift benchmark crude prices as well as gasoline and diesel.

How to estimate the effect for a particular country

A defensible estimate needs country, date and market assumptions. Use this sequence rather than applying a global percentage to a local pump price.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Define the product: separate gasoline, road diesel and heating oil; their specifications and trading patterns differ.
  2. Measure the net barrel loss: start with verified refinery-unit outages, then subtract domestic stock releases, higher runs elsewhere and cargoes already at sea.
  3. Choose the relevant benchmark: ARA for much of Europe, New York Harbor for a U.S. reference, or the applicable regional rack or wholesale market.
  4. Add logistics: calculate replacement voyage distance, tanker availability, insurance and port costs.
  5. Model local pass-through: include crude and product margins, currency, excise and value-added taxes, biofuel obligations, transport costs and retailer margins.
  6. Set a time window: distinguish an announcement-day futures move from the price of fuel delivered to a station weeks later.
  7. Run scenarios: test a short outage with ample stocks, a month-long outage with normal imports, and a prolonged multi-refinery outage during peak demand.

No authoritative figure establishes a universal gasoline or diesel price elasticity for one future Ukrainian strike. Any article or forecast that promises a single pump-price number without these assumptions is presenting a scenario, not a measured outcome.

Indicators that reveal whether a disruption is spreading

  • Daily refinery utilization and restart announcements in Russia and nearby importing regions.
  • Russian product export volumes and the number of cargoes loaded at major ports.
  • ARA diesel and relevant gasoline spreads, plus New York Harbor prices for U.S. exposure.
  • Commercial inventory levels and the direction of inventory changes.
  • Tanker freight rates, war-risk insurance and voyage diversions.
  • Government export bans, quotas, emergency stock releases or fuel subsidies.
  • Seasonal demand: harvest timing, winter temperatures and changes in freight or industrial activity.

The IEA has described a deliberate shift in tactics: “As Ukraine becomes more effective at striking Russian refineries, it is increasingly targeting specific refinery units in an effort to maximise the impact of each strike.” Targeting a bottleneck can remove more usable product than the headline area of physical damage suggests, which is why unit-level status is more informative than counting incidents alone.

Bottom line for drivers and fleet operators

Refinery strikes are most likely to create a direct, visible gasoline problem in Russia and a tradable diesel tightening beyond Russia. European diesel prices can react through ARA, while U.S. markets can feel the effect through Atlantic Basin cargo competition and New York Harbor benchmarks. The final pump-price change depends less on the number of attacks than on the capacity and product volumes actually lost, replacement supply, inventories and outage duration. Treat any precise national price forecast as conditional on those inputs, not as an automatic consequence of a single strike.
